காலநிலை மாற்றம்: புவி வெப்பமடைதலுக்கு மனிதர்கள் காரணமா என நாம் கண்டறிவது எப்படி?

இந்த விளக்கத் தொடரில், காலநிலை மாற்றம், அதன் பின்னணியில் உள்ள அறிவியல் மற்றும் அதன் தாக்கம் பற்றிய சில அடிப்படைக் கேள்விகளுக்கு நாங்கள் பதிலளிக்கிறோம். அதோடு 'புவி வெப்பமயமாதலுக்கு மனிதர்கள் காரணமா' என்ற கேள்விக்கும் பதிலளித்துள்ளோம்..

புவி வெப்பமடைதலுக்கு மனிதர்கள் காரணமா?

பூமி அதன் 4.5 பில்லியன் ஆண்டு வரலாற்றில் பல குளிர் மற்றும் வெப்பமான காலகட்டங்களைச் சுற்றி வந்துள்ளது. சூரிய ஆற்றல் போன்ற பல இயற்கை காரணிகளால் அவை ஏற்படுகின்றன, இது காலப்போக்கில் மாறுபடும் மற்றும் காலநிலை அல்லது கடல் சுழற்சியை பாதிக்கிறது - நீரோட்டங்களால் உலகம் முழுவதும் வெப்பத்தின் இயக்கம். உதாரணமாக, சுமார் 12,000 ஆண்டுகளுக்கு முன்பு, அட்லாண்டிக் பெருங்கடலில் ஏற்பட்ட பெரிய மாற்றங்கள் வடக்கு அரைக்கோளத்தை ஒரு "குளிர்நிலை மாநிலமாக" மாற்றியது என்று தி நியூயார்க் டைம்ஸ் அறிக்கை கூறுகிறது.

வளிமண்டலத்தில் கிரீன்ஹவுஸ் வாயுக்களின் செறிவு அதிகரித்து வருவதே உலக வெப்பநிலை அதிகரிப்பதற்கு முக்கியக் காரணம். இந்த தொடரின் முதல் தவணையில் விளக்கப்பட்டுள்ளபடி, CO2, மீத்தேன் (CH4) மற்றும் நீர் நீராவி போன்ற பசுமை இல்ல வாயுக்கள் சூரியனின் ஆற்றலை பூமியின் அமைப்பில் பொறித்து, அது விண்வெளிக்கு வெளியேறும் முன், வெப்பமயமாதலை ஏற்படுத்துகிறது. தொழில்துறை புரட்சிக்குப் பின்னர், நிலக்கரி, எண்ணெய் மற்றும் வாயுக்கள் போன்ற புதைபடிவ எரிபொருட்களை எரிப்பது போன்ற மனித நடவடிக்கைகள் அதிகளவில் பசுமை இல்ல வாயுக்களை வெளியிடுகின்றன.

2014 ஆம் ஆண்டில், காலநிலை மாற்றத்திற்கான ஐ.நா.வின் அரசுகளுக்கிடையேயான குழு ஒரு அறிக்கையை வெளியிட்டது: "காலநிலை அமைப்பில் மனித செல்வாக்கு தெளிவாகவும் வளர்ந்து வருகிறது, அனைத்து கண்டங்கள் மற்றும் பெருங்கடல்களில் தாக்கங்கள் காணப்படுகின்றன. 1950 களில் இருந்து கவனிக்கப்பட்ட பல மாற்றங்கள் பல தசாப்தங்கள் முதல் ஆயிரக்கணக்கான ஆண்டுகளாக முன்னோடியில்லாதவை. தற்போதைய புவி வெப்பமடைதலுக்கு மனிதர்கள்தான் முக்கிய காரணம் என்பதை IPCC இப்போது 95 சதவீதம் உறுதியாகக் கூறியுள்ளது.

காலநிலை மாற்றமும் பருவநிலை மாற்றமும் ஒன்றா? 

காலநிலை மாற்றத்தின் காரணமாக பூமி சந்திக்கப் போகும் விளைவுகள் குறித்து நாளும் புதிய செய்திகள் வந்து அச்சுறுத்திக் கொண்டிருக்கின்றன.

இமயமலையின் பனிப்பாறைகள் உருகி வருவதால் சென்னை, கொல்கத்தா, சூரத், மும்பை போன்ற நகரங்களில் கடல் மட்டம் உயர்ந்து மூழ்கக்கூடும் என்றும் மேலும் எதிர்காலத்தில் அந்தமான் நிக்கோபார் தீவுகள் மனிதர்கள் வாழ்வதற்குத் தகுதியில்லாத இடமாக மாறக் கூடும் என்றும் ஐக்கிய நாடுகள் சபையில் அங்கம் வகிக்கும் காலநிலை மாற்றம் குறித்த அமைப்பு தெரிவித்துள்ளது.

இந்த நிலையில் காலநிலைப் பாதிப்புகள் குறித்த விழிப்புணர்வுப் பிரச்சாரங்களை ஸ்வீடனின் கிரெட்டா துன்பெர்க் போன்ற இளம் குரல்கள் கையில் எடுத்துள்ளது அனைவரிடமும் வரவேற்பு பெற்றுள்ளது. தொடர் பிரச்சாரம் காரணமாக காலநிலை மாற்றம் தொடர்பாக ஆக்கபூர்வமான உடனடி நடவடிக்கைகளை எடுக்குமாறு உலகக் தலைவர்களிடம் அழுத்தம் தரப்பட்டு வருகிறது.

இந்நிலையில் காலநிலை மாற்றம் மற்றும் பருவநிலை மாற்றம் குறித்த சரியான புரிதல் நம்மிடையே இருக்கிறதா? என்ற கேள்வி எழுகிறது.

காலநிலை மாற்றம் மற்றும் பருவநிலை மாற்றம் இரண்டுக்கும் இடையே வேறுபாடுகளைப் புரிந்துகொள்ளாமல் காலநிலை மாற்றப் பாதிப்புகளைப் பற்றி நாம் புரிந்துகொள்ள முயல்கிறோமா?

உண்மையில் பருவநிலை மாற்றமும், காலநிலை மாற்றமும் ஒன்றா? இல்லை இரண்டுக்கும் வேறுபாடு இருக்கிறதா..?

இதுகுறித்து சுருக்கமான விளக்கத்தை பூவுலகின் நண்பர்கள் அமைப்பின் சுந்தர்ராஜனிடம் கேட்டோம்.

அவர் கூறுகையில், “காலநிலை மாற்றம் என்பது நீண்ட கால மாற்றமாகும். அதாவது சுமார் 15 வருடங்களில் பூமியின் காலநிலையில் ஏற்படும் மாற்றத்தைக் குறிக்கும். எடுத்துக்காட்டாக, கடல் மட்டம் எவ்வளவு உயர்ந்துள்ளது, பனிமலைகள் எவ்வளவு உருகின, உலகின் வெப்பநிலை எவ்வாறு அதிகரித்துள்ளது என்பதைக் குறிப்பதுதான் காலநிலை மாற்றம்.

பருவநிலை மாற்றம் என்பது குறுகிய காலப் பருவமாற்றமாகும் அதாவது வழக்கமான பருவநிலை மாறுதலைக் குறிக்கும் ( உதாரணத்திற்கு குற்றாலம் சீசனைக் கூறலாம்). பருவநிலை மாற்றம் என்பது பூமியில் ஏற்படும் வழக்கமான மாற்றமாகும். தற்போது நிகழும் மாற்றங்களை நாம் காலநிலை மாற்றம் என்றே அழைக்க வேண்டும் ” என்று சுந்தர்ராஜன் தெரிவித்தார்.

காலநிலை மாற்றத்தின் தீவிரத் தன்மையை உணர்த்துவதற்காகவே காலநிலை நெருக்கடி, காலநிலை அவசர நிலை போன்ற வாசகங்கள் பயன்படுத்தப்பட்டு வருவது குறிப்பிடத்தக்கது.

ஜூன் 5ல் உலக சுற்றுச்சூழல் தினம் கொண்டாடும் நிலையில், சுற்றுச்சூழலைக் காப்பதற்கு நாம் செய்ய வேண்டியவை மற்றும் தவிர்க்க வேண்டியவை குறித்து ஒரு நினைவூட்டல் இங்கே!

ஜூன் 5 - உலக சுற்றுச்சூழல் தினம் (World Environment Day in Tamil)

ஒவ்வொரு ஆண்டும் ஜூன் 5ம் தேதி உலக சுற்றுச்சூழல் தினம் கொண்டாடப்பட்டு வருகிறது. பெருகிவரும் மக்கள்தொகையாலும் தொழிற்சாலைக் கழிவுகள் மற்றும் வாகனப் புகையாலும் சுற்றுச்சூழல் வெகுவாக பாதிக்கப்படுவதை விஞ்ஞானிகள் அறிவுறுத்துவது ஒரு புறம் இருந்தாலும், ஒவ்வொரு ஆண்டும் கூடிவரும் கத்தரி வெயிலின் தாக்கமும், திடீரென்று பெய்யும் பேய் மழையும், அதனால் விளையும் பெருவெள்ளமும் இயற்கையில் ஏதோ ஒழுங்கற்ற தன்மை உருவாகி வருவதை சூசகமாக உணர்த்துகின்றன.

உலக வெப்பமயமாதல் எனும் பிரச்சனையால் பனிப்பாறைகள் உருகி கடல்மட்டம் உயரும் என்று சொல்லப்படுகிறது. நிலத்தடி நீர் பற்றாக்குறையால் தண்ணீர் பஞ்சமும் இந்தியாவின் பல இடங்களில் அதிகரிக்கத் துவங்கியுள்ளன. சுற்றுச்சூழலின் நலனை சீர்தூக்கிப் பார்த்து, இந்த பிரச்சனைகளுக்கெல்லாம் தீர்வு காண்பது குறித்து சிந்தித்து செயலாற்றுவதற்கான ஒரு நாளாகவே இந்த உலக சுற்றுச்சூழல் தினம் கொண்டாடப்படுகிறது.

சுற்றுச்சூழலைக் காக்க இந்த உலகிலுள்ள ஒவ்வொரு மனிதனும் முன்வர வேண்டும். இந்த உலகில் மனிதன் மட்டும்தான் உள்ளானா?! ஏன்... விலங்குகளும் பறவைகளும் கூட வாழ்கின்றன. அவைகள் ஏதும் செய்யக்கூடாதா என மனிதர்கள் கேட்பதற்கு நியாயமில்லை! ஏனெனில், மனித இனத்தை தவிர வேறெந்த உயிரினத்தாலும் சுற்றுச்சூழலுக்கு எந்த பாதிப்பும் ஏற்படுவதில்லை!

முன்னோர்களின் சுற்றுச்சூழல் விழிப்புணர்வு

நம் முன்னோர்கள் சுற்றுச்சூழல் குறித்த பெரும் அறிவையும் விழிப்புணர்வையும் கொண்டிருந்தனர் என்பதற்கு இலக்கியங்களில் கூட பல ஆதாரங்கள் உள்ளன. குறிப்பாக நிலத்தை ஐவகை திணைகளாக குறிஞ்சி, முல்லை, மருதம், நெய்தல், பாலை என பிரித்து, அங்கு வாழும் மக்களுக்கு ஏற்ப தொழில்கள், கலாச்சாரங்கள், கடவுள்கள் என வகுத்து முறையானதொரு வாழ்வை மேற்கொண்டனர். உதாரணமாக மலையும் மலை சார்ந்த இடம் குறிஞ்சி என்றால் மலையையே அவர்கள் கடவுளாகத்தான் பார்த்தார்கள். கடலும் கடல்சார்ந்த இடம் நெய்தல் என்றால் கடலை தேவதையாக வழிபட்டனர். நம்மைச் சுற்றியிருக்கும் நம் நிலத்தையும், நீரையும், காற்றையும் நம் வாழ்க்கையின் மிக உயரிய அங்கமாகக் கருதி வழிபட்டதால், அதனை மாசுபடுத்தாமல் பாதுகாக்க வேண்டும் என்ற மனநிலை இயல்பிலேயே இருந்தது.

குறைந்தபட்சம் 166 பயிரினங்கள் நமது நாட்டில் உண்டு. நெற்பயிரில் மட்டும் 50,000 இனங்கள் உண்டு. சோளத்தில் 5000 ரகம் உண்டு. மிளகுப் பயிரில் 500 வகையும் மாமரத்தில் 1000 வகையும் உண்டு. ஒவ்வொரு விலங்கினத்திலும் பலவகை உண்டு. வெள்ளாட்டில் 20 வகை, செம்மறியில் 42 வகை, எருமையில் 15 வகை, கால்நடையில் 30 வகை, கோழியில் 18 வகை, இப்படியாக சூழல் அமைப்புக்கு ஏற்ப மனித உதவியின்றியே இவை பரிணமித்துள்ளன. இந்த உயிரினங்களில் மனிதன் கோடியில் ஒரு துளி. இத்தனை உயிர்களுக்கும் இங்கு வாழ உரிமையுண்டு.

வணிக மனப்பான்மையின் அபாயம்

மனிதனோ பூமி தனக்கு மட்டுமே சொந்தம் என எண்ணிக்கொள்கிறான்.

இந்த நிலை மாறவேண்டுமானால், முதலில், மனிதனின் மனநிலையில் ஒரு மாற்றமும் புரிதலும் தேவைப்படுகிறது. மற்ற உயிர்களைப் பற்றி சிந்திக்கும் தன்மையும் உணர்வும் மனிதனின் உள்நிலையில் அவசியமாகிறது.

இன்றைய மனிதனோ அனைத்தையும் வணிகப் பொருளாக பார்க்கத் துவங்கிவிட்டான். நிலமும், நீரும் தற்போது முற்றிலும் வணிகமயமாகிவிட்டன. நாம் சுவாசிக்கும் காற்றும் கூடிய விரைவில் கடைத்தெருக்களில் சிலிண்டர்களில் விற்பனைக்கு வந்துவிடுமோ என்ற அச்சம் இல்லாமல் இல்லை. இந்நிலைக்குக் காரணம் என்ன என்பதை சற்று ஆராய முற்பட்டோமானால், முதற்காரணமாக நம்முன்னே தெரிவது மக்கள்தொகை பெருக்கம்தான் . சுதந்திரம் பெறும் தருணத்தில் 33 கோடியாக இருந்த நம் எண்ணிக்கை, மூன்று மடங்கிற்கு மேல் தற்போது பெருகியுள்ளதைப் பார்க்கிறோம். இந்நிலை நீடித்தால் இன்னும் சில ஆண்டுகளில் நிலம், நீர், காற்று மட்டுமல்ல, ஆகாயமும் கூட நமக்கு போதாமல் போய்விடக்கூடிய சூழல் ஏற்பட்டுவிடும்.

காரணங்களும் தீர்வுகளும்

மக்கள்தொகை அளவுக்கு அதிகமாகப் பெருகியதால் இயல்பாகவே தொழிற்சாலைகள் மற்றும் வாகனங்கள் பெருகின. இதன் கழிவுகள் அனைத்தும் காற்றுமண்டலத்திலும், நிலத்திலும், ஆறு, கடல்களிலும் கலந்து சுற்றுச்சூழலை மாசடையச் செய்துவருகின்றன. எனவே, நாம் சுற்றுச்சூழலைக் காப்பதற்கு முதன்மையாக செய்யவேண்டியது மக்கள்தொகை பெருக்கத்தைக் கட்டுப்படுத்த வேண்டியதும், இதுகுறித்த விழிப்புணர்வை மக்களிடத்தில் ஏற்படுத்த வேண்டியதுமே ஆகும்.

அடுத்த படிகளாக, நாம் ஒவ்வொருவரும் இந்த காற்று மண்டலத்தில் பதிக்கும் கார்பன் கால்தடங்களை குறைக்க வேண்டும். ஒவ்வொரு மனிதனும் குறிப்பிட்ட அளவு கார்பனை வளிமண்டலத்தில் கலக்கச் செய்கிறான். தற்போது உள்ள நிலவரப்படி கணக்கிட்டால், நாம் எடுத்துக்கொள்ளும் ஆக்ஸிஜனுக்கு ஈடுசெய்து நாம் விட்டுச் செல்லும் 'கார்பன்' கால் தடங்களைக் குறைக்கும் விதமாக ஒவ்வொருவரும் குறைந்தது 5 மரக்கன்றுகளாவது நடவேண்டும்.

சுற்றுச்சூழலில் ஆக்ஸிஜன் அதிகரிக்க…

Climate risks, emerging threats to humanity, increase the level of disaster in many ways. A comprehensive understanding of climate risks and their impacts is a pre-requisite for developing suitable adaptation strategies toward sustainable development. This paper assessed the socio-economic vulnerability based on sustainable development goals (SDG) in the state of Tamil Nadu in the context of climate risks to comprehend the links between climate risks and the physical setting of Tamil Nadu, along with its capability to adapt. An indicator-based methodology of vulnerability assessment as per the Intergovernmental Panel on Climate Change (IPCC) was adopted to understand the links between the sensitivity of the state and its ability to cope and adapt. The climate extremities, which cause risks, were determined based on India Meteorological Department (IMD) norms. The indicators which directly or indirectly label specific/integrated goals of SDG were used as sensitivity and adaptive capacity indicators. Data from each district for all identified indicators were collected from authentic sources and categorized into four components: natural, social, economic, and infrastructure. The indicators were analyzed and weights were assigned to the indicators using Principal Component Analysis (PCA). The district-wise vulnerability indices were calculated and categorized as natural vulnerability index (NVI), social vulnerability index (SVI), economic vulnerability index (EVI), infrastructure vulnerability index (IVI), and overall cumulative vulnerability index (CVI). The study revealed the significant contributing indicators of risk and the vulnerable districts of Tamil Nadu. Ariyalur was identified as the most vulnerable district due to its high sensitivity and low adaptive capacity to climate risks. The other top vulnerable districts were Nagapattinam, Ramanathapuram, Thiruvarur, Thiruvallur, Thanjavur, Perambalur, Pudukottai, and Thiruvannamalai. The outcome of the study may be deliberated as an indicator of alarming socio-economic and infrastructural conditions of the districts and may help planners to prioritize their actions toward climate resilience.

Human activity affects global surface temperatures by changing Earth ’s radiative balance—the “give and take” between what comes in during the day and what Earth emits at night. Increases in greenhouse gases —i.e., trace gases such as carbon dioxide and methane that absorb heat energy emitted from Earth’s surface and reradiate it back—generated by industry and transportation cause the atmosphere to retain more heat, which increases temperatures and alters precipitation patterns.

Global warming, the phenomenon of increasing average air temperatures near Earth’s surface over the past one to two centuries, happens mostly in the troposphere , the lowest level of the atmosphere, which extends from Earth’s surface up to a height of 6–11 miles. This layer contains most of Earth’s clouds and is where living things and their habitats and weather primarily occur.

Continued global warming is expected to impact everything from energy use to water availability to crop productivity throughout the world. Poor countries and communities with limited abilities to adapt to these changes are expected to suffer disproportionately. Global warming is already being associated with increases in the incidence of severe and extreme weather, heavy flooding , and wildfires —phenomena that threaten homes, dams, transportation networks, and other facets of human infrastructure. Polar bears live in the Arctic , where they use the region’s ice floes as they hunt seals and other marine mammals . Temperature increases related to global warming have been the most pronounced at the poles, where they often make the difference between frozen and melted ice. Polar bears rely on small gaps in the ice to hunt their prey. As these gaps widen because of continued melting, prey capture has become more challenging for these animals.

global warming , the phenomenon of increasing average air temperatures near the surface of Earth over the past one to two centuries. Climate scientists have since the mid-20th century gathered detailed observations of various weather phenomena (such as temperatures, precipitation , and storms) and of related influences on climate (such as ocean currents and the atmosphere’s chemical composition). These data indicate that Earth’s climate has changed over almost every conceivable timescale since the beginning of geologic time and that human activities since at least the beginning of the Industrial Revolution have a growing influence over the pace and extent of present-day climate change .

Giving voice to a growing conviction of most of the scientific community , the Intergovernmental Panel on Climate Change (IPCC) was formed in 1988 by the World Meteorological Organization (WMO) and the United Nations Environment Program (UNEP). The IPCC’s Sixth Assessment Report (AR6), published in 2021, noted that the best estimate of the increase in global average surface temperature between 1850 and 2019 was 1.07 °C (1.9 °F). An IPCC special report produced in 2018 noted that human beings and their activities have been responsible for a worldwide average temperature increase between 0.8 and 1.2 °C (1.4 and 2.2 °F) since preindustrial times, and most of the warming over the second half of the 20th century could be attributed to human activities.

AR6 produced a series of global climate predictions based on modeling five greenhouse gas emission scenarios that accounted for future emissions, mitigation (severity reduction) measures, and uncertainties in the model projections. Some of the main uncertainties include the precise role of feedback processes and the impacts of industrial pollutants known as aerosols , which may offset some warming. The lowest-emissions scenario, which assumed steep cuts in greenhouse gas emissions beginning in 2015, predicted that the global mean surface temperature would increase between 1.0 and 1.8 °C (1.8 and 3.2 °F) by 2100 relative to the 1850–1900 average. This range stood in stark contrast to the highest-emissions scenario, which predicted that the mean surface temperature would rise between 3.3 and 5.7 °C (5.9 and 10.2 °F) by 2100 based on the assumption that greenhouse gas emissions would continue to increase throughout the 21st century. The intermediate-emissions scenario, which assumed that emissions would stabilize by 2050 before declining gradually, projected an increase of between 2.1 and 3.5 °C (3.8 and 6.3 °F) by 2100.

Many climate scientists agree that significant societal, economic, and ecological damage would result if the global average temperature rose by more than 2 °C (3.6 °F) in such a short time. Such damage would include increased extinction of many plant and animal species, shifts in patterns of agriculture , and rising sea levels. By 2015 all but a few national governments had begun the process of instituting carbon reduction plans as part of the Paris Agreement , a treaty designed to help countries keep global warming to 1.5 °C (2.7 °F) above preindustrial levels in order to avoid the worst of the predicted effects. Whereas authors of the 2018 special report noted that should carbon emissions continue at their present rate, the increase in average near-surface air temperature would reach 1.5 °C sometime between 2030 and 2052, authors of the AR6 report suggested that this threshold would be reached by 2041 at the latest.

The AR6 report also noted that the global average sea level had risen by some 20 cm (7.9 inches) between 1901 and 2018 and that sea level rose faster in the second half of the 20th century than in the first half. It also predicted, again depending on a wide range of scenarios, that the global average sea level would rise by different amounts by 2100 relative to the 1995–2014 average. Under the report’s lowest-emission scenario, sea level would rise by 28–55 cm (11–21.7 inches), whereas, under the intermediate emissions scenario, sea level would rise by 44–76 cm (17.3–29.9 inches). The highest-emissions scenario suggested that sea level would rise by 63–101 cm (24.8–39.8 inches) by 2100.

The scenarios referred to above depend mainly on future concentrations of certain trace gases, called greenhouse gases , that have been injected into the lower atmosphere in increasing amounts through the burning of fossil fuels for industry, transportation , and residential uses. Modern global warming is the result of an increase in magnitude of the so-called greenhouse effect , a warming of Earth’s surface and lower atmosphere caused by the presence of water vapour , carbon dioxide , methane , nitrous oxides , and other greenhouse gases. In 2014 the IPCC first reported that concentrations of carbon dioxide, methane, and nitrous oxides in the atmosphere surpassed those found in ice cores dating back 800,000 years.

Of all these gases, carbon dioxide is the most important, both for its role in the greenhouse effect and for its role in the human economy. It has been estimated that, at the beginning of the industrial age in the mid-18th century, carbon dioxide concentrations in the atmosphere were roughly 280 parts per million (ppm). By the end of 2022 they had risen to 419 ppm, and, if fossil fuels continue to be burned at current rates, they are projected to reach 550 ppm by the mid-21st century—essentially, a doubling of carbon dioxide concentrations in 300 years.

A vigorous debate is in progress over the extent and seriousness of rising surface temperatures, the effects of past and future warming on human life, and the need for action to reduce future warming and deal with its consequences. Tamil Nadu, India Takes an Innovative Approach to Climate Adaptation

Tamil Nadu, a coastal state in southern India with a population of 68 million, is on the frontlines of climate change. The region is routinely impacted by floods, droughts and cyclones that cause catastrophic  economic losses  (approximately $300-500 million per climate disaster). These climate impacts damage critical infrastructure, reduce agricultural yields and threaten livelihoods. For example,  unprecedented rains in 2021  affected 31 of 38 districts and displaced 11,000 people. In 2015, rains killed  hundreds  and left an economic toll of approximately $3 billion.

Tamil Nadu is certainly not alone in its vulnerability. The  over 1-degree C  of global warming experienced to date threatens communities around the world with droughts, floods, extreme heat and myriad other impacts. But Tamil Nadu is responding differently than many of its peers.

The state recently launched its District Climate Mission initiative across all 38 districts. The innovative plan institutionalizes adaptation at all levels of local government planning, from background research to training and groundwork implementation. Every agency — including departments of water, public works, energy and transport — will now have climate adaptation as part of their remit.

This type of approach to adaptation is a first for India and arguably one of the best existing examples globally of "mainstreaming adaptation.”

Mainstreaming Climate Adaptation: From Concept to Reality in Tamil Nadu

As communities around the world grapple with the already-evident effects of climate change, adaptation has become  increasingly recognized  as a development policy imperative. The concept of mainstreaming climate adaptation — or integrating adaptation into all governmental planning and budgeting decisions, rather than treating it as a standalone issue — is discussed a lot but rarely executed. Mainstreaming climate adaptation into development planning and implementation processes holds the key to managing climate risks effectively.

Without mainstreaming adaptation, government agencies — such as state extension services, municipal corporations, revenue departments and public works departments — lack a mandate to act on climate-relevant issues. In addition, not all decision-makers have the information they need to plan for or even understand climate risks, never mind implementing adaptation solutions at the local level.

Tamil Nadu is a water-starved state, and with climate change worsening water scarcity, water resource management is a top priority. The use of water for agriculture is especially important, as close to  75% of Tamil Nadu’s available water goes to irrigation .

Hence, there is a dire need for water budgeting, revising irrigation schedules for individual crops, water demand forecasting, infrastructure management, enhancing energy efficiency at farms and more. Different departments — namely, agriculture, water resources, public works, energy, meteorology and extension services — must come together and “deliver as one” to manage water resources effectively, while ensuring agricultural productivity and food security.

This coordination between departments is key to prudently manage climate risks impacting agriculture. The District Climate Mission would ensure better coordination, improve preparedness and promote much-needed communication among department officials of various sectors, which is fundamental to mainstreaming adaptation activities at the local level. The Mission will also integrate local knowledge by facilitating communities’ participation in decision-making processes, help prioritize adaptation actions based on the risks perceived at the local level and design solutions that are fit to context.

How Will Tamil Nadu’s District Climate Mission Work?

The state of Tamil Nadu set up three key missions: the Climate Change Mission, the Green Tamil Nadu Mission and the Tamil Nadu Wetlands Mission, devoting about $90 million to implement them.

For the past few years, WRI India’s  Climate Resilience Practice  has provided technical support to various state governments in India to mainstream adaptation into district-level planning. With support from the Federal Ministry for the Environment, Nature Conservation and the Nuclear Safety and Consumer Protection of Germany, the team is helping to climate-proof Tamil Nadu’s districts existing sectoral plans and build the capacity of public officials.

WRI also organizes district workshops that bring together public officials from different departments to understand near and long-term climate risks and identify and implement adaptation actions. These workshops were piloted in two districts in Tamil Nadu and there is demand for scaling the technical support across the state.

With an emphasis on impact, the District Climate Mission will work to make Tamil Nadu communities more resilient by:

• Enhancing understanding of changes in microclimates and how they translate into risks at the local level. Microclimates are determined by landscape, soil conditions, vegetation, land use and water retention. District Climate Mission provides an opportunity to resource managers, department functionaries and extension officers to understand the influence of microclimates, and more importantly, devise strategies to manage risks.
• Creating a new institutional structure.  The District Climate Mission will help facilitate rapid information flow, provide assistance with timely advisories, enhance uptake of appropriate technologies designed for local needs and coordinate with all sectoral agencies to deliver as one.
• Developing and managing a repository of data at the district level,  both on the impacts of specific climate events and best practices suited to regional agro-ecological conditions. The District Climate Mission will also help more efficiently channel resources available and monitor risks in addition to building the capacity of local public officials.

Learning from Tamil Nadu’s District Climate Mission

The District Climate Mission emphasizes a bottom-up approach to climate adaptation, facilitating local public participation and providing an opportunity to integrate community perspectives, concerns and experiences, while harnessing the rich knowledge embedded in departments and government agencies. Globally, there have been relatively few examples to illustrate how this is being done.  

The project-by-project, department-by-department and region-by-region approach to adaptation is no longer adequate for addressing climate risks. Tamil Nadu is showing the way to truly mainstream adaptation into ongoing policies, practices and processes at the local level. It is certainly an initiative to watch that could inspire other state and local governments.

After eight years, Tamil Nadu set to finalise climate change action plan

CHENNAI: Nearly eight years after the Union government asked the States to prepare their own climate change action plans, the Tamil Nadu government is in the last stages of finalising its draft that will have short-term and long-term deliverable targets.

Despite being one of the most progressive and industralised states, Tamil Nadu is facing a climate change crisis with the problems of coastal erosion, depleting water resources, severe weather events and rising temperatures manifesting more recently.

In the past, two similar draft action plans on climate change were prepared, one in 2014 and 2019. However, these never saw the light of the day either due to lack of clarity on goals set or because these were unrealistic.

Environment secretary Supriya Sahu told The New Indian Express the action plan that is being envisaged will be practical, taking all the stakeholders into confidence. "We are conducting wide consultations and shortly be holding brainstorming sessions with district collectors, who will have an important role to play. Within a month's time, we will finalise our final draft and place it before the State-level Steering Committee headed by the Chief Secretary before sending it to the Union environment ministry."

Chief Minister MK Stalin has made this a priority area allocating Rs 500 crore in the budget towards the Climate Change Mission. This part, a multi-stakeholder green fund, will be created with contributions from all line departments. "Climate change adaptation and mitigation can't be carried out by one department. Everyone has to chip-in. For instance, a portion of the budget allocated to the transport department can be used for green initiatives. The power sector can include more renewables into the electricity mix. We are listing out things that can be quickly done, besides long-term vision," Supriya Sahu said.

As per the 2019 draft action plan on climate change, the State government planned to carry out 199 projects in seven key sectors by the year 2030. The proposed budget for executing this plan was a whopping Rs 3.24 lakh crore. The nine-chapter voluminous document was prepared in sync with India's Intended Nationally Determined Contribution, which was submitted in 2015 under the Paris Agreement.

The seven prioritised sectors highlighted in the draft action plan are sustainable agriculture; water resources; forest and biodiversity; coastal area management, strategic knowledge for climate change; enhanced energy efficiency and solar mission; and sustainable habitat.

Sources told The New Indian Express that the new action plan will also focus on these sectors. On funds' mobilisation, officials said several dead funds lying unutilised for years are being identified. "For example, the Tamil Nadu Pollution Control Board is sitting on huge cash reserves."

The biggest worry, however, is water resources which the new draft plan seeks to address. Tamil Nadu constitutes 4 per cent of India's land area and is inhabited by 6 per cent of India's population, but has only 2.5 percent of India's water resources. The per capita availability of water resources is just 900 cubic meters compared to the national average of 2,200 cubic meters.

"The projected demand of water in 2050 has increased to 57,725 MCM and the supply-demand gap stands at 24.05 per cent. In order to meet this demand, augmentation of existing water resources will be needed," said a senior official from the Water Resources Department.

Essay On Global Warming in 300 Words

Global warming is a phenomenon where the earth’s average temperature rises due to increased amounts of greenhouse gases. Greenhouse gases such as carbon dioxide, methane and ozone trap the incoming radiation from the sun. This effect creates a natural “blanket”, which prevents the heat from escaping back into the atmosphere. This effect is called the greenhouse effect.

Contrary to popular belief, greenhouse gases are not inherently bad. In fact, the greenhouse effect is quite important for life on earth. Without this effect, the sun’s radiation would be reflected back into the atmosphere, freezing the surface and making life impossible. However, when greenhouse gases in excess amounts get trapped, serious repercussions begin to appear. The polar ice caps begin to melt, leading to a rise in sea levels. Furthermore, the greenhouse effect is accelerated when polar ice caps and sea ice melts. This is due to the fact the ice reflects 50% to 70% of the sun’s rays back into space, but without ice, the solar radiation gets absorbed. Seawater reflects only 6% of the sun’s radiation back into space. What’s more frightening is the fact that the poles contain large amounts of carbon dioxide trapped within the ice. If this ice melts, it will significantly contribute to global warming. 

A related scenario when this phenomenon goes out of control is the runaway-greenhouse effect. This scenario is essentially similar to an apocalypse, but it is all too real. Though this has never happened in the earth’s entire history, it is speculated to have occurred on Venus. Millions of years ago, Venus was thought to have an atmosphere similar to that of the earth. But due to the runaway greenhouse effect, surface temperatures around the planet began rising. 

If this occurs on the earth, the runaway greenhouse effect will lead to many unpleasant scenarios – temperatures will rise hot enough for oceans to evaporate. Once the oceans evaporate, the rocks will start to sublimate under heat. In order to prevent such a scenario, proper measures have to be taken to stop climate change.

Causes of global warming, explained

Human activity is driving climate change, including global temperature rise.

The average temperature of the Earth is rising at nearly twice the rate it was 50 years ago. This rapid warming trend cannot be explained by natural cycles alone, scientists have concluded. The only way to explain the pattern is to include the effect of greenhouse gases (GHGs) emitted by humans.

Current levels of the greenhouse gases carbon dioxide, methane, and nitrous oxide in our atmosphere are higher than at any point over the past 800,000 years , and their ability to trap heat is changing our climate in multiple ways .

IPCC conclusions

To come to a scientific conclusion on climate change and what to do about it, the United Nations in 1988 formed a group called the Intergovernmental Panel on Climate Change , or IPCC. The IPCC meets every few years to review the latest scientific findings and write a report summarizing all that is known about global warming. Each report represents a consensus, or agreement, among hundreds of leading scientists.

One of the first things the IPCC concluded is that there are several greenhouse gases responsible for warming, and humans emit them in a variety of ways. Most come from the combustion of fossil fuels in cars, buildings, factories, and power plants. The gas responsible for the most warming is carbon dioxide, or CO2. Other contributors include methane released from landfills, natural gas and petroleum industries, and agriculture (especially from the digestive systems of grazing animals); nitrous oxide from fertilizers; gases used for refrigeration and industrial processes; and the loss of forests that would otherwise store CO2.

Gaseous abilities

Different greenhouse gases have very different heat-trapping abilities. Some of them can trap more heat than an equivalent amount of CO2. A molecule of methane doesn't hang around the atmosphere as long as a molecule of carbon dioxide will, but it is at least 84 times more potent over two decades. Nitrous oxide is 264 times more powerful than CO2.

Other gases, such as chlorofluorocarbons, or CFCs—which have been banned in much of the world because they also degrade the ozone layer—have heat-trapping potential thousands of times greater than CO2. But because their emissions are much lower than CO2 , none of these gases trap as much heat in the atmosphere as CO2 does.

When those gases that humans are adding to Earth's atmosphere trap heat, it’s called the "greenhouse effect." The gases let light through but then keep much of the heat that radiates from the surface from escaping back into space, like the glass walls of a greenhouse. The more greenhouse gases in the atmosphere, the more dramatic the effect, and the more warming that happens.

Climate change continues

Despite global efforts to address climate change, including the landmark 2015 Paris climate agreement , carbon dioxide emissions from fossil fuels continue to rise, hitting record levels in 2018 .

Many people think of global warming and climate change as synonyms, but scientists prefer to use “climate change” when describing the complex shifts now affecting our planet’s weather and climate systems. Climate change encompasses not only rising average temperatures but also extreme weather events, shifting wildlife populations and and habitats, rising seas , and a range of other impacts.

What Is Global Warming?

Global warming is the phenomenon where the average temperature of the Earth’s surface gradually rises due to the greenhouse effect. Gases like carbon dioxide, methane, nitrous oxide, ozone, Chlorofluorocarbons (CFC), and water vapor trap the sun’s heat and create a natural “blanket.” This natural blanket prevents the heat from escaping back into the atmosphere and keeps the Earth warm. This effect is called the Greenhouse effect.

The greenhouse effect and greenhouse gases aren’t really bad. In fact, they’re one of the things that keep the Earth warm and makes it a comfortable place to live in. So, these greenhouse gases are crucial to sustain life on earth. Without the greenhouse effect, there would be no natural barrier and the heat from the sun’s radiation would escape back into the atmosphere. This would create a very cold atmosphere making it impossible for living beings to survive. However, an increase in the amount of greenhouse gases traps more of the sun’s radiation. This causes the Earth to heat up and leads to global warming.

But over the last few centuries, with increased human activity, there has been an increase in the emission of greenhouse gases. This increase in greenhouse gases means more heat is trapped in the Earth’s atmosphere, thus increasing the Earth’s average temperature. The rise in temperature leads to climate change because of which glaciers are melting, sea levels rising, cloud forests dying, etc.

• Renewable energy: One of the greatest contributors to global warming is carbon dioxide released from burning fossil fuels. Shifting to renewable energy will reduce greenhouse gas emissions and can reduce global warming.
• Reuse and recycling: Reusing and recycling reduces waste, which in turn, reduces garbage. Along with this, stop overproduction and overconsumption. This reduces the impact on the environment.
• Save water and energy: Along with producing clean energy, we need to conserve and use energy and water efficiently. 
• Sustainable agriculture and transportation: A great way to reduce carbon dioxide emissions is to shift to sustainable agriculture practices and transportation methods. Choose public transportation or carpool, or use electric vehicles to fight global warming.
• Stop deforestation: Deforestation is one of the major contributors to global warming. Stopping deforestation is necessary to combat climate change and global warming. Planting more trees will reduce CO2 emission and improve the air quality.
