The United Nations International Law Fellowship Programme is organized by the Codification Division of the United Nations Office of Legal Affairs.


The Fellowship Programme provides high-quality training by prominent international law scholars and practitioners on a broad range of core topics of international law. In addition, the interactive nature of the training allows the participants to share experiences and exchange ideas, which promotes greater understanding and cooperation on contemporary issues of international law.

The Fellowship Programme is intended to enable qualified professionals, in particular government officials and teachers of international law from developing countries and countries with emerging economies, to deepen their knowledge of international law and of the legal work of the United Nations.

The Fellowship Programme accommodates up to 20 participants from developing countries and countries with emerging economies.


The Fellowship Programme consists of an annual summer course at the Peace Palace in The Hague, the Netherlands. The participants attend lectures and seminars in international law organized by the Codification Division as well as the public international law session at The Hague Academy of International Law.

The lectures and seminars organized by the Codification Division are given by prominent international law scholars and practitioners from different regions and legal systems.

The Fellowship Programme is conducted in English or French.

Ph.D. Program

The ph.d. in law degree.

The Ph.D. in Law degree program is designed to prepare J.D. graduates for careers as legal scholars and teachers through a doctoral program aimed at the production of a substantial body of academic research and writing under the close supervision of a three-member faculty dissertation committee. Unlike programs designed for students who wish to learn about law from the disciplinary perspectives of the social sciences or the humanities, the Ph.D. in Law is directed at students who wish to pursue advanced studies in law from the perspective of the law. This program offers emerging scholars an opportunity to contribute to the development of law as an academic field, and it provides an alternate pathway into law teaching alongside existing routes such as fellowships, advanced degrees in cognate fields, legal practice, and clerkships.

Because our entering Ph.D. students will have already completed their J.D. degrees, the anticipated course of study toward the Ph.D. in Law degree is three academic years and two summers in residence. In their first two semesters, Ph.D. students will enroll in courses designed to help them acquire the background and research skills needed to complete a dissertation in their field of interest and to prepare them for qualifying examinations that test the depth and breadth of the literacies and skills they have acquired. During their second year, students will prepare a dissertation prospectus and begin work on a dissertation. The dissertation may take the form of either three law review articles or a book-length manuscript and will make up a portfolio of writing that will be essential for success in the job market. Ph.D. students will also gain experience in the classroom, and receive the full support of Yale Law School’s Law Teaching Program , which has had remarkable success in placing graduates in tenure-track positions at leading law schools.

Ph.D. students receive a full-tuition waiver, a health award for health insurance coverage, and a stipend to cover their year-round living expenses, as well as support for participation in national and international conferences.

Applications for admission to the Ph.D. in Law program are available starting on August 15. The deadline for submission of all materials is December 15. Applicants to the Ph.D. in Law program must complete a J.D. degree at a U.S. law school before they matriculate and begin the Ph.D. program. So you’ve decided to enrol onto a doctoral degree and study abroad at the same time. This is a great opportunity to develop yourself both personally and academically. However, do you actually go about securing a PhD as an international student? To help answer this for you, we’ve created this guide to explain how to apply for a PhD in foreign universities.

Why Do Your PhD Abroad?​​​​​​​

There are many benefits to studying abroad.

Some PhD students do so as a way to develop a new language, discover more about a different culture, and to meet new people.

Besides personal reasons, undertaking a doctorate degree abroad can also for academic purposes. For example, in some countries, a particular research field may not be very popular and so there may not be many doctorate options available. In these cases, undertaking a PhD abroad will open up many more opportunities. It could also offer greater funding, lower tuition fees, better laboratory equipment and more experienced supervisors. Not only would these factors result in a more enjoyable PhD, but they could also contribute to greater career prospects. For example, you will likely have more opportunities to write publications, attend conferences and collaborate with other researchers. All of these will help you establish yourself as a respectable researcher within your field.

Is It Difficult to Apply to PhDs Abroad?​​​​​​​

It’s not as difficult as you would imagine when it comes to applying to a PhD in a foreign country. Regardless of whether you’re applying to a university within the EU, such as the UK, Finland or Spain, or to universities within the US or Asia, the processes are relatively similar.

The differences in the application process can be categorised into three areas.

  • the documents you need to provide,
  • the prerequisite tests you need to sit,
  • how much you need to communicate with the potential supervisors before applying.

We’ve provided a basic outline of the application processes below. Although this will provide you with a good starting point, we highly recommend you look at the university websites for specific instructions and guidance before applying.

Will I Need a Student Visa?​​​​​​​

This will depend on what country you are applying to. For example:

  • In the UK, applicants from outside the EU will need a Visa Tier 4 (Student). This will allow them to undertake a full-time PhD. However, due to UK visa restrictions, international students are unlikely to be able to enrol onto a part-time degree.
  • In Germany, most students will not require a student visa but will require a residence permit.
  • In the US, applicants will need to hold an F-1 Student Visa.
  • In Asia, the requirements differ depending on the specific country. For example, in China, you will require an X1 Student Visa whereas in Singapore you will require a Student Pass.

Because of the significant differences between countries, we highly recommend it is highly that you check the requirements on an individual case-by-case basis. This is best done by checking the government website of the country you wish to apply to.

General Process for Applying to PhDs Abroad​​​​​​​

When applying to a PhD position, most universities regardless of where they’re located will require:

  • Online Application – An electronic form to provide your details and attach all supporting documents. You will also need to make any application fees during this process if required.
  • Academic Transcripts – Most universities need a scanned copy of your transcripts when applying. You will only have to submit official hard copies once they have accepted your admission.
  • CV – This should include details of your previous education, undergraduate degree and any experiences revenant to the field you’re applying to.
  • Statement of Purpose/Personal Statement – A letter which outlines why you’re applying to the PhD and why you believe you’re suitable for the project.
  • Letters of Recommendation – this should preferably be provided by your undergraduate degree course tutor or a professor who knows you well.

Language Tests

If your PhD is to be undertaken in English and English isn’t your first language, most universities will require you to sit an English language proficiency test. The most common tests, in order of popularity, are:

  • IELTS (International English Language Testing Systems)
  • TOEFL (Test of English as a Foreign Language)
  • PTE (Pearson Test of English)

The minimum test scores will change from university to university. They will also vary depending on the research field. For example, research projects related to English Literature or Law will require relatively high scores whilst projects in Science and Engineering will require slightly lower scores. To provide an example, the University of Leicester in the UK requires a minimum overall IELTS score of 7 for Law PhDs but has a lower overall score requirement of 6 for Engineering PhDs.

Finding a PhD has never been this easy – search for a PhD by keyword, location or academic area of interest.

How to Apply for PhDs in EU Countries​​​​​​​

For UK universities, there are generally two ways of applying. You can either apply directly through the university’s website or you can make an application through the UCAS Postgraduate system .

In Spain, Italy and Germany, before applying to a PhD you will first need to pass a pre-application process. This involves checking that your qualifications meet their eligibility requirements. Before undergoing this pre-screening process, it would be beneficial to first speak to your government. They may offer advice on how your countries qualification system corresponds to the qualification system in the country hosting the PhD.

Once you’ve made your application, the university will review it and get in contact with you. For most EU institutions, they will invite you for a Skype or telephone interview with them if they believe you may be a suitable candidate.

If you require a student visa to study in an EU country, it’s recommended that you submit your application at least 3-4 months before the proposed PhD start date.

How to Apply for PhDs in USA

In addition to the English language exams mentioned previously, international applicants will also need to sit additional exams to be eligible for PhDs in the USA. These are the GRE General Exam and GRE Subject Exam(s). The GRE Subject Exam(s) you will need to undertake will be specific to your field and will be specified by the university as part of their edibility requirements.

Securing a PhD position in the United States is considered relatively difficult compared to other countries. As a result, it is commonly recommended that you apply to at least 9 different universities to increase your chances of securing a position.

How to Apply for PhDs in Asia

As Asia covers a wide range of countries such as China, Hong Kong, Singapore, South Korea, UAE and India, their application processes naturally differ from one another. Therefore, check the specific application process for each university you’re interested to get the most accurate information.

To summarise:

  • China – uses two centralised application services, CUAC and CUCAS. Both these services help international students find and apply to a PhD project in China. Students can also apply directly to a University if they wish to.
  • Singapore – rather than applying to a specific research project, you will have to apply to a faculty or department within a University. Only once you have been accepted into the university department will their research projects become available to you. Like US universities, most universities in Singapore will have required you to have sat a GRE Exams prior to applying to them.
  • UAE – you must apply directly to your chosen university. To be eligible for a PhD in UAE , you must hold a Master’s degree and it must be from a university recognised by their government. You will also be required to undertake GRE Exams before making your application.

How to Apply for PhDs in Australia

To apply to a PhD in Australia , you will first be expected to find and email a potential supervisor. If you’re an international student and you make an application directly to the university without doing this first, it’s highly likely that you won’t be considered for the position.

Upon discussing the project with the supervisor, they will instruct you to put in a formal application. This formal application will require the information previously outlined above.

Similar to EU institutions, if an Australian university believes you’re a strong candidate, they will likely invite you to a Skype or telephone interview.

Unlike EU universities, PhDs in Australian universities can start at any time of the year. Therefore, unless a specific funding requirement is attached to the project, there are usually no deadlines associated with applying to their PhDs. However, try to apply 3 to 4 months before you intend to start your studies.

The Law School’s study abroad opportunities allow students to develop the cross-cultural competence needed to navigate this changing legal field. Immersion in a foreign legal culture provides students not only with an understanding of different legal systems, but also exposes them to cultural and linguistic contexts unique to each nation. This multi-faceted and flexible understanding of international law helps to prepare students to network, negotiate, and collaborate across multiple jurisdictions and provides personal and professional opportunities not otherwise available at Northwestern. International and comparative study also serves to broaden a student’s perspective on our own legal system as they analyze law in contrast.

Study Abroad Options

Northwestern Law students may participate in summer study abroad programs, semester study abroad exchanges, or our dual-degree programs. A list of summer study abroad programs can be found on the ABA’s website . Because these programs have been reviewed and approved by the ABA, credits earned in most of them are eligible for credit toward your Northwestern Law degree, provided they are pre-approved. Information about our semester study abroad options is detailed below. If you are interested in the dual-degree programs , note that the application process and steps pre and post-departure will be the same as those for the semester-long exchanges.

Law School Rules Governing Exchanges

The Law School has amended Article III, Section 3.01 (d)(2) to include new language which reads in relevant part:

Work in excess of six semester hours taken in other schools...may be counted toward the Law Degree only in the following cases...(iii) as part of an exchange program with the law faculty of a foreign university that has been approved by the Dean after consultation with the Faculty Advisory Committee. The Dean or the Dean's designate may promulgate regulations specifying application procedures and selection criteria for participation in any such program, and shall have discretion to accept or reject the application of a student for reasons of the general welfare of the Law School. The Law School reserves the right to discontinue any program or add new programs for reasons of the general well fare of the Law School.

Under these agreements, the foreign schools will send some of their students to Northwestern for a semester, and we will be permitted to send some of our students to their schools in exchange. Choosing a Program

How you choose a study abroad program depends on what your goals for the semester are. Please email [email protected] if you would like to meet and discuss the options, review past students’ evaluations of their study abroad experience, or obtain a study abroad application.

Study Abroad Requirements

Students interested in studying abroad must meet the following requirements:

  • Minimum 3.5 GPA at the time of application
  • Semester-long exchanges may take place in fall or spring of 2L year or fall of 3L year only
  • Transfer students, 2YJDs, and JD/MBA students are not eligible for study abroad (semester or year-long programs)

Study abroad will "cost" 1200 bid points per enrollment.

JD graduation requirements cannot be fulfilled abroad.

JD students may complete only one semester-long immersion opportunity (e.g. San Francisco or LA immersions); and no more than 30 credits in semester study away from the Chicago campus, which includes the combined total of credits earned in the Immersion Programs, Senior Research field research, Intensive Practicum, Study Abroad, and similar programs.

Application Process

  • Fall semester: February 1 of the preceding semester
  • Spring semester: September 20 of the preceding semester

Late applications will not be accepted.

All study abroad applications must include the following:

  • Study Abroad Application Form
  • Unofficial transcript from CAESAR
  • Current resume
  • Two letters of recommendation
  • Letter of Good Standing (from Registrar)

Applications materials should be emailed to International Programs. Letters of recommendation may be included (sealed) with the application or emailed directly to [email protected] .

All study abroad applicants will be interviewed and students will be selected on the basis of merit, maturity, career objectives, and potential for positive contribution to the program.

Steps after Nomination

If you are nominated to study abroad, you must complete the following steps before departure:

  • Complete host school’s application form
  • Complete visa application (through host school)
  • Complete all steps outlined on the Study Abroad Pre-Departure Checklist ( see PDF below )
  • Complete your Individual Academic Plan ( see pdf below ). Please note that selection of courses and the credit to be received for them must be approved in advance by the Law School.
  • Register your trip in Northwestern's International Travel Registry
  • Participate in any required pre- and post-departure administrative and academic meetings or tasks, including those necessary to ensure that your study will be eligible for credit under the ABA rules.

Steps Post-Departure

  • Any changes to your academic plan must be approved by the Director of International Programs.
  • You will be responsible for completing approximately four check-ins and a mid-term evaluation report ( see pdf below ) for your studies while abroad
  • Upon your return, you must complete a study abroad evaluation ( see pdf below ) and submit electronic copies of all work completed while abroad to receive credit

Transcript Information

If you receive a C and above grade in the courses you take abroad, the total number of credits earned will appear on your Law School transcript. You will not be awarded a grade for such study, and no grade will be factored into your overall grade point average.

Financial Aid

Students participating in an exchange program will pay their full tuition to the Law School and will be billed as if they were attending a semester here. Students who apply for financial aid through Northwestern will be eligible for all financial aid awards or loans that you would have been eligible to receive if you were attending school here. Students receiving a grant, will receive it in the normal amount. All housing, travel, insurance and book expenses are the responsibility of the participating students. There will be additional fees at host schools such as student activities fees and other incidentals that students will also be responsible for paying.

Students are not eligible to use VA benefits while studying abroad.

Insurance and Safety Abroad

Northwestern University’s Office of Global Safety and Security (OGSS) provides support to members of the university community that travel abroad. Please note that the following Northwestern regulations will apply to any law students studying abroad:

  • Students must enroll in GeoBlue insurance before departure
  • Any student traveling to a Level 3 or Level 4 country on the U.S. Department of State’s Travel Advisories list will be required to sign a travel release form before departure.

Law is no longer accepting new applications.

The PhD in Law may be awarded after three to four years of full-time study or five to seven years of part-time study (including a probationary period) of supervised independent research on the basis of a thesis not exceeding 100,000 words exclusive of bibliography, table of contents and any other preliminary matter. Students are appointed a principal supervisor by the Faculty's Degree Committee as well as an adviser to act as a source of advice on matters relating to a student's research and research environment.   If the project is interdisciplinary, a second supervisor may be appointed. It is a requirement of the first year of study that students attend, in term-time only, the research training classes provided by the Faculty's Research Training and Development Programme.  While individual arrangements may vary considerably, PhD students may normally expect to receive one-to-one supervision once a month during the early stages of their research. Meetings may be less frequent thereafter.

A PhD thesis must take due account of previously published work on the subject and must represent a significant contribution to learning, through, for example, the discovery of new knowledge, the connection of previously unrelated facts, the development of new theory or the revision of older views. A PhD research proposal of between 2,000 and 3,000 words in length should be submitted at the time of application for consideration and approval by the Faculty's Degree Committee.  Candidates are initially registered for the Certificate of Postgraduate Study in Legal Studies and are required to attend the classes provided by the Faculty's Research Training and Development Programme, which aims to provide an introduction to advanced research techniques and methods in law and cognate disciplines.

Towards the end of May of their first year (or second year if registered part-time), candidates are required to submit three items for a progress review: a personal progress log, a 15,000-word thesis, and a short explanation of the proposed topic of the PhD. The work is formally assessed (normally by two teaching members of the Faculty) and students must attend an oral examination.   

After this examination, the assessors' reports, along with a recommendation from the supervisor(s), are considered by the Faculty's Degree Committee whose members then decide whether the candidate be upgraded to doctoral status. The PhD registration date is normally backdated so as to include the period spent working on the Certificate.

The Postgraduate Virtual Open Day usually takes place at the end of October. It’s a great opportunity to ask questions to admissions staff and academics, explore the Colleges virtually, and to find out more about courses, the application process and funding opportunities. The school is accredited by the American Bar Association and is a member of the Association of American Law Schools. Founded in 1954, the law school is part of the University of San Diego, a private, independent, Roman Catholic university chartered in 1949.

Semester Abroad

The Semester Abroad Program offers Harvard Law School J.D. students the opportunity to study law and live in a foreign country while receiving a semester of ungraded credit towards their degree.

Each student has their own constellation of reasons for wanting to study law in a foreign setting and designs a semester abroad that meets their specific academic goals. Benefits of semester abroad can include broader exposure to and first-hand knowledge of another legal system and culture; in-depth study of specific issues or areas of law; increased foreign language proficiency; and an expanded network of contacts around the world.

Participants consistently report that their semester abroad enhances their study of U.S. law and provides advantages in their job searches and careers.

Applications to spend the spring 2025 semester studying abroad are due to International Legal Studies by Sunday, September 15.

Semester Abroad Options

HLS offers two frameworks for a semester abroad:

  • Exchange programs : HLS students may apply for designated spots for a semester’s study at one of the nine foreign law schools with which HLS has an exchange agreement
  • Independent semester abroad : HLS students may create an “independent” semester at any foreign law school that meets the study abroad program’s requirements

The 16th Emir of Kano, Muhammadu Sanusi II, has completed a doctorate in Islamic Law at the University of London, United Kingdom.

In a heartwarming video, Sanusi could be seen getting emotional after he was told that his thesis was approved without any correction.

The video showed the monarch being congratulated in a meeting held virtually.

The thesis was on: “Codification of Islamic Family Law as an Instrument of Social Reform: A Case Study of the Emirate of Kano and Comparison with the Kingdom of Morocco.”

Sanusi started the PhD programme after he was deposed by the then governor of Kano, Abdullahi  Ganduje, in 2020.

He relocated to the UK to focus on it.

About five months after Sanusi’s dethronement, he was granted a visiting fellowship at the African Studies Centre of the University of Oxford.

In 2019, the monarch was awarded an honorary doctorate in finance at the School of Oriental and African Studies of the University of London.

The former governor of the Central Bank of Nigeria (CBN), had in 1997 earned a second bachelor’s degree in Islamic studies and fiqh at the Africa International University in Khartoum, Sudan.

Sanusi, who in 1981 earned a degree in Economics, is arguably one of the most educated Nigerians that ever became a monarch in the country.
