In The Elder Scrolls 5: Skyrim , merchants have a limited pool of gold they can use to buy loot from players, and they rarely pay the full value of anything the Dragonborn sells. The best way for players to deal with both of these problems is to raise their Speech skill.

A high Speech also has other benefits. Sometimes players get chances to persuade, bribe, or intimidate characters into doing what they want, and if they succeed they can quickly complete quests or avoid dangerous combats. All of this makes Speech a valuable skill for any Skyrim build, and this guide will explain both how to raise the skill quickly and which perks are worth buying.

Best Speech Boosting Tips

Skyrim Investment

  • Speech is part of the Stealth skill group , so choosing the Thief Stone blessing will boost Speech gains by 20 percent.
  • Players get Speech experience for every transaction they perform with a merchant, and the amount of experience is based on the real value of the item bought or sold. Skyrim counts a group of items ( like a stack of potions or ingredients ) as a single transaction with the value of a single item, so players who want to boost Speech should sell stacks one item at a time.
  • Crafted items like potions, armor, and enchanted items are more valuable than their raw ingredients. Since Speech improves faster when selling more valuable items, players can make a lot of money while boosting Speech by buying ingredients from merchants, crafting items from them, and then selling the results back to the merchants.
  • With the previous point in mind, players can use the Enchanting exploit to create vastly powerful items worth incredible amounts of gold, and then earn huge amounts of Speech experience by selling them.
  • Once players have money to spare, a fast way to boost Speech is to buy and sell the same item or group of items from a merchant over and over again.
  • Players can minimize the money lost from repeated transactions by using items and potions with Fortify Persuasion and Fortify Barter. Fortify Persuasion boosts Speech directly, while Fortify Barter is more effective but only improves merchant prices. Speech stops improving prices once it reaches 100, but Fortify Barter can keep boosting the numbers until merchants buy items at 100 percent value and sell items at 105 percent value. Skyrim makes it impossible to get prices better than these.
  • Merchants only have so much gold to spend , but they refresh this gold when they open for business each day.
  • Passing persuasion, intimidation, and bribe checks is another way to improve Speech. If players commit a small crime like picking a lock on a forbidden door in front of a guard or stealing an item worth less than 10 gold, they can run up to every guard in the area and convince them to look the other way. However, players must have 75 Speech to pass the persuasion check (or 53 with the Persuasion perk), or pay a bribe each time. Paying the bribe requires 30 Speech and the Bribery perk.

The Best Speech Perks to Take

Haggling improves buying and selling prices by 10 percent the first time, but the extra Haggling perks only add 5 percent each. This means the perk maxes out at 30 percent. However, Haggling is a Fortify Barter effect rather than a Fortify Persuasion effect, so it still makes a difference once Speech reaches 100.

The right branch perks are Bribery , Persuasion , and Intimidation . Bribery allows players to bribe guards to ignore their crimes, but joining the Thieves Guild also provides access to this ability . Either way, bribing a guard only clears a bounty if it's for a recently committed crime the guard saw or had reported to them.

Persuasion is more useful because it lowers the Speech needed to pass checks by 30 percent. This means players can pass an impossible 100 Speech persuasion check with just 70 Speech. Intimidation doubles the chance of an intimidation check working, but players need 70 Speech and the other perks just to buy it.

The first perk on the left branch is Allure . This adds another 10 percent boost to merchant prices, but only if the merchant is the opposite sex of the Dragonborn. It's a decent bonus, but it's situational.

After Allure is Merchant , which may be the single most important perk in the Speech tree . Players with Merchant can sell and buy any kind of item from any kind of merchant, making all of them as useful as a general goods seller. Players with this perk can even buy items from a merchant's personal inventory, but not keys and not the clothes off their backs.

Investor allows players to pay certain merchants 500 gold, and from then on the merchant will start each day with 500 more gold than normal. Investable merchants tend to be the ones who own shops rather than stalls. This perk only tends to be useful during the late game when players start finding and crafting items that would be too expensive for merchants to buy normally.

After Investor comes Fence . With this perk, players can sell stolen goods to any merchant, not just fences. This perk is supposed to apply only to merchants players have invested in, but thanks to a bug it applies to every merchant.

The final Speech perk requires 100 Speech and all the other left-branch perks. Master Trader adds 1000 daily gold to almost every merchant in the game. This makes selling loot much faster and simpler, but it's not as useful or game-changing as other 100-skill perks .

The Speech skill (referred to as Speechcraft in the Console ) allows you to more effectively persuade people and to barter with shopkeepers. Perks in this skill allow you to get better deals when trading, buy and sell any kind of item to any merchant, and make it more likely for a persuasion or intimidation attempt to succeed. The Speech skill tree has a total of 9 perks, requiring a total of 13 perk points to fill.

Skill Usage [ edit ]

Your Speech skill determines the chance of successfully being able to get information out of an NPC using intimidation or persuasion. These Speech Challenges will be provided as options during certain dialogues. You can temporarily boost your character's effective Speech skill by activating a Shrine of Dibella ; acquiring the Gift of Charity buff; drinking a Potion, Draught, Philter, or Elixir of Glibness ; and equipping items that boost Speech, such as an Amulet of Dibella , the Amulet of Articulation , or the Masque of Clavicus Vile . These buffs stack, but they have different durations, so plan accordingly.

Special dialogue options include:

  • Persuade: influence someone by reasoning with them. Chances of success depend solely upon your Speech skill.
  • Intimidate: influence someone by threatening them. Success depends on the player's "scariness" being higher than the NPC's "scariness", determined by a formula.
  • Bribe: influence someone by giving them money. A formula calculates the required gold amount, a successful bribe therefore depends on having the necessary amount of gold.

Your Speech skill also affects merchant prices; prices can be further improved using some of the Speech skill perks, barter potions or enchanted equipment.

The base rate for buying/selling is based solely on your Speech skill and any perks or Fortify Barter effects are applied to prices afterwards.

The player's scariness can also be modified by perks with the "Mod Player Intimidation" perk entry point.

Persuasion Options [ edit ]

What follows is a list of all persuasion attempts that can be made in Skyrim. Spoilers in this list are intentionally kept very minor. All speech challenges fall into one of five categories: Very Easy , Easy , Average , Hard , and Very Hard . Their skill requirements to pass are 10, 25, 50, 75, and 100, respectively. Possessing the Persuasion perk reduces the requirements on all but Very Easy challenges by 30%, dropping them to 10, 18, 35, 53, and 70, respectively. Wearing the Amulet of Articulation allows you to succeed at any persuasion check in the game regardless of skill.

The Base Price Factor is calculated by your skill level; each skill rank reduces the price factor by .013 by default, and skill levels over 100 have no effect:

  • fBarterMax default is 3.3, fBarterMin default is 2.0 (defines a base vendor-selling-range of 200% to 330% of an item's base value, and a vendor-buying-range of 30% to 50%).
  • the function min(x,y) return the smallest of two or more arguments (here, [skill-level] or [100]).

  • At 0 skill and no perks, the final price factor is 3.3 for buying and 0.303 for selling.
  • At 15 skill and no perks, the final price factor is 3.10 for buying and 0.322 for selling.
  • At 100 skill and no perks, the final price factor is 2 for buying and 0.5 for selling.
  • At 100 skill and all haggling perks, the final price factor is 1.54 for buying and 0.65 for selling.
  • At 100 skill and all perks, including Allure, the final price factor is 1.4014 for buying and 0.715 for selling.
  • Trade price cap: (max sell price = value * 1.00), (min buy price = value * 1.05).

Skill levels over 100 have no effect.

Investor [ edit ]

Investing 500 gold into a business with the Investor perk immediately increases their current gold by 500. Investing is as simple as speaking to a merchant NPC and selecting the 'I want to invest in your business' option. This can only be done at the same time of day as they would normally allow sales.

Gaining Skill XP [ edit ]

  • Trading with merchants will increase the Speech skill. The amount of skill progress gained is based on the actual value of the item, rather than the amount for which it is bought/sold. Skill progress is not limited by the merchant's available gold.
  • Fortify Speech and Barter allow for more items to be purchased for a given amount of gold, which increases skill gains.
  • Successful Persuade, Intimidate, and Bribe attempts in conversations will also increase the skill.
  • Barter with skill trainers that sell items (trainer-merchants). At higher levels (51 and up) buying 5 training sessions from a trainer-merchant will cost a minimum of 8,200 gold. This will temporarily buff the amount of gold that the trainer-merchant has on hand by the amount of gold used for training sessions. Then you can sell items to the trainer-merchant. At the highest levels you can trade 28,000 worth of items in a single visit if you have saved a level up prior to training (this allows 5 training sessions, a level up, then another immediate 5 sessions). This can require a lot of gold on hand and you should avoid allowing the trainer-merchant to accumulate more than 32,767 gold due to a bug with merchant banks.
  • One method for those who have a very large amount of money is to don your best haggling apparel (e.g. Guild Master's Hood and a Necklace of Haggling), go to the local fence and sell/rebuy your most expensive weapons (e.g. a pair of Legendary Blades of Woe) repeatedly until your skill increases to the desired level. [ verification needed — see talk page ] As you will lose money (the amount varies based on perks and equipment) with every sell/buy cycle, the merchant will end up with a vast quantity of gold if you continue the exercise for long enough. At this point you can sell all your more expensive items (i.e. those items which will normally cost the merchant most of their gold) as well as any others to the merchant until they are back down to 0 gold, or you have run out of items to sell.
  • One way to train this skill without spending money is to commit a crime with a very low bounty, such as trying to pick a lock one time or stealing an item with a value of less than 10 gold. When your bounty is 5 gold or less, guards may ignore such crimes unless you speak to them. In dialogue, you may get a Persuasion option for the guard to overlook your crime. If you fail the persuasion check with such a low bounty, the guard may ignore the crime anyway. By speaking with and persuading every guard you encounter (except the one who witnessed the crime), your Speech will go from 50 to 100 in 10-15 visits to the town. A bounty of 10 gold may be too high to use this technique. Take note, however: this requires at least 53 Speech (with the Persuade perk) to work; alternately, if you have the gold to spare, you can bribe the guards repeatedly for the same benefit.   • The Fortify Restoration or Fortify Alchemy/Enchanting exploit can be used to acquire items of extremely high value, which when sold will grant immense boosts to the Speech skill.
  • Speech is one of two skills which has a different Console ID than the name, the other being Archery . The actual Console ID for Speech is Speechcraft . For example, the Console code for improving Speech is AdvancePCskill Speechcraft <#> .
  • There are some quests that can repeatedly persuade NPC by exiting the dialogue after the persuasion and before quest stage advances. For example, No News is Good News , The Black Star , Buy Dwarven artifact , and Hard Answers .

  • "Don't think you can barter with me like I'm one of those damned shopkeepers."

Bugs [ edit ]

  • To reset, wait the 48 hours for an inventory refresh. You can also save, attack the merchant, and load; this refreshes their inventory, and is much faster.
  • Selecting the Fence perk may allow you to sell stolen goods to any merchant, not just those you have invested in as the perk description states.
  • When resetting your Speech skill, you still retain your ability to invest in merchants, without having to have that perk or having a speech skill high enough to be able to get this perk. This is also true for Master Trader —all related merchants will still have 1000 more gold even after you lose the perk.

Skyrim Levelling and XP - how to power-level every Skill to Level 100

The best methods for Levelling Up, power-levelling, and maxing skills in Skyrim explained in our levelling hub.

The concepts of power-levelling , grinding, and min-maxing your character have been an essential part of the Elder Scrolls series since its earliest days - and the inevitable streamlining we saw with Skyrim 's release was never going to stamp it out. Much of the game's extraordinary longevity can be attributed to the fun that can be had at the higher levels, with the more interesting or outlandish skill perks unlocked.

This particular guide will take you through everything you need to know about levelling up both your character and every single individual skill as quickly and efficiently as possible.

A word of warning though: because enemies are themselves levelled in Skyrim - meaning their strength is tied to your own overall character level - power-levelling can make your life considerably harder in combat, particularly if you prioritise non-combat skills early on. We recommend you take frequent breaks from power-levelling to go clear some dungeons and explore, or at least focus on raising some combat-related skills from time to time, alongside the rest.

Before diving into the specifics of each skill, it's worth taking a quick moment to explain how exactly Skyrim's levelling mechanic works.

Your character in Skyrim has both an overall level and a set of individual levels for each of the 18 skills. Those skills are roughly broken down into three disciplines, displayed under the starsigns for the Thief, Mage, and Warrior in-game, although aside from the benefits of the Standing Stones - which we'll discuss below - there's little other reason to worry about which 'class' your chose skills fall into.

That's because, unlike the Elder Scrolls games before it, Skyrim's levelling system is goverened almost entirely by your usage of the skills themselves. All characters level up their skills at the same speed with use, and as such you're able to, eventually, reach the maximum level of 100 in every skill tree.

Speaking of which, each individual skill has it's own skill tree that grants various Perks to the player. Levelling up your skills a certain number of times will level up your character, and each time your character levels up, you'll unlock a Skill Point to spend on a Perk within any skill tree of your choice. What Perks you can unlock within each skill tree is goverened by both that skil's level, and your progress along the tree itself.

With that in mind, you'll likely have two separate objectives when looking to level up: getting stronger in a certain skill, in order to do more damage with a bow or craft more potent potions, for instance; or unlocking a specific Perk within a skill tree, such as the additional 100 carry weight granted by the Extra Pockets Perk in the Pickpocket tree.

Where things get really interesting is the knock-on effects that levelling up some skills will have on others. The most frequently seen example is the combination of Smithing and Enchanting, which can also earn you a considerable amount of money and some Speech experience too, whilst a maxed-out Enchanting skill, for instance, can also make it significantly faster to level just about any Magicka-based skill.

Although skills will of course increase with regular usage, some are still far easier to level than others: archers, for instance, might find that thier Light Armor skill is almost never levelled because they're mostly taking out targets with one- or two-shot kills from stealth, whilst conjurers might find that their Conjuration skill is only trickling upwards because of how rarely they'll actually need to summon a new companion in battle.

Fortunately, there are several steps you can take in-game, before you start grinding a skill, that can get you summoning Atronachs and prancing around the wilderness in weightless Light Armor in no time:

  • Max your Enchanting, Alchemy and Smithing skills before you do anything else - The most important method for levelling is prioritising Enchanting and Smithing. Enchanting, in particular, is the key, with Smithing and Alchemy proving to be helpful additions that are also most efficiently levelled alongside Enchanting too. We strongly recommend using our Enchanting, Alchemy and Smithing levelling guide to max Enchanting at the very least, before you dive into grinding any other skills.
  • Use Guardian Stones - The Warrior, Thief, and Mage Stones, located in a cluster Soutwest of Riverwood, increase your Combat, Stealth, and Magic skills 20% faster respectively (and are stackable with the rested bonuses below). The Lover Stone (incompatible with the resting bonuses below) increases all skills 20% faster meanwhile, which is better if you're looking to simply play through the game naturally or will be levelling two or three multi-discepline skills at the same time (such as Heavy Armor and Restoration).
  • Take a nap - There are three bonuses available for sleeping in certain scenarios before you power level. 'Rested' grants a 5% bonus to skill experience for 8 hours after sleeping in someone else's bed. 'Well-Rested' grants 10% for 8 hours after sleeping in your own bed, and 'Lover's Comfort' grants 15% for 8 hours after sleeping with your husband or wife for a full night.   • Find the Aetherial Crown to combine a Guardian Stone and Rested bonus - Normally, when you activate one Standing Stone, the previous bonus is removed. With the Aetherial Crown equipped however, the power which would normally be removed is transferred to the Crown instead, meaning two powers are available at a time. You can acquire the Aetherial Crown as one of three options for a reward, after completing the Dawnguard quest 'Lost to the Ages'. To add a Rested bonus too, you can active the Lover Stone, then the Stone you wish to combine with it, whilst wearing the Crown to store it. Next, remove the Crown, acquire your Rested bonus, then put the Aetherial Crown back on, and you'll have all three combined for a frankly huge levelling boost.
  • Get grinding - For those hard-to-level skills, like the aforementioned Light Armour example for archers and assassins, you'll want to focus down on levelling that one in particular if you want to make progress. Here's a quick table listing the Warrior, Thief, and Mage skills (note that some whilst Archery is listed as a Combat skill, it is affected by the Thief Stone, although it's seen as bug by many and may be fixed in the new Remastered edition's release):

What are all the ways to get Speech bonuses in Skyrim? I want to maximize the amount of gold I get when selling to a vendor.

  • Do you want to know which actions (i.e. selling items, bribing guards...) increase the Speech, or rather the temporary bonuses, such as buffs? –  Martin Melka Commented Nov 20, 2011 at 15:44
  • Selling items and persuading people does (I've leveled up Speech on doing those). Not sure about others. It seems like a reasonable question to ask if you want answers from the wider community. I know of the following ways to get bonuses:

  • Blessing of Zenithar (Pray at one of his shrines 10%)
  • Charity (Give a gold to a begger for an 8 hour buff)
  • A potion of speech called elixir of glibness (Gives +40 speech for 60 seconds)
  • Items with Fortify Speech enchantment (marked "of Haggling" or similar, Max modifier is 40 and can only be enchanted on necklaces)
  • Haggling (5-30% price improvement) and Allure (10% better prices with opposite sex) perks under speech skill.
  • The thieves guild hoods (regular, improved, and grandmaster) all come with enchantments that improve prices. This is the only way to get this enchantment on headgear.
  • Potions of fortify barter can be made via alchemy.

on the main quest you need to enter the Thalmor embassy as a guest and someone there asks you to bring him some wine. the wine can be taken from the bar-man there just take many for yourself and they give you boost of better prices.

I actually discovered this by accident when I was leveling up smithing using the iron dagger method. I enchanted all the daggers to level up my enchanting skill, then I needed more supplies to make more daggers so I sold off my enchanted daggers. I only had to sell a few just to level my speech to 100!

Personally, I used the Dawnstar Kajiit merchant invisible chest to level up Speech quickly.

Fill your inventory with good value loot then go to Dawnstar and wait until the Kajiit merchant is at the side of the road. Sell EVERYTHING you have to her then run to the invisible chest near the mines and loot back everything you sold, plus the rest of her inventory. At that point I discarded the extra until I could run again and just kept repeating this. It probably helps to activate the thief stone and sleep in the Dawnstar Inn for 1 hour to get the well rested bonus too. Oh, and if you have a necklace that increases price value wear it, obviously, and only sell it last each time.

I rarely link to videos, so hopefully that's not a no-no here.

Netanyahu’s comments are ‘deeply disappointing,’ the White House says.

The White House and the Israeli prime minister traded barbs on Thursday over the support the United States is providing Israel for its military operations in Gaza, in the latest sign of tensions between the two allies over the conduct of the war.

John F. Kirby, a White House spokesman, said on Thursday that the Biden administration has expressed disappointment to Prime Minister Benjamin Netanyahu after the Israeli leader lashed out on Tuesday at the United States for withholding some heavy munitions.

Mr. Kirby said that there was “no other country that’s done more, or will continue to do more, than the United States to help Israel defend itself,” adding that Mr. Netanyahu’s comments were “deeply disappointing and certainly vexing to us.”

In response, Mr. Netanyahu said on Thursday that he was “willing to absorb personal attacks if that is what it takes for Israel to get the arms and ammunition it needs in its war for survival.”

It was the latest back-and-forth between leaders of the two staunch allies that have increasingly diverged on how Israel is conducting the war, as both leaders face an avalanche of domestic and international pressure to change course.

Since the Hamas-led attack in Israel on Oct. 7, the United States has largely supported Israel, offering weapons and, for the most part, backing at the United Nations, but the relationship has frayed. Last month the Biden administration blocked a shipment of heavy bombs and artillery shells to Israel — while allowing other weapons to flow — and earlier this month the administration backed a U.N. resolution for a cease-fire over protests from Israel.

At particular issue for Mr. Netanyahu has been the continued weapons support, and this week he has ensured that the dispute remained in the public eye, describing White House actions and words as affronts to him and to Israel.

On Monday, President Biden overcame congressional opposition to one of the biggest arms sales ever to Israel, an $18 billion deal for F-15 jets .

On Tuesday, Mr. Netanyahu released a video statement calling it “inconceivable” that the Biden administration was withholding weapons from “America’s closest ally, fighting for its life.”

The administration said there were no new developments on that score and nothing had been withheld apart from the shipment 2,000 pound bombs , under review since early May over concerns about their use in densely populated parts of Gaza. A White House spokeswoman, Karine Jean-Pierre, said of Mr. Netanyahu, “We genuinely do not know what he is talking about.”

In his comments on Thursday, Mr. Kirby reiterated that no one had done more to help Israel defend itself than the United States.

“I mean, my goodness, this president put U.S. fighter aircrafts up in the air in the middle of April, to help shoot down several 100 drones and missiles, including ballistic missiles, that were fired from Iran proper at Israel,” he said, adding that Mr. Netanyahu’s remarks were disappointing “given the amount of support that we have, and will continue to provide Prime Minister Netanyahu.”

The spokesman for the State Department, Matthew Miller, echoed Mr. Kirby’s remarks, asserting the U.S. commitment to Israel was “sacrosanct.”

“We have proved that not just with words but with deeds,” Mr. Miller said. “I don’t think it is productive to engage in an intense public back and forth about this.”

Key Developments

U.N. experts say arms makers supplying Israel may be violating international law, and other news.

A group of U.N. experts warned arms manufacturers, including Boeing, Caterpillar and Lockheed Martin, that transferring any weapons or weapon components to Israel could make them complicit in serious violations of international humanitarian law, even if those transfers are carried out under existing export licenses or indirectly through an intermediary country. In a statement on Thursday, the experts also warned financial institutions invested in those arms manufacturers, including Bank of America and JP Morgan Chase, that their business relationships could potentially move them from “being directly linked to human rights abuses to contributing to them, with repercussions for complicity in potential atrocity crimes.”

Prime Minister Benjamin Netanyahu of Israel demanded on Wednesday that his coalition partners “get a hold of themselves” and “put aside all extraneous interests” to focus on the war, as divisions within Israel’s government become sharper and more public. Mr. Netanyahu has clashed with members of his own party and with far-right and religious party leaders in his coalition. The wide-ranging conflicts include how far to go in requiring military service by ultra-Orthodox Jews, who controls the assignments of rabbis, leaks to the news media and how much of a voice the far right should have in setting war policy.

The troubled humanitarian pier built by the United States off the coast of Gaza is back up and running, Gen. Patrick S. Ryder, the Pentagon spokesman, said at a news briefing on Thursday. The pier was “re-anchored and reestablished” on Wednesday, he said, and “overnight, the transfer of humanitarian assistance from Cyprus to Gaza resumed,” with more than 1.4 million pounds being delivered to a marshaling area, where it is loaded onto trucks. General Ryder said the pier was always intended to be a temporary solution and added that, “contrary to some press reporting on the matter,” there was no end date established for the mission. Aid groups have said that they are hesitant to deliver aid from the marshaling area because of security concerns and that supplies are piling up there.

Cross-border aerial attacks between Israeli forces and Hezbollah continued across the border of Israel and Lebanon on Thursday, with dozens of rockets launched at Israeli towns and an Israeli strike on a Hezbollah commander, according to the Israeli military. Approximately 60 projectiles, including rockets and anti-tank missiles, hit open areas in northern Israel, according to an Israeli military spokesperson. No casualties were reported. The Israeli military also said it had killed Fadel Ibrahim, identified as a commander of Hezbollah’s ground forces, in an airstrike near Deir Kifa in the south of Lebanon. Tensions at the northern border have risen for months, and the prospect of a full-fledged war between the two forces looms.

U.S. lawmakers called for some Palestinians fleeing Gaza to be granted refugee status. In a letter to Secretary of State Antony J. Blinken and Department of Homeland Security Secretary Alejandro Mayorkas on Thursday, 70 members of Congress called for more pathways for relief for Palestinians affected by the war who are relatives of U.S. citizens and lawful permanent residents. “Historically, the U.S. has resettled very few Palestinian refugees,” the lawmakers noted, including just 56 refugees, or 0.09 percent of the total number of resettled refugees, in 2023, and 16 so far in 2024. “Given the dire conditions currently on the ground in Gaza, it is time for this to change,” said the lawmakers, who were led by Senate Majority Whip Dick Durbin, Democrat of Illinois.

Israel’s energy minister threatened a “power outage for months” in Lebanon if the Israeli electricity grid were hit and disabled for even a few hours by Hezbollah. The statement came from Eli Cohen, the energy minister, in a post on social media on Thursday. Earlier in the day, Shaul Goldstein, the chief executive of the government company responsible for managing the country’s electric grid, said that Hezbollah “could easily bring down the electricity grid in Israel.” Mr. Goldstein’s comments sparked outrage among right-wing media commentators, and Mr. Cohen’s response appeared to be designed to send a message that Israel could not be easily crippled.

Israel’s use of 2,000-pound bombs and other heavy weapons in densely populated areas of Gaza may have consistently violated international law and could constitute war crimes, the United Nations human rights office said on Wednesday. In a report that focused on six attacks last year, the office said Israeli forces “took an expansive approach to targeting” that apparently considered members of Gaza’s civilian administration and Hamas political structures, who were not directly involved in hostilities, as military targets, possibly violating the laws of war. Israel issued a 12-page rebuttal that said the U.N. report was legally unsound and revealed “numerous biases.”

A quiet administrative change advances a far-right Israeli minister’s effort to control the West Bank.

Israel is putting key responsibilities in the occupied West Bank under an administrator who answers to a hard-line government minister, Bezalel Smotrich, who favors annexation of the territory, in what analysts and human rights activists describe as the latest step toward the far right’s aim of expanding Israeli settlements there.

The administrative move has been a longtime goal of Mr. Smotrich, the finance minister and settler leader, and increases his formal authority over many areas of civilian life, including building and demolition permits, a crucial tool for settlers who view construction as a way to strengthen their grip on the West Bank.

It is the latest of several changes over the past two years that Prime Minister Benjamin Netanyahu’s government, the most right-wing in Israel’s history, has made to the way that the West Bank is ruled. Since early 2023, the government has eased the planning process for new settlements and gradually transferred more powers from the defense minister, Yoav Gallant, to Mr. Smotrich, a longtime settler activist who wants to prevent the possibility of creating a Palestinian state in the territory.

The moves stop short of fully placing the West Bank under civilian control, and they have limited effect in the 40 percent of the West Bank that is administered by the Palestinian Authority, a semi-autonomous Palestinian-run body. But critics say that they collectively take Israel a step closer to annexing the territory in all but name.

For decades, Israel has defended its control of the territory there by saying that it is a temporary military occupation since the 1967 war that complies with the international laws applicable to occupied territories, rather than a permanent annexation that places the West Bank under the sovereign control of Israel’s civilian authorities. But the empowerment of Mr. Smotrich, a civilian minister, tests that argument to its limits.

The latest move, which creates a civilian head of an area previously overseen only by the military, was finalized by the Israeli military on May 29, according to copies of two military orders seen by The New York Times. It names a deputy head of the civil administration in the West Bank who will answer to Mr. Smotrich, an ultranationalist member of Mr. Netanyahu’s coalition who has a broad portfolio in the West Bank.

Settlers like Mr. Smotrich want to build more Israeli settlements across the West Bank on land that Palestinians hoped would be the core of a future Palestinian state. While previous Israeli governments and generals have built and protected hundreds of settlements, the latest order would likely accelerate that process, analysts and activists said.

Critics have already accused the government of failing to clamp down on illegal settlement construction and violence committed by settlers, and of thwarting measures to enforce the law.

Since the war began in October, the government has cracked down on the territory with near-daily military raids it says are aimed at terrorists. The government has also emboldened settlers and enacted new regulations that have put additional economic pressure on Palestinians .

“We are speaking about a change with a very clear political dimension to permit all kinds of plans for building settlements very quickly and without any obstacles,” said Michael Milshtein, an author and expert in Palestinian studies at Tel Aviv University.

The military has for decades been responsible for civil administration in most of the West Bank as well as for security, and critics say the shift to civilian administration, a longstanding aim of Mr. Smotrich, ties decision-making more closely to Israeli domestic politics. Analysts noted, however, that Defense Minister Yoav Gallant would retain input and could block certain measures.

Aviv Tatarsky, a researcher at Ir Amim, an Israeli nongovernmental organization, said that the order was “historic,” because “for the first time you have in a formal way management in the West Bank that is not done through the army but through the Israeli civil political system.”

The civilian political influence over the military administration already existed to some extent, though it was hidden from view, he said, “but now it’s stopped playing the games.”

A spokesman for Mr. Smotrich did not respond to a request for comment.

The person named to fill the new administrative post, Hillel Roth, is a settler and a member of the religious nationalist community who will likely act to facilitate Mr. Smotrich’s agenda, analysts said.

Mr. Milshtein noted that Mr. Smotrich had separately aimed to weaken the Palestinian Authority, which administers some parts of the West Bank. Mr. Smotrich announced in May that Israel would withhold revenue from the authority, worsening its severe fiscal crisis. In June, Mr. Smotrich said that he had ordered about $35 million in tax revenue that Israel collected on behalf of the authority to be diverted to the families of Israeli victims of terrorism .

Since Israel occupied the West Bank, previously controlled by Jordan, in the 1967 Arab-Israeli war, the government has encouraged Jews to settle there, providing land, military protection, electricity, water and roads. More than 500,000 settlers now live among 2.7 million Palestinians in the territory.

Most of the world considers the settlements illegal. Some Israeli Jews justify settlement on religious grounds, others on the basis of history — both ancient and modern — while some say Israel must control the territory to prevent armed Palestinian groups from taking power.
