2. हैंडलूम और टेक्सटाइल (Handloom and Textiles):

Handloom and textiles श्रेणी में वो वस्तुएं आती हैं । जिन्हें घर की साज सज्जा हेतु तैयार किया जाता है । मुख्य रूप से इनमे चादरें, तकिए, तकिए के कवर, चटाई, बैग, और अन्य घरेलु सामान जिनमे हाथो से डिज़ाइन की होती है, आते हैं ।

3. आभूषण (Jewellery) :

इंडिया में Handicraft Industry  में ज्वेलरी अर्थात आभूषण बनाने हेतु लोहे, मनके, चांदी एवं अन्य धातुओं का उपयोग किया जाता है । गहनों को बनाकर जिन आकर्षक बक्सों में पैकेजिंग की जाती है उन बक्सों का निर्माण भी मुख्य रूप से छोटे स्तर के आदिवासी कारीगरों द्वारा ही किया जाता है । इनमे गले के, नाक के, कान के, पैरों के लगभग सभी प्रकार के गहने तैयार किये जाते हैं ।

4. पारम्परिक पोशाक एवं उपकरण:

आदमी एवं औरतों दोनों के पारम्परिक पोशाक का निर्माण हाथ की कला जानने वाले कारीगरों के द्वारा ही किया जाता है । इनके द्वारा पोशाकों को जरी बूटी के माध्यम से आकर्षक बनाने का काम भी किया जाता है । और पारंपरिक पोशाको से जुड़े उपकरणों का निर्माण भी ।

5. कार्पेट (Carpets)

भारत में निर्मित कार्पेट सदियों से विश्व विख्यात रहे हैं । हमारे देश के कारीगरों द्वारा उत्पादित ऊन और रेशम से निर्मित कारपेट बहुत अधिक प्रचलन में हैं । और अब भी भारत की होने वाली विदेशों से कमाई में इनका योगदान बरक़रार है ।

6. चमड़े का सामान (Leather Items):

लैदर एक ऐसी वस्तु है जिससे निर्मित वस्तुओं को देश विदेश में काफी पसंद किया जाता है । और भारतीय कारीगरों द्वारा इसका उपयोग सदियों से बेल्ट, पर्स, जूते, चप्पल, जैकेट इत्यादि बनाने में किया जाता रहा है ।

7. चित्रकारिता (Paintings):

भिन्न भिन्न वस्तुओं के अंदर बाहर चित्र बनाना और अपनी कल्पना को कैनवास पर उतारना एक अद्भुत कला है । इन चित्रों के माध्यम से कारीगर अपनी अभिव्यक्ति को दर्शा रहा होता है । इस कारीगर को पेंटर कहते हैं ।

8. कपड़े एवं पोशाक (Garments):

भारतीय पोशाक विदेशी बाज़ार में भी अपनी छाप छोड़े हुए हैं इसका मुख्य कारण इन पोशाकों में निर्मित तरह तरह की डिज़ाइन, एम्ब्रोइडरी, जरी बूटी इत्यादि हैं । यही कारण है की इंडिया की Garment Industry विश्व विख्यात हो रही है । और हमारे देश के कारीगरों द्वारा की गई डिज़ाइन जरी बूटी को हर जगह पसंद किया जा रहा है ।

9. कागज़ी उत्पाद :

National Handloom Development Programme (NDHP)

The government has launched NHDP to foster the growth of the handloom industry in the country. It aims at supporting the artisans, Self-help groups, NGOs and other co-operative societies. The scheme supports procuring raw materials, marketing, design, technology upgrades and so on. On a larger perspective, the NDHP scheme helps generate employment opportunities and thereby improve the socio-economic status of the artisans.

Some key objectives of this scheme include:

  • Offering concessional credit to artisans.
  • Developing infrastructure and special projects including Indian Institutes of Handloom Technology (IIHT)-related projects
  • Development of handloom clusters
  • Enhancing existing infrastructure.

Comprehensive Handloom Cluster Development Scheme (CHCDS)

This scheme aims at developing mega handloom clusters with world class infastucrure. Each cluster must have 15,000 or more looms. The scheme provides funding for various needs including technology upgrades, product development, Common Facility Centre (CFC), Marketing Complex, Dye House and Corpus Fund for Yarn Depot and so on. This scheme is implemented in eight clusters that include: Varanasi (Uttar Pradesh), Sivasagar (Assam), Virudhanagar (Tamil Nadu), Murshidabad (West Bengal), Prakasam & Guntur districts (Andhra Pradesh), Godda and neighbouring districts (Jharkhand), Bhagalpur (Bihar), and Trichy (Tamil Nadu).

Raw Material Supply Scheme (RMSS)

Earlier known as the Yarn Supply Scheme (YSS) was modified and renamed as the Raw Material Supply Scheme (RMSS). Key objectives of the scheme include:

  • Making quality yarns and blends available to handloom weavers at subsidised rates.
  • Setting up benchmark prices and yarn quality
  • Ensuring a consistent supply of quality yarns
  • Overcoming the poor dyeing facilities in the sector
  • Ensuring supply of dyed yarn by Implementing Agency (IA)

Pradhan Mantri Mudra Yojana (PMMY)

Pradhan Mantri Mudra Yojana (PMMY) is also known as the Mudra loan scheme. Although the scheme is applicable for MSMEs at large, all kinds of artisans are also eligible for the scheme. Through the Mudra scheme artisans of handloom units can avail loan of up to ₹10 lakh. Some of the key benefits of the scheme include:

  • No minimum loan amount
  • Lower interest rate

Foreign direct investment (FDI)

The government has allowed 100% foreign direct investment (FDI) in the textile and apparel industry including the handloom industry.

The handloom sector of India is one of the biggest unorganized economic activities. The handloom industry in India has a long tradition of outstanding artisanship that represents and preserves vibrant Indian culture. India's handloom artists are globally known for their unique hand-spinning, weaving, and printing style. They are based out of small towns and villages of the country which transfer skills from one generation to the next. The handloom industry is the country's largest cottage industry, with 2.8 million looms. It is also the rural region's second-largest employment provider, employing around 3.52 million people in direct and allied activities.

India produces several traditional products such as sarees, kurtas, shawls, ghagra cholis, lungies, fashion accessories, bedspreads, etc. In the contemporary product category, the country produces fashion fabrics, western dresses, bed linens, drapes, kitchen linen, decorative furnishings, rug durries, etc. The handloom sector of India has the advantage of being less capital intensive, eco-friendly, having less power consumption and having the ability to adapt to market conditions.

According to the Handloom Census 2019-20, about 35.22 lakh handloom workers were employed across the country, out of which 25.46 lakh were women with a share of 72.29%. The sector employs 26.73 lakh weavers directly and indirectly throughout the country with 72% of them being women.

India's handloom products export trend

The major exported handloom products from India are mats and mattings, carpets, rugs, bedsheets, cushion covers and other handloom articles. During 2022-23, the mats and mattings exported from the country had a share of 12.40% of the total exports of handloom products. Home textile constitutes over 60% of India's total handloom exports. In 2022-23 the export of carpets, rugs and carpeting accounted for Rs. 784.93 crore (US$ 97.95 million). During 2022-23, the cotton durries exports were valued at Rs. 1,159.41 crore (US$ 144.61 million).

Indian silk scarves are popular around the world. These handloom-made products form a sizable chunk of the total handloom exports during 2022-23 and accounted for Rs. 106.06 crore (US$ 13.2 million). The total linen products made from handlooms, i.e., cotton, bed linen, toilet linen, kitchen linen, bed sheets, napkins, pillowcases, cushion cases, tablecloths, etc. had a share of about 26.6% in 2022-23 exports.

The major handloom export centers are Karur, Panipat, Varanasi & Kannur where handloom products like Bed linen, Table linen, Kitchen linen, Toilet linen, Floor coverings, embroidered textile materials, curtains etc. are produced for export markets. In April-March 2022-23, India exported cotton yarn/ fabrics /made-ups, handloom products etc. worth US$ 10.94 billion. From April 2023 to February 2024, the export of cotton yarn/ fabrics/ made-ups, handloom products etc. stood at US$ 10.59 billion.

Export Destinations

India exports handloom products to more than 20 countries in the world. Some of the top importers are the USA, UAE, Spain, UK, Italy, Australia, France, Germany, Netherlands, and Greece. The USA was the biggest importer of handloom products from India, consistently the top importer for the past 8 years. During 2022-23, the country imported handloom products worth US$ 58.12 million. The exports to the UAE, which was the second largest importer of handloom from India during the same period amounted to US$ 12.72 million.

The USA constituted a total of 32.1% of India’s handloom exports during 2022-23, UAE accounted for 7.1%, and Spain stood at 6.9% of total Indian handloom exports.

Some of the other handloom importers from India are South Africa, Japan, Sweden, Canada, Portugal, Brazil, Malaysia, Belgium, Singapore, and Russia. During 2022-23, these countries accounted for around 14% of India's total handloom exports.

Government Initiatives

National Handloom Development Programme (NHDP)

The NHDP program has several components that focus on various stages of the handloom business. The Cluster Development Programme (CDP) provides financial benefits to clusters and during 2021-22, assisted 66 clusters. In addition to this, the government provides Handloom Marketing Assistance (HMA), the Urban Haats scheme and handloom awards to develop the industry and encourage businesses in India. For the development of mega handloom clusters, the Government of India plans to provide financial assistance of Rs. 30 crore (US$ 3.9 million) to at least 10,000 handlooms.

Market Access Initiative (MAI)

The MAI launched in 2018, revised in 2021, and will be in effect till March 2026. This scheme will function as a catalyst to promote India's exports on a sustained basis. MAI is based on a product-specific approach with market studies and research on evolving the specific markets. The main activities of this initiative are marketing the products internationally, building capacity, supporting statuary compliances, conducting studies, developing projects, providing portals for foreign trade facilitation, and supporting the smaller and traditional industries. Through the MAI, various components (Trade fairs, exhibitions, market research, buyer-seller meets, etc.) of industry development will have specific ceiling budgets.

Raw Material Supply Scheme (RMSS)

The Raw Material Supply Scheme (RMSS) was approved for implementation from 2021-22 to 2025-26, with objectives of providing quality yarn at subsidized rates to eligible handloom weavers, setting benchmark prices in the market, overcoming poor dyeing facilities, and facilitating weavers' engagement in the sector. Components of the scheme include a freight reimbursement for transportation of yarn and a price subsidy of 15% on certain types of yarn with quantity restrictions, distributed through Direct Benefit Transfer (DBT) to linked bank accounts.

Governing Body

The Handloom Export Promotion Council (HEPC)

The HEPC was formed in 1965 and is a not-for-profit organization. The council supports and promotes the export of Indian handloom fabrics by undertaking market studies and trade missions, disseminating information, advising governments, and providing guidance and consultancy to exporters. The HEPC also organizes and participates in international trade fairs and buyer-seller meets in India and abroad. The HEPC was constituted of 96 members and its present membership is around 1500 across the country. This council is constituted under ‘The Ministry of Textiles, Government of India’ to promote exports of all handloom products like fabrics, home furnishings, carpets, floor coverings, etc.

National handloom development programme (nhdp).

  • National Handloom Development Programme (NHDP) a central sector plan scheme has been developed for the financial years 2021–2022 through 2025–2026.

Comprehensive Handloom Cluster Development Scheme (CHCDS)

  • The Comprehensive Handloom Cluster Development Scheme (CHCDS) is utilized by the Indian government to build  mega handloom clusters  with at least 15000 looms each.
  • Mega Handloom Clusters will be targeted for their holistic development, with detailed development plans being created. At least 10,000 handlooms will be covered by each mega handloom cluster, with a commitment from the government of India of up to Rs. 30 crores and each Mega Cluster will receive the help of a level and type determined by its needs.
  • Varanasi (Uttar Pradesh), Sivasagar (Assam), Virudhanagar (Tamil Nadu), Murshidabad (West Bengal), Prakasam & Guntur districts (Andhra Pradesh), Godda and neighbouring districts (Jharkhand), Bhagalpur (Bihar), and Trichy (Tamil Nadu) are the eight mega handloom clusters where the scheme is being implemented.
  • For a variety of interventions, such as technology advancement, product development, the establishment of Value Addition Centers, Common Facility Centers (CFC), Marketing Complexes, Dye Houses, and Corpus Fund for Yarn Depots, need-based money is made available.

Weavers Mudra Scheme

  • The program’s objective is to allow banks to adequately and promptly support the country’s handloom industry in meeting its credit needs for term loans and working capital.
  • The handloom weavers are given credit under the Weaver MUDRA Scheme at a special interest rate of 6%. A maximum of Rs. 10,000 in margin money support and a 3-year credit guarantee are also offered to weavers.
  • To reduce delays in the distribution of funds for margin money and interest subvention, MUDRA Portal has been established in collaboration with Punjab National Bank.
  • The loan account of the weaver receives the margin money support directly, and the portal is used to send the interest subsidy to the banks.

Rise of Handloom to a Global Industry

  • The Indian handloom industry is one of the oldest and largest cottage industries in India with a standing ancient tradition dating back thousands of years for their excellent craftsmanship, representing the vibrant Indian culture. Indian artisans dating back to the Egyptian Babylonian times had such fine mastery over their fabrics they were appreciated globally for their hand spinning, weaving and printing techniques that were handed down from generations.
  • Historically handloom Industry could be found in every state of India and each region had a unique take on their handloom product, like the Tie and Die technique from Rajasthan, Chanderi from Madhya Pradesh or the Jacquard from Uttar Pradesh, due to their unique rich variety Indian Handloom Industry had a constant high demand in the Indian market as well as all over the world for their craftsmanship and intricacy of designs.
  • This industry was a household based Industry and was one of the largest employment sectors both directly and indirectly, providing jobs to lakhs of weavers in India. The handloom industry due to its unique nature of requiring minimum capital and little to no power and flexible environment-friendly innovative product thrived in India for thousands of years.
  • During British rule, the export of the raw cotton and flooding the Indian market with machine based imported yarn and the authorities resorted to violence and coercion to stop domestic handlooms. Summarily, this resulted in a complete loss of livelihoods first for the spinners, and increased dependency of handloom weavers on machine yarn. Despite this the Indian handloom industry survived and sustained itself up until the World War 1 when imported machine made clothes flooded the Indian Market. The beginning of Powerlooms in the 1920’s, and the consolidation of the mills and the higher cost of yarn, made it impossible for traditional handloom artisans and with the rise of unfair competition let to the decline of Traditional India Handloom.
  • Mahatma Gandhi – Father of the nation, started the Swadeshi Movement by using ‘khadi’ with the objective of promoting self-reliance and self-sustainability among the rural villages and used it as a tool of passive resistance to reject British raj. Every Indian was urged to spun their own yarn by using a simple charkha and to proudly wear Khadi. This movement led to the closure of the Mills in Manchester and was a big turning point in the struggle to achieve independence.
  • After Independence, the Indian government introduced several schemes and made various interventions to revive the rich Indian Handloom heritage industry to its previous glory and promote regional handloom culture. To promote Khadi and other village industries, the Khadi and Village Industries Commission (KVIC) was formed by the Government of India. It is an apex organisation under the Ministry of Micro, Small and Medium Enterprises (MSME), with regard to Khadi and village industries within India.
  • Ministry of Micro, Small & Medium enterprises have evolved during the last few decades as a pivotal instrument in India to patron the entrepreneurs-both clusters and individuals to move ahead and expand their trade. This practice of cottage industry clusters were formed by the Government is pouring into rural India. Schemes by the Ministry of MSME like the Micro and Small Enterprises – Cluster Development Programme (MSE-CDP) is aimed at enhancing the productivity of rural cluster of artisan in the view of revitalize the approach and subsequent effect in the livelihood in India. The artisans by adopting the cluster development approach can enhance their productivity and competitiveness as well as their capacity building as a group.
