Higher Education Policy is an international, peer-reviewed journal that focuses on issues of significance in higher education policy. The journal publishes original analyses, whether theoretical, empirical or practice-based. The range of coverage extends from case studies of developments in individual institutions, to broad examination of policy-making at the system, national and regional levels.

The journal addresses issues in higher education related to governmental and institutional policies and governance, including analyses of developments in quality assurance; funding of higher education; accountability; academic freedom; institutional autonomy; competition; academic careers; stratification; organizational strategies and change; access and exclusion. Given the many developments in higher education, the journal is keen to address contemporary themes like rankings and excellence and authors are invited to think outside the box as well.

Higher Education Policy assembles special issues which devote coverage to a single subject. Recent specials have addressed the consequences of global competition for local scholarship; student engagement; higher education research in East Asia; and early career researchers.

The journal reaches an international audience which includes researchers specializing in higher education, and policy-makers, administrators, managers and practitioners working in the field of higher education.

Higher Education Policy is the quarterly journal of the International Association of Universities (IAU).

The SJR is a size-independent prestige indicator that ranks journals by their 'average prestige per article'. It is based on the idea that 'all citations are not created equal'. Original research, does integrated talent management foster competitive advantage in higher education institutions, about the author(s).

Orientation:  Today, industries and academic institutions across different continents, including those in South Africa, compete for the same talent, which presents the most valuable asset of an organisation. The surge in talent rivalry means that employers need to adopt strategies to distinguish themselves from their rivals.

Research purpose:  The aim of this study was to develop a conceptual model to better understand how talent management (TM) creates value for higher education institutions.

Motivation for the study:  Talent management research is primarily built around an exclusive approach to TM, yet how it works in practice and is implemented, conceived and developed in higher education, remains unclear. Hence, this study is needed to understand how integrated TM fosters competitive advantage in higher education institutions.

Research approach/design and method:  A quantitative research method was, by means of a questionnaire. Primary data were collected from 265 academics across three universities in South Africa. The data were analysed using the Statistical Package for the Social Sciences and Analysis of Moment Structures.

Main findings:  The results revealed that integrated TM practices (i.e. talent attraction, development and retention) positively contributed to sustainable competitive advantage of higher education institutions.

Practical/managerial implications:  The study provides a better understanding of the role of integrated TM in improving competitive advantage. Also, the study will help shape the policy-making process on TM in higher education institutions.

Contribution/value-add:  This study adds value to TM literature by designing a conceptual model for higher education institutions to achieve sustainable competitive advantage.

Established in 1974, the Dostoevsky Omsk State University is a non-profit public higher education institution located in the metropolis of Omsk (population range of 1,000,000-5,000,000 inhabitants), Omsk Oblast. Officially recognized by the Ministry of Science and Higher Education of the Russian Federation, Dostoevsky Omsk State University (OmSU) is a medium-sized (uniRank enrollment range: 7,000-7,999 students) coeducational Russian higher education institution. Dostoevsky Omsk State University (OmSU) offers courses and programs leading to officially recognized higher education degrees such as bachelor's degrees, master's degrees and doctorate degrees in several areas of study. This 50-year-old Russian higher-education institution has a selective admission policy based on entrance examinations. International applicants are eligible to apply for enrollment. This paper reflects on the contributions to the journal Higher Education Policy , celebrating its twenty-fifth birthday. It describes and analyses the themes addressed by the authors and the institutional background of the 1,172 contributors to the 812 papers. The analysis confirms the focus of the journal on higher education policy, governance and management, and its truly international character with contributions from across the globe on issues at stake in a vast range of countries and institutions. In addition, the paper analyses patterns regarding highly cited contributions to the journal and closes with words of thanks and recommendations for those intending to submit a paper to the journal.
