  • Masters in International relations, Masters in Defence and strategic studies or Master’s degree in a discipline relevant to the proposed research with at least 55% marks or equivalent grade.
  • Applicants with more than 3 years of industry / teaching / practicing/ managerial / professional experience will be given preference.

Applicants shall be admitted to the Ph.D. Programme under one of the following categories:

  • Full-time Ph.D. Student (with or without fellowship) “means a person enrolled in the Ph.D. Programme devoting full-time to completing the requirements of the degree.”
  • Part-Time Ph.D. Student (without fellowship) “means a person who is registered in the Ph.D. Programme devoting part of his/ her time for completing the requirements of the degree while discharging other employment obligations.”

The minimum and maximum period of study and research shall be three years and six years respectively from the date of registration of the student.

What is Ph.D. International Studies?

The Ph.D. in International Studies program can be completed full-time or through distance education. International Studies is a field that focuses on the study and analysis of dimensions, factors, and aspects that shape international relations between countries around the world.

Ph.D. International Studies Admission

Eligibility.

Different eligibility standards apply at different institutes around the country. Candidates interested in pursuing a Ph.D. in International Studies must, however, meet the following requirements:

  • Candidates must have completed a postgraduate or master's degree program at a recognized state, deemed private, or central university.
  • At the graduate level, candidates must have received at least 55 percent (45 percent to 50 percent for reserved category students) in aggregate marks.
  • At the time of admission to the Ph.D. in International Studies program, candidates must not have any backlogs or compartments in any of the topics at the PG/M.Phil. level that has yet to be cleared.
  • Candidates must additionally pass an appropriate admission examination, such as the CET.

In addition to the following criteria, candidates must meet any additional requirements set by the institute to which they wish to apply.

Distinct institutes have different admissions procedures. Some universities offer candidates direct admission based on their performance on the Master's degree test. Some people also consider overall academic success. In some colleges, passing an entrance exam administered by the college/university or a relevant common entrance exam is necessary. The institute will then conduct a round of Group Discussion and Personal Interview, which must be passed. IISc-Melbourne Joint Doctoral program

Melbourne India Postgraduate Academy (MIPA): The Melbourne India Postgraduate Academy (MIPA) was developed through a collaboration between The University of Melbourne (Melbourne), three Indian Institutes of Technology (IIT) – IIT Madras/ IIT Kanpur/ IIT Kharagpur and Indian Institute of Science, Bangalore (IISc) to form an international research training group (IRTG), wherein successful candidates receive one PhD degree jointly awarded by Melbourne and one of the four Indian Institutes. Each testamur will acknowledge the joint nature of the degree and the names of the relevant partner institutions. Main features of the program are:

  • MIPA provides PhD candidates with an opportunity to conduct research in India and Australia during their candidature and earn a joint degree accredited in both jurisdictions.
  • Graduate researchers enrolled in MIPA work on a project jointly developed by two primary supervisors (one each from Melbourne and one of the Indian Institutes) and advised by a Joint Advisory Panel consisting of academics from Melbourne and one of the Indian Institutes.
  • Graduate researchers interested in this international research training group may apply through one of the participating institutions. This institution will serve as the Home Institution for the graduate researcher throughout the candidature.
  • The maximum duration of PhD will be 8 years for graduate researchers, whose Home Institution is one of the Indian Institutes (including the coursework year). The maximum duration of the PhD will be 4 years for graduate researchers whose Home Institution is Melbourne.

However, all graduate researchers must submit for examination at Melbourne within 4 years of enrolling at Melbourne or beyond 4 years if the relevant dean approves late submission, and delays are due to:

  • compelling and serious research-related reasons beyond the candidate’s control, or
  • compelling or unexpected, personal or medical reasons that have arisen during the candidature period.

However, the funding from Melbourne will be available within 4 years of enrolling at Melbourne; or otherwise in accordance with Melbourne policy and procedure.

IISc-Melbourne Jointly Awarded PhD (Joint PhD) Guidelines

A. eligibility criteria and how to apply:.

A1. For all Candidates:

  • Graduate researchers must satisfy the entry requirements for PhD at both IISc Bangalore and The University of Melbourne (Melbourne).
  • Must be admitted and enrolled at the Home Institution, and
  • Apply for the Joint PhD at the Home and Partner Institutions within the first year of enrolment (candidature) at their Home Institution. Application can be made anytime during the year.
  • The Partner Institution will consider the application only for those graduate researchers who have been approved by the Home Institution for the Joint PhD. An individual Graduate Researcher Agreement will need to be completed as part of this process. This form will outline the agreed specific arrangements for each graduate researcher’s joint PhD (e.g. dates of location at each institution, names of supervisors, coursework, scholarship arrangements etc.).
  • Graduate researchers are required to attach a:
  • Letter of support from the appropriate Dean (International Relations/ Research Training) of the Home Institution, and
  • Letter of support from the Home Institution supervisor(s) and the Partner Institute supervisor(s) with the graduate researcher’s application to the Partner Institution.

A2. For IISc Bangalore Candidates:

The graduate researcher must be admitted into the PhD programme at IISc Bangalore and fulfil the eligibility requirements of the IISc research scholarship.

A3. For Melbourne Candidates:

The graduate researcher must be admitted as a PhD candidate at Melbourne and meet the eligibility requirements of a Melbourne Research Scholarship.

B. SELECTION PROCESS:

B1. For IISc Bangalore Candidates:

  • The graduate researcher must be enrolled in a PhD program at IISc Bangalore with an appropriate scholarship from IISc Bangalore as per its rules.
  • The graduate researcher will be required to successfully complete the required coursework and comprehensive examination within 24 months of enrolment/joining in PhD at IISc Bangalore.
  • If successful, the graduate researcher will receive a PhD offer from Melbourne under the Joint PhD.
  • The selection will be based on suitability of the candidate assessed by the joint committee via interview or nomination information for the joint thesis topic.

B2. For Melbourne Candidates:

  • The graduate researcher will receive PhD candidature and stipend + fee remission offers from Melbourne.
  • The graduate researcher will be required to satisfy course requirements for confirmation and deliver the confirmation seminar within 12 months of commencement (enrolment) of PhD at Melbourne.
  • If successful, the graduate researcher will receive the Joint PhD offer from IISc Bangalore.

C. CANDIDATURE AND SCHOLARSHIP:

C1. For all Candidates:

  • On enrolment for PhD at Home Institution, an Advisory Panel will be formed as per rules of the Home Institution. Upon successful enrolment in the Joint PhD, supervisor(s) and two more Academics from the Partner Institution will be inducted into the Advisory Panel. The Joint Advisory Panel will include all IISc Bangalore and Melbourne supervisors.
  • Annual progress reviews will be conducted and will be attended by the Joint Advisory Panel through video conferencing. Internal progress reports will be generated to assess the graduate researcher’s standing.
  • Graduate researchers will receive a local stipend scholarship from the institution at which they are physically located during their candidature. The Home Institution may choose to suspend stipend during the absence.
  • Travel support, if any, will be awarded according to rules of the Home Institution. Tuition and other fees payable during stay at the Partner Institution will be waived by the Partner Institution.
  • Graduate researchers must spend at least 12 months at each Institution.
  • Graduate researchers will be responsible for their own visa application(s) and for complying with each country’s visa requirements, including those concerning leave entitlements associated with PhD candidature.
  • Leave may be granted in accordance to IISc and Melbourne rules. If leave is granted, enrolment is suspended for the duration of the leave and milestone dates are adjusted to reflect periods of leave.
  • Graduate researchers are required to make satisfactory progress towards the timely completion of their course and will be subject to both IISc Bangalore and Melbourne rules if it is determined that they are making unsatisfactory progress.

C2. For IISc Bangalore Candidates:

  • The graduate researcher will follow the rules of IISc Bangalore regarding the coursework. There will be no additional coursework requirement at Melbourne.
  • The graduate researcher will complete the comprehensive examination within 24 months of enrolment into PhD program of IISc Bangalore.
  • The enrolment (commencement) date at Melbourne will be the date when the graduate researcher enrols at Melbourne after accepting the offer of the Joint PhD.
  • The graduate researcher will spend 12-24 months at Melbourne depending on the project requirements as determined by the Joint Advisory Panel. The maximum duration of Melbourne stipend for IISc Bangalore candidates will be 2 years.
  • The graduate researcher will not be required to deliver a confirmation seminar at Melbourne. The comprehensive examination at IISc Bangalore will be considered equivalent to the confirmation seminar at Melbourne.
  • Visits to Melbourne will take place with due approval from IISc Bangalore. When not resident at Melbourne, the graduate researcher will be on approved Study Away from Melbourne.

C3. For Melbourne Candidates:

  • The enrolment (commencement) date at IISc Bangalore will be the date when the graduate researcher enrols at Melbourne.
  • The graduate researcher will follow the rules of Melbourne regarding any coursework. There will be no additional coursework requirement at IISc Bangalore.
  • The graduate researcher will complete a confirmation seminar within 12 months of commencing at Melbourne. The confirmation seminar at Melbourne will be considered equivalent to comprehensive examination at IISc Bangalore.
  • If the confirmation seminar at Melbourne is held after the graduate researcher arrives at IISc Bangalore under the Joint PhD and is attended by the Joint Advisory Panel through video conferencing, it will be considered equivalent to the registration seminar at IISc Bangalore. If the confirmation seminar was held before arrival at IISc Bangalore, the graduate researcher will need to deliver a registration seminar within 12 months of arrival at IISc Bangalore.
  • The graduate researcher will spend 12-24 months at IISc Bangalore depending on the project requirements as determined in consultation with the supervisors from each institution. The maximum duration of the IISc Bangalore scholarship for Melbourne candidates will be 2 years.
  • When not resident at Melbourne and visiting IISc Bangalore, the graduate researcher will be on approved Study Away. Other variations to candidature will be taken in accordance with Melbourne rules.

D. THESIS SUBMISSION AND EXAMINATION:

D1. For All Candidates:

  • The graduate researcher must meet the examination requirements of both institutions to be awarded the Joint PhD, including any Oral Examination requirements.
  • The graduate researcher will submit identical copies of the thesis written in English to both institutions.
  • The thesis examination will be initiated by the home institution and the initial contact and invitations to examiners will be sent by the home institution.
  • The thesis will be examined by at least two external examiners.
  • Thesis examiners must:
  • Be independent of both institutions.
  • Be of good international standing in the research topic of the thesis.
  • Be qualified to at least PhD level or have equivalent research experience.
  • Be from different institutions.
  • A person is ineligible to serve as an examiner if they:
  • Have had a formal association with either institution within the past five years and/or during the examination, including employment at the institution in teaching and/or research as either a full- time, part-time or sessional staff member, or in an honorary capacity.
  • Are a supervisor or a Joint Advisory Panel member of the candidate under examination.
  • Have had direct involvement with the thesis through reading drafts or discussing the research.
  • Have directly collaborated in work with the graduate researcher and/or with the graduate researcher’s supervisors in the last 5 years.
  • Have a real or perceived conflict of interest with the graduate researcher, the supervisors or the institutions of a personal, professional or commercial nature.
  • The thesis and relevant forms will be sent to the examiners by each partner institution. The examiners will return two sets of forms; one to each institution. Each institution will pay the examiners in line with their rules and regulations.
  • The graduate researcher will undergo an Oral Examination in line with IISc Bangalore requirements. Joint Advisory Panel members will participate through video conferencing.
  • The graduate researcher will incorporate changes suggested from the examiners written reports and Oral Examination into the final version of the thesis.
  • The graduate researcher will resubmit the revised thesis, if necessary, on the basis of examiners comments in consultation with both the supervisors and with the combined approval of the Chair of Examiners at both institutions.
  • In case of grossly conflicting recommendation by the two external examiners, the relevant Deans of the two Institutions will discuss on the future course of action which may include sending it to a third jointly appointed external examiner, for which D1(5) and (6) applies.
  • If successful, the graduate researcher will receive two separate degree certificates each of which will acknowledge the joint nature of the degree and will include the name of the partner institution.

D2. For IISc Bangalore Candidates:

Graduate researchers must give a synopsis seminar as per IISc Bangalore rules prior to thesis submission. This will be considered equivalent to the completion seminar at Melbourne. Joint Advisory Panel members from the Partner Institution will participate by video conferencing. If accepted by the Joint Advisory Panel, the thesis will be sent out for review by external examiners.

D3. For Melbourne Candidates:

The graduate researcher must give a completion seminar, as per Melbourne rules prior to thesis submission. This will be considered equivalent to the synopsis seminars at IISc Bangalore. Joint Advisory Panel members from the Partner Institution will participate by video conferencing. If accepted by the Joint Advisory Panel, the thesis will be sent out for review by external examiners.

The Department of International Relations and Governance Studies at Shiv Nadar Institution of Eminence (Deemed to be University), Delhi-NCR invites applications to its PhD programme 2024. Coursework for the incoming batch will commence  mid-August 2024.

This announcement contains the necessary information related to the programme and the application process.  Applicants are expected to read this document carefully before making their applications .

The Department offers wide-ranging expertise within the broad domains of International Relations and Governance. Availability of supervision will be a key criterion for selection. Applicants are therefore advised to carefully peruse faculty research interests from their profile pages as available on the Department website. Excellent candidates with research interests broadly congruent (but not exactly matching) in-house faculty research expertise and interests are also encouraged to apply.

The Doctoral Programme at the Department of International Relations and Governance Studies provides research scholars an excellent opportunity to acquire and consolidate a diverse set of skills. Scholars will get a ringside view of the discipline of International Relations – covering disciplinary history, theory and empirics – as well as of governance and development. They will participate in debates on the philosophy of science/social science while developing a 'nuts and bolts' pragmatism when it comes to operationalizing their doctoral projects.

The threads that run through the PhD programme are, first, an understanding of the significance of context – historical, cultural, economic, among others – when it comes to thinking about the world and, second, a keen awareness of the need to address asymmetries and deeper imbalances of knowledge production, circulation and consumption between the global North and the global South. The objective at the Department is to develop a contextual approach to studying international relations and global governance.

Duration and structure

The PhD programme at the Department spans ten semesters (five years). Doctoral candidates will spend at least the first two semesters on course work, while the remaining time shall be spent on research work and writing of the thesis. Progression from the course work to the thesis writing stage is contingent on performance. Doctoral candidates are expected to reside on campus for at least two years and actively participate in the Department’s activities.

Fees and Assistantship

All full-time Ph.D. students admitted into the program shall receive a  doctoral award (teaching and research assistantship) consisting of tuition-fee waiver  (as per department recommendation) and a monthly stipend of  ₹ 40,000 for the first two years, and  ₹ 45,000 for the next three years,  subject to benchmarked performance. Continuation of the award is subject to satisfactory performance in the program evaluated continuously and compliance with all University regulations.  Support will be available for deserving Ph.D. students to disseminate their work through conferences and publications. Students with CSIR, UGC, INSPIRE, ICMR fellowships shall receive 100% tuition fee waiver.

Minimum eligibility criteria.

A master’s degree in any discipline with a minimum of 55 percent or its equivalent in grade point from a UGC recognized university or an equivalent foreign university.

A four-year bachelor’s degree in any discipline with a minimum CGPA of 8 or 80% from a UGC recognized university or an equivalent foreign university.

All applicants are required to pay a  non-refundable  application fee of ₹ 1,200.00 (Rupees One Thousand Two Hundred Only).   • Passport-size colour photograph
  • Photocopy of marksheets of all previous degrees and certificates from class 10 onwards. Marks/grades as well as name of awarding institution must be clearly visible on each document.
  • Standardized Examination certificate such as UGC-NET (if applicable)
  • A Statement of Purpose (SoP) that clearly spells out the applicant’s reasons for pursuing a PhD at the department (in 500 words)
  • A Doctoral Proposal spelling out the what (topic), why (significance/motivation), and how (methodology/method) of their PhD research interests (in 1000 words).

Written Examination and Interview

Candidates whose applications are complete in all respects will be invited to take a written exam. Those shortlisted on the basis of the written exam will subsequently be invited to individual interviews.  Shortlisted candidates will be informed of the mode of examination and interviews (online/offline) based on the situation prevailing at that time.

The  written exam  will be of 150 minutes duration and consist of two questions—an essay type question and a short answer question.

The  interview  will be of approximately 30-minute duration and involve conversations about the candidate’s academic trajectory, domain knowledge, and research idea as articulated in the Statement of Purpose and Research Proposal.

Selection Process

The Department follows a four-stage selection process overseen by its Graduate Admissions Committee.

Stage one  involves screening of received applications for completeness, accuracy, and authenticity. Screening is done to ensure that the applicant has met the minimum eligibility criteria for applying and that an application is complete in all respects. Applications that are found to be incomplete are rejected at this stage.

Stage two  consists of a written exam. Those applicants whose applications pass the first stage are invited to take a written exam. Candidates shortlisted at this stage will be invited to continue to the next stage of the process.

Stage three  consists of an interview of candidates shortlisted based on the written exam.

Stage four  involves the creation of a merit list based on the following criteria: quality of the candidate’s Statement of Purpose (10%), Research Proposal (20%), performance in the written exam (40%), and interview (30%). The selection process also involves careful examination of whether the department can provide suitable supervision to the candidate. Candidates selected on this basis are sent offer letters.

The institute provides funds for research activities and extracurricular activities and several scholars have also availed these fellowships to attend international conferences during their program of study. The scholars have also published in reputed national and international journals.

The scholars of the department organize a weekly lecture series which serves as a meeting platform for both the faculty and the scholars. This forum allows scholars to share their research interests and outputs, both with members from within the department and also from other departments in the institute. The presentations are followed by discussions.

As a community the scholars also organize informal talks, film/book reviews, seminars and conferences including an annual theater production in collaboration with the post-graduate students of the department.

The Department of Geopolitics and International Relations runs a two-year Post Graduate Programme and a Ph. D programme in Geopolitics and International Relations. The department, in addition to conducting research and teaching has also initiated a number of track two dialogues on international security issues with the USA, China, Israel and many others. The research component mostly emphasises on the Asia-Pacific region and the matters relating to international security. A number of publications have appeared on China’s rise and its implications.

The course in Geopolitics and International Relations would help in understanding the complex nature of the evolving and rapidly changing interdependent world and provide a comprehensive explanation of the emerging international security issues. The teaching curriculum of M.A. in Geopolitics and International Relations has been designed in consonance with the contemporary world security environment. The school of international studies (sis) is a premier institution for the study of international relations and area studies in the country. established in 1955, sis is set to celebrate its seventieth anniversary next year – in 2025. in the seven decades of its existence, sis has made a pioneering contribution to promoting the study of international relations and area studies in india and advancing knowledge and understanding of international affairs through theoretical and inter-disciplinary lenses., history: of all the schools of the university, sis lays claim to the longest history as it was established in 1955 as the indian school of international studies (isis). the need for an institution devoted to the study of international and global developments was felt in the early post-independence years as india prepared to define and assert its position in the global system. the indian council of world affairs (icwa), which traced its roots back to 1943, was then the only institution in the country concerned with analysing foreign affairs and it recognized the need to foster and promote the study and interpretation of global political, social and economic developments. a committee headed by pandit hriday nath kunzru recommended the setting up of the isis, which was established in october 1955, with dr a. appadorai as its first director. while it was affiliated with the university of delhi in its initial years, isis became a part of the jawaharlal nehru university (jnu) in june 1970 as the school of international studies (sis)., academic programmes: in its early years, the only degree awarded by the school was the ph.d. soon after the school became a part of jnu, the m.phil. curriculum was introduced in 1971-72. in the following academic year (1973-74), the school started offering a two-year m.a. programme in politics (specialization in international relations) . in 1995-96, a new and unique m.a. programme in economics (specialization in world economy) was introduced by the erstwhile economics division of the centre for studies in diplomacy, international law & economics – now the centre for international trade and development (citd). a third m.a. programme in international relations and area studies was introduced in the academic year 2016-17, with a specialized focus on area studies., each of these courses has attracted interest from students all over the country and abroad and every year, the admission process has become increasingly competitive. the m.phil. programme was discontinued in the year 2021; in a period of five decades, a total of 4,707 m.phil. degrees were awarded in sis. as of 2024, a staggering 2,053 scholars have been awarded a ph.d degree in sis. in the current academic year, there are a total of 301 students enrolled in the school – 123 in the m.a. (pism), 62 in the m.a (iras), 24 in the m.a. A warm welcome to the modified and updated website of the Centre for East Asian Studies. The East Asian region has been at the forefront of several path-breaking changes since 1970s beginning with the redefining the development architecture with its State-led development model besides emerging as a major region in the global politics and a key hub of the sophisticated technologies. The Centre is one of the thirteen Centres of the School of International Studies, Jawaharlal Nehru University, New Delhi that provides a holistic understanding of the region.

Initially, established as a Centre for Chinese and Japanese Studies, it subsequently grew to include Korean Studies as well. At present there are eight faculty members in the Centre. Several distinguished faculty who have now retired include the late Prof. Gargi Dutt, Prof. P.A.N. Murthy, Prof. G.P. Deshpande, Dr. Nranarayan Das, Prof. R.R. Krishnan and Prof. K.V. Kesavan. Besides, Dr. Madhu Bhalla served at the Centre in Chinese Studies Programme during 1994-2006. In addition, Ms. Kamlesh Jain and Dr. M. M. Kunju served the Centre as the Documentation Officers in Chinese and Japanese Studies respectively.

The academic curriculum covers both modern and contemporary facets of East Asia as each scholar specializes in an area of his/her interest in the region. The integrated course involves two semesters of classes at the M. Phil programme and a dissertation for the M. Phil and a thesis for Ph. D programme respectively. The central objective is to impart an interdisciplinary knowledge and understanding of history, foreign policy, government and politics, society and culture and political economy of the respective areas. Students can explore new and emerging themes such as East Asian regionalism, the evolving East Asian Community, the rise of China, resurgence of Japan and the prospects for reunification of the Korean peninsula. Additionally, the Centre lays great emphasis on the building of language skills. The background of scholars includes mostly from the social science disciplines; History, Political Science, Economics, Sociology, International Relations and language.

Several students of the centre have been recipients of prestigious research fellowships awarded by Japan Foundation, Mombusho (Ministry of Education, Government of Japan), Saburo Okita Memorial Fellowship, Nippon Foundation, Korea Foundation, Nehru Memorial Fellowship, and Fellowship from the Chinese and Taiwanese Governments. Besides, students from Japan receive fellowship from the Indian Council of Cultural Relations.

Admission to PhD programmes is made through two channels viz. through direct mode and through entrance test .

Through Direct Mode

In this mode, certain categories of candidates will be exempted from the Entrance Test. They will be shortlisted on the bases of their CVs/SOPs/Research proposals/Letters of Recommendations and will be called directly for the interviews. The eligible categories are the following:

  • Those who have been already awarded National fellowships in different SAARC countries on the basis of their respective National Entrance Tests
  • Those who are funded by any Government agency to pursue PhD
  • Those who are salaried and can get a leave from their organization for the two year residency period.

The students admitted through the direct mode will be provided the hostel accommodation (as per the Hostel rules) and will be exempted from paying the tuition fee. However, they will not be provided with any other financial support/fellowship/stipend throughout the tenure of the PhD programme.

For candidates applying through the above channel, separate merit lists will be drawn keeping in view the reservation of seats for candidates from different SAARC countries defined under SAU’s Rules.

Through Entrance Test

In this mode, the admission procedure for the PhD programme consists of an Entrance Test followed by an interview. Students are required to score at least 50% marks in both, the Entrance Test and the interview separately, to be eligible for admission.

The students admitted through the Entrance Test will be provided the hostel accommodation (as per the Hostel rules) and will be exempted from paying the tuition fee. They will be entitled to the university stipend of INR 25,000 per month for a maximum period of five years provided they are not receiving any other financial support/fellowship/stipend for the purpose of pursuing the PhD programme.

The list of PhD programmes offered at SAU both through Direct Mode as well as through Entrance Test is given below along with the number of seats available in each mode and for each programme. Travel Subsidy for candidates invited for interview

In case the interviews are held in-person, the candidates invited for the interview will be given a travel subsidy (upper limit INR 5,000) towards actual travel cost by the shortest route as per instructions which will be communicated to those called for interview. If candidates from outside India are unable to travel to New Delhi for the interview, they can seek permission for an interview through Skype.

Candidates should know before joining Ph.D. programme

  • The tenure of the PhD programme is five years.
  • The pre-PhD course work is compulsory for all students and is spread over the first two semesters and carries 16 credits as follows: course work (14 credits) plus seminar and term paper (2 credits). Distribution of credits between the first two semesters is decided by individual Departments / Faculties. Some Faculties and Departments may have a slightly higher credit requirement depending on their specific needs. Candidates are advised to carefully read Faculty and Department-specific requirements online. In addition, students will be required to qualify a non-credit course on “Introduction to South Asia” offered by the university if they have not already done so.
  • At the end of the first year, students with a Cumulative Grade Point Average (CGPA) less than 5.0 will be deemed to have failed and shall leave the university. There is no provision for a repeat test for improvement of grades in any pre-PhD course.
  • Candidates with a CGPA above 5.0 but less than 6.5 can opt for the MPhil programme and complete their dissertation within one year (8 Credits). M.Phil. students securing an overall FGPA of 6.50 and above (including the grade obtained in M.Phil. dissertation), will get another opportunity to enrol for the Ph.D. programme as per the SAU rules. Students with CGPA of less than 6.5 will leave the university with an MPhil degree.
  • Students with a CGPA of 6.5 and above will be considered for direct admission to the PhD programme as per SAU regulations. Such candidates, if they so wish, will also be permitted to pursue the M.Phil. Degree.
  • Minimum residency requirement for PhD is two years after admission.
  • Students pursuing a PhD degree at SAU are full-time students and are not permitted to take up any full or part-time work during the residency period.

Fletcher PhD students move through three program phases on their way from admission to graduation. They start with classes, arranged within a structured curriculum that still allows significant flexibility in course selection. When their class requirements are complete, students take comprehensive exams, and then move on as PhD candidates to research and write a dissertation.

Shaping Your PhD Through Coursework

In shaping their curriculum, students start with a primary field of study, through which they develop a depth of expertise unique to their interests. The primary fields of study that support PhD studies are:

  • Comparative and Regional Studies
  • Gender and Intersectional Analysis
  • Human Security and Humanitarian Affairs
  • International Business
  • International Development and Environmental Policy
  • International Security

Students build on their primary field of expertise by developing a breadth of foundational knowledge in a second field of study, which can be any of the  fields offered at Fletcher  or might be a self-designed field. Regardless of their choice of field, all students also pursue foundational courses in international relations theory and in research methodology. The two fields of study later become the basis for comprehensive exams.

Students seeking additional opportunities to individualize their studies may cross-register for up to a quarter of their classes at another graduate school at Tufts University or at Harvard University.

Students who have received their master's degree at another institution generally pursue twelve courses at Fletcher, with limited opportunities to have prior coursework applied to their degree. Those who possess a MALD generally pursue an additional four courses, for a total of twenty courses for the two degrees.

Demonstrating Knowledge Through Comprehensive Examinations

Students demonstrate mastery of their subjects through comprehensive examinations, composed of a written exam in each of the two fields of study and an oral exam that integrates the material from the two areas. Students generally sit for their comprehensive examinations within a year of completing their coursework.

Developing and Writing a Dissertation

Once they have passed their comprehensive exams and achieved PhD candidacy, students move on to propose, research, and write a dissertation. The completed dissertation should bear evidence of independent research and constitute a substantial contribution on the subject. When the dissertation is complete, the PhD candidate participates in a public oral defense of the dissertation.

Additional Graduation Requirements

In addition to the steps detailed above, students in the PhD program:

  • Demonstrate proficiency in a second language.
  • Submit a master's thesis for evaluation by a Fletcher faculty member. This could be a master's thesis written prior to enrollment at Fletcher, or a thesis written during the first year at Fletcher.

Length of Time Required to Receive the PhD

Once they have completed their coursework, PhD students generally take about five years to complete the degree, but the exact time varies according to the scope of each candidate's research, the amount of time devoted to PhD studies, and the time needed to research and write the dissertation.

Our graduates have pursued careers at a wide range of institutions and organizations. For those focused on the academic job market, Fletcher offers support at a variety of levels. Fletcher faculty and the Office of Career Services support job candidates with career advice, professional development, and general assistance.

To develop teaching skills, students can participate in Tufts University’s three-week summer intensive  Graduate Institute for Teaching  and then to co-teach a class with a faculty mentor. Many students have also developed and taught classes in the University’s  Osher Institute  or  Experimental College .

About the course

The DPhil in International Relations a programme of doctoral research in the academic study of International Relations. 

Doctoral students spend the first year of full-time study, or the first two years of part-time study, in the development of, and early work on, the thesis topic; in improving knowledge of research methods; in attendance at relevant lectures, seminars and classes; and in preparing to transfer from Probationer Research Student (PRS - the status with which you will normally be admitted - see Assessment ) to full DPhil status.

An academic supervisor will advise and guide you as you progress through the different stages of your doctoral research. In the first year, you will take the Research Design and Methods (RDM) in International Relations course, and you are also recommended to complete one other methods course (either a statistics course in Michaelmas term or one of the courses in Hilary term). You are expected to attend the International Relations DPhil Research Seminar throughout the year and eventually to present your work there. For part-time students, these obligations are distributed across six terms.

Subsequent years are largely devoted to the development of the thesis project.

Doctoral theses will normally require substantial original research, often involving archives, fieldwork, interviewing or other forms of data generation and collection. For the doctoral degree the most crucial requirement is that the thesis makes a ‘significant and substantial contribution to the field of knowledge within which it falls’. There are many ways of achieving this.

The department is committed to the rigorous use of a plurality of approaches and methods. There are many different ways of conducting research for a thesis. Any or all may be valid in a given case, depending on the subject of the research and the questions addressed. Some theses may involve an analytical-descriptive attempt at understanding different events, perspectives and traditions of thought. Others may have a strong historiographical element - exploring, for example, the relation between events and ideas, or involving an original and expert use of sources.

Others may involve advancing a hypothesis about a subject and then testing it with a range of qualitative and/or quantitative approaches. Apart from meeting the highest scholarly standards, there is no set template. There is also a strong and successful tradition of normative and critical work. The Oxford International Relations Network seeks to combine the best of North American political science with deep engagement with the international relations of different parts of the world and with the history of different traditions of thought on the subject.

As a DPhil student you will be a member of a distinguished academic community that is renowned for its cutting-edge research and its intensive and individualised teaching and supervision. The programme has received the highest level of recognition in UK national and global assessment exercises. It is a community from which you will draw support and guidance but which will also learn from your own contribution to its work.

You will have rich opportunities for connecting with fellow-students, postdoctoral fellows, and temporary and permanent academic staff involved in disciplinary and cross-disciplinary research programmes. The department attracts many of the world’s leading figures in International Relations (IR) - as visiting scholars, speakers in the regular IR Colloquium, and participants in research conferences and workshops.

The Department of Politics and International Relations (DPIR) works with a range of research centres and programmes, such as the Oxford Institute for Ethics, Law and Armed Conflict (ELAC), the Centre for the Resolution of Intractable Conflict (CRIC), and the Changing Character of War Centre (CCW).

Research centres actively seek to develop collaborative research activity via conferences, workshops and other academic events. They provide opportunities for you to present your own work in research seminar series. The research centres have an established and popular visitors’ programme which has allowed many scholars of international repute to participate in the DPIR’s research activities.

The course can be studied full-time or part-time with both modes requiring attendance in Oxford. Full-time students are subject to the  University's Residence requirements.  Part-time students are required to attend course-related activities in Oxford for a minimum of 30 days each year.

Full-time and part-time students are required to attend classes, seminars, supervision meetings and other obligations in Oxford

There will be limited flexibility in the dates and pattern of attendance. Attendance by part-time students will be required between one to three days a week during term-time throughout the first two years of your study on days determined by your class and seminar attendance and by your supervisor. Attendance may be required outside of term-time on dates to be determined by mutual agreement with your supervisor.

It is therefore likely that this course may be better to suited to part-time students who are either already resident in Oxford or will live within commuting distance of the city.

As a graduate student, you will have access to the University's wide range of world-class resources including libraries, museums, galleries, digital resources and IT services.

The Bodleian Libraries is the largest library system in the UK. It includes the main Bodleian Library and libraries across Oxford, including major research libraries and faculty, department and institute libraries. Together, the Libraries hold more than 13 million printed items, provide access to e-journals, and contain outstanding special collections including rare books and manuscripts, classical papyri, maps, music, art and printed ephemera.

The University's IT Services is available to all students to support with core university IT systems and tools, as well as many other services and facilities. IT Services also offers a range of IT learning courses for students, to support with learning and research.

As a doctoral student of the department, you will have access to outstanding library and computing resources within the Social Sciences Division (of which the Department of Politics and International Relations is a major part), elsewhere in the University and, in most cases, in your college. The division runs network events to enable DPhil students to meet and network with their colleagues not only within Politics and International Relations but with other Social Science disciplines. 

The  Bodleian Social Science Library  located on the ground floor of the Manor Road Building houses the main collection for Politics and International Relations alongside a wide range of other social sciences resources.

Supervision

The allocation of graduate supervision for this course is the responsibility of the Department of Politics and International Relations and it is not always possible to accommodate the preferences of incoming graduate students to work with a particular member of staff. Supervisors are usually selected from the  academic staff  within the Department of Politics and International Relations. Under exceptional circumstances a supervisor may be found outside the Department of Politics and International Relations. 

You will conduct your own research under the guidance of your supervisor. You must be prepared to work on your own a good deal, and will need considerable personal motivation.

Most applicants are admitted to the DPhil with Probationer Research Student (PRS) status. As a PRS, you will develop your research proposal and skills, complete a programme of research methods training (and associated assessments), and produce a draft section or sections of the thesis, in order to apply for the Transfer of Status that will end your probationary period.

If you are entering the DPhil directly from the related MPhil at Oxford, you will normally be able to bypass the PRS stage and progress straight to DPhil status. Further guidance about transferring to DPhil status can be found under option two on the Readmission, transfer and confirmation of status page.

Once you have been admitted to full DPhil status, you must achieve confirmation of that status by the end of your ninth term as a full-time doctoral student, or by the end of your eighteenth term as a part-time student. Once you have completed your thesis, you will be examined orally ( viva voce ).

International Relations has an outstanding placement record. The largest group of DPhil students go on to careers in academia or research. Many move on to post-doctoral fellowships in the UK, continental Europe and North America. Our doctoral students have a distinguished history of winning thesis and other prizes and of publishing their work in leading journals and with major university presses. The department runs regular courses on professional training, including on interviews, research grant applications and academic publishing.

Changes to this course and your supervision

Degree-level qualifications

As a minimum, applicants should hold or be predicted to achieve the following UK qualifications or their equivalent:

  • a master’s degree at distinction level  in international relations, or in a closely related discipline that has prepared you to undertake advanced graduate research on your chosen thesis topic;  and
  • a first-class or strong upper second-class undergraduate degree with honours in politics or international relations, or in a related discipline such as economics, history, philosophy, sociology or law.

Entrance is very competitive and most successful applicants have a record of academic performance at first-class and/or distinction level.

Applicants without a master’s qualification will not normally be admitted for doctoral study.

Each application will be assessed upon its own merits, and candidates with a degree in an unrelated discipline should demonstrate the relevance of their academic background to their proposed subject or topic of study. 

For applicants with a bachelor's degree from the USA, the minimum overall GPA that is normally required to meet the undergraduate-level requirement is 3.6 out of 4.0.

Research proposal: A minimum of 4,000 words to a maximum of 6,000 words

You should submit a detailed outline of your proposed research, written in English, covering areas such as the background to the research, methodology, expected results and the contribution to the field of learning.

The research proposal should be written in English.

If possible, please ensure that the word count is clearly displayed on the document.

It will be normal for your ideas subsequently to change in some ways as you investigate the evidence and develop your project. You should nevertheless make the best effort you can to demonstrate the extent of your research question, sources and method at this moment.

Your proposal should focus on your research project rather than personal achievements, interests and aspirations.

This will be assessed for:

  • your reasons for applying to the DPhil programme
  • the coherence of the proposal
  • the originality of the project
  • evidence of motivation for and understanding of the proposed area of study
  • the ability to present a reasoned case in English
  • the feasibility of successfully completing the project in the time available for the degree (a maximum of four years full-time or eight years part-time)
  • commitment to the subject, beyond the requirements of the degree course
  • preliminary knowledge of research techniques
  • capacity for sustained and intense work
  • reasoning ability.

Written work: Two essays, a maximum of 2,000 words each

You may submit academic essays on any subject or theme within the discipline of international relations but preferably ones that relate to your proposed area of study.

The essays may be written specially for the application or may have been produced for other purposes, for instance as a coursework submission within a previous degree programme. Essays that comprise extracts or excerpted sections from longer pieces are acceptable but should be prefaced with a brief note that places them in context.

The word count does not need to include any bibliography or brief references. All written work should be in English.

This will be assessed for understanding of the subject area; understanding of problems in the area; ability to construct and defend an argument; powers of analysis; and powers of expression.
