Prime minister Narendra Modi on Thursday awarded the winners of the CBSE-CVC essay writing competition organised by the Central Board of Secondary Education (CBSE) in collaboration with the Central Vigilance Commission from October 3 to 11, 2022.

The competition was organised in CBSE affiliated schools all over the country and around 7.65 lakh students participated in the said event.(Handout)

The topic was “Bhrastachar Mukt Bharat - Viksit Bharat” i.e Corruption free India- Developed India.

The Prime Minister awarded 5 students who were declared the winners of the competition.

The award ceremony was held at Vigyan Bhawan on the occasion of Vigilance Awareness week.

Chairperson CBSE Smt. Nidhi Chibber and Secretary CBSE Shri Anurag Tripathi also attended the award ceremony.

Prime Minister felicitates winners of CBSE CVC essay writing competition 2022

Over 7 lakh students participated in the CBSE CVC essay writing competition out of which 5 students were awarded as winners.

NEW DELHI: Central Board of Secondary Education (CBSE) in collaboration with central vigilance commission organised an essay writing competition from October 3 to 11, 2022. The competition was held in CBSE affiliated schools all over the country.

A total of 7.65 lakh students participated in the competition. Out of these, only 5 students became the winners of the competition and were felicitated by prime minster Narendra Modi. The ceremony was held at Vigyan Bhawan on the occasion of vigilance awareness week. The theme of the competition was- "c orruption free India - a developed India".

The Programme was attended by CBSE chairperson, Nidhi Chibber and CBSE secretary Anurag Tripathi.

The winners of the CBSE central vigilance commission essay writing competition 2022 were from all over the country. Coming in at the first place was Askhat Pandey from Little World School, Tilwara, Jabalpur, MP. The second place at the competition went to Yashvi Daddha from St. Anne's Sr. Sec. School, Jodhpur. The third position went to Anjali Sinha from U rsuline Convent Senior Secondary School, Greater Noida.

While in the first place was Siri Konda from TVS School, Hirehalli Tumkur, Karnataka. Lastly, in fifth place was Sania Dekari from - Budding Buds Senior Secondary School Tinsukia Assam. The competition saw participants from all across India.

Prime Minister Narendra Modi announced the winners of the CBSE-CVC essay writing competition, which will be held from October 3 to 11, 2022, by the Central Board of Secondary Education (CBSE) in partnership with the Central Vigilance Commission. The theme was "Bhrastachar Mukt Bharat - Viksit Bharat," which translates as "Corruption-Free India-Developed India."

The tournament was held at CBSE affiliated schools across the country, and around 7.65 lakh children took part.

The Prime Minister presented awards to five pupils who were named competition winners. On the occasion of Vigilance Awareness Week, the award ceremony was conducted at Vigyan Bhawan. The award event was also attended by CBSE Chairperson Smt. Nidhi Chibber and CBSE Secretary Shri Anurag Tripathi. The CBSE-CVC Essay Writing Competition 2022 winners are: 1. CBSE, Central Vigilance Commission To Hold Essay Competition For School Students

The Central Board of Secondary Education (CBSE) in collaboration with the Central Vigilance Commission (CVC) is organising an essay writing competition. The CBSE-CVC essay competition is for the students of Classes 10 to 12. The topic of the essay is 'Corruption Free India for a Developed Nation'. The competition will be first held at school level between October 3 and October 10 and one best entry will be sent to cbseit.in/cbse/2022/cvc. The word limit for the essay is 500-600 words and the essay has to be written either in English or in Hindi. The entries must have the names of students, mobile numbers and email addresses, among others.

One of the most important aims of education, a CBSE statement said while announcing the essay competition, is to inculcate values among students so that they develop into responsible and committed citizens to contribute in nation-building. In order to create awareness among school students, CBSE in collaboration with CVC has decided to organise essay writing competition on the occasion of Vigilance Awareness Week 2022, it added.

CBSE-CVC Essay Competition: How Will The Evaluation Be Done

The three best entries at school level will be appropriately honoured at school level by the school itself during the Vigilance Awareness Week.

The first best entry will be uploaded by the school at the CBSE portal given above.

The best entries uploaded by schools will be evaluated at the CBSE regional level and three best entries will be selected from each CBSE Region.

The three best entries from each CBSE region will be evaluated at the national level.

These three best entries will be appropriately honoured at the CBSE regional level.

The five best entries selected at the national level will be submitted to CVC and shall be honoured at New Delhi. Details will be informed in due course.

Originality of ideas and intellectual honesty should be thrust areas for evaluation.

Overview:  The fourth annual Experience Japan National Level Essay Writing Competition  has drawn to a successful close, marking another milestone in the event’s illustrious journey. Since its inception in 2021, amidst the global upheaval caused by the coronavirus pandemic, the competition has steadfastly pursued its mission to enrich students’ understanding of Japanese culture and fortify the bonds of friendship and cooperation between India and Japan.

This Year’s Event:  The 2024 edition of the competition commenced on April 1st , with the registration and submission portal welcoming entries until May 7th . The response was nothing short of extraordinary, with 2,749 applications  pouring in from 199 schools  across India and Oman. Of these, 2,298  were validated with official participation IDs, setting the stage for a vibrant contest of ideas and expression.

Categories and Topics:   The competition was segmented into three categories, each with its own set of topics and word limits:

Category 1: Primary (Grade 4 – Grade 5)  

Topic:  भारतीयों के बीच जापानी एनिमेशन की लोकप्रियता (Popularity of Japanese Animation among Indians)

Word Limit:  250-350

Total Entries:  514

Award Winners:  9

Category 2: Junior (Grade 6 – Grade 8)  

Topic:  जापान: सस्ंकृति और परंपरा की एक चित्र यवनिका (Japan: A Tapestry of Culture and Tradition)

Word Limit:  400-500

Total Entries:  897

Category 3: Senior (Grade 9 – Grade 12)  

Topic:  भारतीय अर्थव्यवस्था के विकास में जापान का योगदान (Contribution of Japan in the growth of Indian Economy)

Word Limit:  500-700

Total Entries:  887

Judging Process:  The jury, tasked with the formidable challenge of assessing the essays, embarked on a three-level checking process  on May 11, 2024 , concluded on June 2, 2024 . This meticulous evaluation was designed to ensure fairness and a comprehensive review of the participants’ scholarly research and eloquent writing.

Results and Recognition:  The results from the final level of checking have now been finalized, heralding the end of a journey that has tested the participants’ intellect and creativity. In honor of their achievements, certificates and awards will be distributed to the winners’ respective schools in the last week of June .

School authorities are requested to oversee the distribution of these accolades and to document the occasion by submitting photographs of the award ceremony to [email protected] .

  • We will organize essay writing competition at school level during school hours under the supervision/ invigilation of school teachers on the above topic any day either on 06:10:2022 or on 07.10.2022. Students of classes 10th to 12th can participate in this Competition.

🔹Word limit : 500-600 words

🔹Duration of Essay Competition at school: 1 hr

🔹Language: ह दिं ी (Hindi) or English

🔹The entries must have the required information i.e. Topic, Name of Student, Father’s Name, Class, Mobile Number, Email Address as per Annexure A.

🔺Timeline- 🔹Competition at school level 🔹Evaluation at school level 🔹Uploading the 01 best entry by school on CBSE – CVC Essay Writing Competition Portal at https://cbseit.in/cbse/2022/cvc All to happen between 4th to 10th October.

🔺Submission/ Uploading by Schools: 06.10.2022 to 10.10.2022

🔺As soon as the essay competition is conducted at school level, schools will evaluate the entries and upload the one best entry (pdf) on CBSE portal at the given link https://cbseit.in/cbse/2022/cvc.

🔺Schools will also fill in the data of student participation in the above portal.

🔺Evaluation: 🔹The three best entries at school level will be appropriately honoured at school level by the school itself during the Vigilance Awareness Week. 🔹The first best entry will be uploaded by the school at the CBSE portal given above. 🔹The best entries uploaded by schools will be evaluated at the CBSE regional level and three best entries will be selected from each CBSE Region. 🔹The three best entries from each CBSE region will be evaluated at the national level. These three best entries will be appropriately honoured at the CBSE regional level. 🔹The five best entries selected at the national level will be submitted to CVC and shall be honoured at New Delhi. Details will be informed in due course. 🔹Rubrics for evaluation are given at Annexure B. 🔹Originality of ideas and intellectual honesty should be thrust areas for evaluation. Plagiarism of any kind detected at any level will attract disqualification.

This year’s International Essay Competition saw over 1000 entries from as many as 50 different countries around the world. The judging panel have thoroughly enjoyed reading your responses to the wide range of engaging and challenging questions on offer in each category. The team at Avernus Education have found it an extremely rewarding process to discuss your ideas and essays with so many of you during the writing process, and undoubtedly it has allowed participants to further their academic passion and explore a subject beyond the classroom.

Originality of expression.

  • Fresh, distinctive approach, it is highly imaginative or creative. – 4 Marks
  • Conveys some creative, imaginative, or insightful ideas beyond the commonplace. – 3 Marks
  • Reflects few creative, substantive, or imaginative ideas out of the ordinary. – 2 Marks
  • Communicates no substantive or imaginative ideas and is unremarkable. – 1 Mark.

Presentation

  • The expression is highly impressive and the content is very well organized. – 4 Marks
  • Fluent Expression and the content is well organized. – 3 Marks
  • The message is sometimes difficult to follow and the content is fairly well organized. – 2 Marks
  • The message cannot be understood and the content is poorly organized. – 1 Mark.
  • Arguments are very well supported (with insightful examples, arguments, and details). The essay includes quotes/passages from the text and a strong analysis of their significance. – 4 Marks
  • Arguments are well supported. The author uses specific examples, arguments, and details to support key ideas. – 3 Marks
  • Some key issues are unsupported. The main idea is clear but the supporting information is too general. – 2 Marks
  • Several key issues are unsupported. Main idea is somewhat clear but there is need for more supporting information. – 1 Mark.

Relevance to the topic

  • Information is very much relevant to the topic and cites recent examples. – 4 Marks

‘Costco, Don’t Give Up on America As a Nation of Readers’: The Week 1 Winner of Our Summer Reading Contest

For 15 years, our Summer Reading Contest has been inviting teenagers around the world to tell us what New York Times pieces get their attention and why. Up until now, students could only enter by posting short written comments, but this year we’re also allowing 90-second video responses.

That’s why this week , the first of our 10-week challenge, we’re featuring both the winning essay by Daphne Nguyen as well as our three favorite videos. Though the vast majority of the 509 submissions this time around were written, we hope to encourage more students to experiment with video.

Scroll down to see this work, along with a list of runners-up and honorable mentions. As you go, note the variety of topics that caught the eyes of these teens, including pieces about A.I., Alzheimer’s, Asian grocery chains, gardening, cockroaches, rom-coms and the saga of J. Lo and Ben Affleck.

Daphne Nguyen, 16, from San Jose, Calif., responded to a June news item, “ Costco Plans to Stop Selling Books Year-Round ,” by writing:

I like books, and I also like Costco. Like many of us, I spend time with both of them regularly. I carry a paperback so I can stop looking at my phone, even during our weekly Costco run. So I was genuinely disconcerted to read that “Costco Plans to Stop Selling Books Year-Round” and offer them only during the holiday season. I guess books are a nice gift for someone else, but not something you’d want for yourself? Or for your children? In fact, the Costco book section is thoughtfully curated for the entire shopping family. There are “My Busy Book” play sets, special C.S. Lewis box sets, and best sellers like “Fourth Wing” by Rebecca Yaros. The aisle feels fun and inviting, not dated or out of place. Costco says that books are inconvenient to sell because they have to be specially unpacked off the pallet and changed out weekly for new releases. That seems like the “it’s not you, it’s me” break-up routine. And it seems like a cop-out. They’ve got plenty of people buzzing around doing all kinds of things — what about the staffers constantly refolding clothes? Costco’s ingenuity shines with the $6 rotisserie chicken. Why not get creative with books? Put Oprah’s top picks at the check-out lines! Surprise us with cookbooks around the food aisles! What Costco stocks is what America buys. So Costco, don’t give up on America as a nation of readers, educated citizens of a democracy. And please don’t give up on books.

Central Vigilance Commission (CVC)

Central Vigilance Commission is the apex vigilance institution, free of control from any executive authority, monitoring all vigilance activity under the Central Government and advising various authorities in Central Government organizations in planning, executing, reviewing and reforming their vigilance work.

Vigilance means to ensure clean and prompt administrative action towards achieving efficiency and effectiveness of the employees in particular and the organization in general, as lack of Vigilance leans to waste, losses and economic decline.

The CVC was set up by the Government in February, 1964 on the recommendations of the Committee on Prevention of Corruption, headed by Shri K. Santhanam . In 2003, the Parliament enacted CVC Act conferring statutory status on the CVC .

The CVC is not controlled by any Ministry/Department. It is an independent body which is only responsible to the Parliament .

What are the Functions of CVC?

  • Central government
  • A whistleblower is a person, who could be an employee of a company, or a government agency, or an outsider (like media, higher government officials, or police) disclosing information to the public or some higher authority about any wrongdoing, which could be in the form of fraud, corruption, etc.
  • It is not an investigating agency . The CVC either gets the investigation done through the CBI or through chief vigilance officers (CVO) in government offices.
  • It is empowered to inquire into offences alleged to have been committed under the Prevention of Corruption Act, 1988 by certain categories of public servants.
  • Improvements and preventive measures are also suggested in report.

What is the History of CVC?

  • The functions of the SPE then were to investigate cases of bribery and corruption in transactions with the War & Supply Department of India during World War II .
  • Even after the end of the War, the need for a Central Government agency to investigate cases of bribery and corruption by Central Government employees was felt.
  • The Delhi Special Police Establishment Act was therefore brought into force in 1946.
  • The jurisdiction of SPE was extended to all the Union territories and the Act provided for its extension to States with the consent of the State Government.
  • By 1963, the SPE was authorised to investigate offences under 91 different sections of Indian Penal Code (IPC) and 16 other Central Acts besides offences under the Prevention of Corruption Act 1947 .

  • and serious crimes committed by organised gangs and professional criminals.
  • Later, it was transferred to the Ministry of Personnel and now it enjoys the status of an attached office.
  • In 1964, the Central Vigilance Commission (CVC) was set up by the Government on the recommendations of Santhanam Committee, to advise and guide Central Government agencies in the field of vigilance .
  • In this case the role of the Central Bureau of Investigation was criticised and the court directed that CVC should be given a supervisory role over CBI .

  • After enactment of CVC Act, 2003, the Commission became a multi-member body consisting of a Central Vigilance Commissioner (Chairperson) and not more than two Vigilance Commissioners (Members), to be appointed by the President.
  • This Resolution is popularly known as “Whistle Blowers” Resolution and it designated the Central Vigilance Commission as the agency to receive and act on complaints or disclosure on any allegation of corruption or misuse of office from whistle blowers.
  • The Commission has been entrusted with the responsibility of keeping the identity of the complainant secret while lodging a complaint under PIDPI Resolution, in order to provide protection to whistle blowers from victimisation .
  • The Public Interest Disclosure and Protection to Person Making the Disclosures (PIDPPMD) Bill 2010 renamed as “The Whistle Blowers’ Protection Bill, 2011” was enacted by the Central Government in Parliament as “The Whistle Blowers’ Protection Act, 2014” .
  • Through subsequent ordinances and legislations the Government has added to the functions and powers of the Commission.
  • This act has amended CVC Act, 2003 whereby the Commission has been empowered to conduct preliminary inquiry and further investigation into complaints referred by the Lokpal.
  • On the issue of overlap of jurisdiction between the CVC Act and The Lokpal and Lokayuktas Act, the Commission has communicated its suggestions to the Department-Related Parliamentary Standing Committee on Personnel, Public Grievances, Law and Justice during its examination of the Lokpal and Lokayuktas and Other Related Law (Amendment) Bill, 2014.

What is the Structure of Governance of CVC?

The Central Vigilance Commission has its own Secretariat, Chief Technical Examiners' Wing (CTE) and a wing of Commissioners for Departmental Inquiries (CDI). For investigation work, CVC has to depend on two external sources CBI and Chief Vigilance Officers (CVO).

The Central Vigilance Commission

  • Multi-member Commission consists of a Central Vigilance Commissioner (Chairperson) and not more than two Vigilance Commissioners (Member).
  • The Central Vigilance Commissioner and the Vigilance Commissioners are appointed by the President on the recommendations of a Committee consisting of the Prime Minister (Chairperson), the Minister of Home Affairs (Member) and the Leader of the Opposition in the House of the People (Member).
  • The term of office of the Central Vigilance Commissioner and the Vigilance Commissioners is four years from the date on which they enter their office or till they attain the age of 65 years, whichever is earlier .

Secretariat

  • The Secretariat consists of a Secretary, four Additional Secretaries, thirty Directors/Deputy Secretaries (including two Officers on Special Duty), four Under Secretaries and office staff.

Chief Technical Examiners' Organisation (CTEO)

  • Technical audit of construction works of Governmental organisations from a vigilance angle ; Investigation of specific cases of complaints relating to construction works;
  • Extension of assistance to CBI in their investigations involving technical matters and for evaluation of properties in Delhi;
  • and Tendering of advice /assistance to the Commission and Chief Vigilance Officers in vigilance cases involving technical matters .

  • Central Public Works Department (CPWD),
  • All India Institute of Medical Sciences (AIIMS),
  • Employees’ State Insurance Corporation (ESIC),
  • Central University of Punjab, Airports Authority of India (AAI),
  • North Delhi Municipal Corporation (NDMC),
  • Oil and Natural Gas Corporation (ONGC),
  • Bank of Baroda (BoB)

Commissioners for Departmental Inquiries (CDIs)

  • There are fourteen posts of Commissioners for Departmental Inquiries (CDI) in the Commission, 11 in the rank of Director and 03 in the rank of Deputy Secretary.
  • The CDIs function as Inquiry Officers to conduct Oral inquiries in departmental proceeding initiated against public servants .

Integrity Index Development (IID)

  • IID reflects the transparent, accountable and efficient governance of public organisations.
  • CVC has appointed the Indian Institute of Management Ahmedabad to undertake a research-based approach to create an integrity index that various organizations can use to measure themselves and which will evolve with changing needs.

What about the Investigations done by the CVC?

CVC has no investigation wing of its own as it depends on the CBI and the Chief Vigilance Officers (CVO) of central organizations, while CBI has its own investigation wing drawing its powers from Delhi Special Police Establishment Act .

Chief Vigilance Officers (CVO)

  • Vigilance administration in Departments/Organisations is headed by the Chief Vigilance Officers (CVO) and the Commission’s activities concerning inquiry or causing inquiry are supported by/ carried out through the CVOs .
  • Complaints received in the Commission are scrutinised thoroughly and wherever specific and verifiable allegations of vigilance nature are noticed, the complaints are forwarded to the CVO /CBI to conduct inquiry/investigation into the matter and report to the Commission expeditiously.
  • CVOs in all Departments/organisations are appointed after prior consultation with the Commission.

Central Bureau of Investigation (CBI)

  • The important role of CBI is prevention of corruption and maintaining integrity in administration.
  • The CVC act provides for a security of two year tenure in office for CBI Director.
  • The CVC heads the Committee for the selection of the Director of CBI and other officers of the rank of SP and above in the CBI (DSPE-An investigation wing of CBI).

CVC’s Power of Jurisdiction is Derived from which Acts?

CVC Act 2003

  • Members of All India Service serving in connection with the affairs of the Union and Group A officers of the Central Government
  • Officers of the rank of Scale V and above in the Public Sector Banks
  • Officers in Grade D and above in Reserve Bank of India, NABARD and SIDBI
  • Chief Executives and Executives on the Board and other officers of E-8 and above in Schedule ‘A’ and ‘B’ Public Sector Undertakings
  • Chief Executives and Executives on the Board and other officers of E-7 and above in Schedule ‘C’ and ‘D’ Public Sector Undertakings
  • Managers and above in General Insurance Companies
  • Senior Divisional Managers and above in Life Insurance Corporations
  • Officers drawing salary of Rs.8700/- p.m. and above on Central Government D.A. (Dearness Allowance) pattern, as on the date of the notification and as may be revised from time to time in Societies and other Local Authorities .

The Lokpal and Lokayuktas Act, 2013

  • Group 'A' officers, for which a Directorate of Inquiry for making preliminary inquiry is to be set up in the Commission.
  • The preliminary inquiry reports in such matters referred by Lokpal in respect of Group A and B officers are required to be sent to the Lokpal by the Commission .
  • The Commission is also mandated to cause further investigation (after preliminary enquiry) into such Lokpal references in respect of Group ‘C’ & ‘D’ officials and decide on further course of action against them.

The Whistleblowers Protection Act, 2014

  • to receive complaints relating to disclosure on any allegation of corruption or wilful misuse of power or wilful misuse of discretion against any public servant and to inquire or cause an inquiry into such disclosure,
  • and to provide adequate safeguards against victimisation of the person making such complaint and for matters connected therewith and incidental thereto.

What are the Recent Reforms made in CVC?

  • In April 2021, the CVC modified the guidelines pertaining to the transfer and posting of officials in the vigilance units of government organisations, restricting their tenure to three years at one place.
  • The tenure of personnel in a vigilance unit at one place including lower level functionaries, should be limited to three years only.
  • The tenure may be extended to three more years, although at a different place of posting.
  • The personnel, who have completed more than five years in vigilance units at the same place, should be shifted on top priority basis.

What are the Limitations of CVC?

  • CVC is often considered a powerless agency as it is treated as an advisory body only with no power to register criminal case against government officials or direct CBI to initiate inquiries against any officer of the level of Joint Secretary and above.
  • Although CVC is “relatively independent” in its functioning, it neither has the resources nor the power to take action on complaints of corruption .

In the recent past, India has emerged as a progressive and vibrant economy. With the rapid growth in all sectors of the economy, huge investments were made in country’s infrastructure; construction, retail and many other sectors in the government. Rapid growth in economy throws up CVCs’ challenges in the fight against the menace of corruption.

There is greater need in such times to address the shortcomings in the system of CVC.
