Internationalizing Lifestyles For Environment: Messages For G20

Sustainable consumption and lifestyles must be seen from the perspective of resource value chains that include resource extraction, manufacturing, processing, use by consumer, and disposal. Mainstream frameworks on sustainable consumption and production focus more on upstream and mid-stream components, such as resource efficiency and circular economy.

Lifecycle approaches need to consider the consumption of goods and services along with the extraction of resources, production, and disposal. Since demand, including lifestyle choices, drives supply, it is important to focus on downstream components and linkages across resource value chains. To understand the sustainability of lifestyles and consumption for G20 countries and the European Union, a composite index and indices on consumption sectors (such as food, transport, residential, and waste management) are developed in this paper. The objective of this brief is to contribute to the framing of lifestyles and sustainable consumption, as well as implications for internationalizing LiFE. We also examine the application of various instruments to promote LiFE; including policy instruments, market instruments, and social instruments. Implications for internationalizing lifestyles through G20, Global Indicator Framework for SDGs, and United Nations Framework Convention on Climate Change is then discussed.

What is Mission LiFE launched by the Prime Minister of India recently? The mantra of Mission Life is ‘Lifestyle For Environment’ to make the fight against climate change democratic, in which everyone can contribute within their capacity. Read here to know more about the mission.

Climate change and environmental degradation are global phenomena, meaning that decisions made in one region of the world affect ecosystems and communities somewhere else.

The Mission LiFE was launched by the Prime Minister of India in the presence of U.N. Secretary-General Antonio Guterres.

‘Mission LiFE’ (Lifestyle For Environment) is a new initiative for a sustainable and healthy lifestyle.

Climate change and global warming are the main challenges before the world and mankind, and Mission LiFE makes the fight against climate change democratic with the contribution of everyone in per own capacity.

Mission LiFe is a global initiative by India to help the world in its fight against climate change and lead to a sustainable way of life to achieve the sustainable development goals set by the U.N.

The idea of LiFE was introduced by India during the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow in 2021.

The idea promotes an environmentally conscious lifestyle that focuses on ‘mindful and deliberate utilization’ instead of ‘mindless and wasteful consumption.

On 5 June 2022, on World Environment Day, India furthered the vision of LiFE by launching the LiFE Global Movement, inviting academicians, researchers, and start-ups across the world to think about specific and scientific ways in which the full potential of collective action can be harnessed to address the environmental crisis.

The Mission emboldens the spirit of the P3 model, i.e., Pro Planet People, as it is premised on the basic principles of ‘Lifestyle of the planet, for the planet and by the planet’.

It advocates for the circular economy where the concept of ‘Reduce, Reuse and Recycle’ can help in striking a balance between development, economic growth, and sustainability.

Mission LiFE makes everyone trustees of the environment. A trustee is someone who does not allow indiscriminate use of resources. A trustee works as a nurturer and not as an exploiter.

Mission LiFE aims at following a three-pronged strategy for changing our collective approach toward sustainability.

  • First is by nudging individuals to practice simple yet effective environment-friendly actions in their daily lives (demand);
  • Second is by enabling industries and markets to respond swiftly to the changing demand (supply) and;
  • The third is to influence government and industrial policy to support both sustainable consumption and production (policy).

With the launch of the Mission, the prevalent “use-and-dispose” economy governed by mindless and destructive consumption will be replaced by a circular economy, defined by conscious and deliberate consumption.

Mission LiFE is designed to mobilize at least one billion Indians and other global citizens to take individual and collective action for protecting and preserving the environment in the period 2022 to 2027.

India’s commitment to Mission LiFE

Mission LiFE will action the ideas and ideals of LiFE through a mission-mode, scientific and measurable programme and demonstrate India’s commitment to walk the talk on climate change.

The annual per capita carbon footprint in the country is only about 1.5 tons, compared to the world average of 4 tons per year while India has the fourth largest capacity for renewable energy in the world.

India is ranked fourth in wind energy and fifth in solar energy.

  • India’s renewable energy capacity has increased by about 290 % in the last 7-8 years.
  • The country has also achieved the target of 40% of the electric capacity from non-fossil-fuel sources nine years ahead of the deadline.

Through the National Hydrogen Mission , India has moved towards an environment-friendly energy source. This will help India and many countries of the world to achieve their goal of a net zero carbon footprint.

India’s initiative with the International Solar Alliance proves that the country is pursuing environmentally sound policies to promote renewable energy and reduce the usage of fossil fuels.

By leading the creation of the Coalition for Disaster Resilient Infrastructure , India has conveyed its concept of environmental protection to the world. Mission LiFE is the next step in this series.

India had launched several initiatives to support the fight against climate change:

  • National Afforestation Programme (NAP)
  • National Mission for a Green India (GIM)
  • National Action Plan on Climate Change (NAPCC)
  • National Biodiversity Action Plan

Way forward

The fight against climate change goes beyond policy making and it needs wider support from individuals to the family community to protect the environment, and earth and help each other against climate-related disasters and extreme weather calamities.

The upcoming CoP 27 in Egypt presents a key political opportunity to reveal trust and accelerate action across all the pillars of the Paris agreement. With its vulnerability to climate impacts and its massive economy, India can play a critical bridging role.

And as India assumes G20 Presidency, it is an opportunity to help usher in a new era of sustainability, fully in line with its history, its culture, and its tradition.

About this report

Launched by Prime Minister Narendra Modi of India, the Lifestyle for Environment (LiFE) initiative aims to encourage the adoption of sustainable lifestyles in India and internationally to tackle the challenges of environmental degradation and climate change.

This report examines how India has integrated several policies in its energy transition strategy that are aligned with the LiFE initiative, highlighting the potential for behavioural change and consumption choices to help advance energy transitions globally.

It then analyses the impact on energy consumption, costs and emissions of measures like those proposed by the LiFE initiative, such as buying an EV or taking public transport, if they were adopted globally.

Finally, it considers how India’s first G20 Presidency could strengthen the LiFE initiative by anchoring it in the G20’s current framing of energy transitions and initiating processes to gather experience and best practices of policies and programmes that G20 members are already conducting.

Mission lifestyle for environment: Three ideas for India’s G20 presidency

The polycrisis that the world is grappling with is fundamentally different in nature from earlier crises in two ways. First, the simultaneous occurrence of interacting and interconnected crises exacerbated by climate change creates a new dynamic that is challenging; second, the human-generated crisis brought on by the pursuit of resource-intensive economic growth as an end in itself has generated inequality, environmental devastation, and social unrest, has brought the world to the brink of extinction such that we can no longer function using the ‘business as usual’ model. In order to retrieve ourselves from this unequal and unsustainable path of development it is necessary to move towards a more equitable and sustainable path of development. India has proposed the theme of Lifestyle for Environment, Resilience, and Values for Well-Being’ as a theme for the ongoing G20 Presidency and Task Force 3 has been constituted within the Think Tank 20 (T20) for the purpose. The orientation of the Task Force on bringing about changes in individual behaviour would need to be supplemented by change in the orientation and functioning of multilateral agencies at the global level. Three suggestions are made from this perspective for consideration by the T20.

1. Move from just transition to just recovery

In order to save the world from the brink of extinction, the post-Covid policy measures of national governments should go beyond attempting just transition to just recovery to ensure long-term impact. The urgent imperative is to shift to a  development paradigm that respects the core values of equity and sustainability and that views economic growth as only a means towards ensuring the well-being of people. The human development paradigm considers equity and sustainability as its core values. Equity includes both inter and intra-generational equity in the realm of choices, freedoms, and opportunities. Sustainability goes beyond the environmental dimension to include economic and social dimensions as well. Further, it adheres to the concept of strong sustainability that considers essential the preservation of ‘critical natural capital’ as opposed to the concept of weak sustainability wherein natural and physical capital are considered substitutes for each other.

There are elements of the human development approach already being used by national governments in their approach towards social sectors or in the poverty alleviation and ‘welfare’ measures being implemented. However, these tend to address the repercussions of the prevailing development paradigm rather than reversing the paradigm itself. This partial and hesitant approach must change as welfare measures cannot succeed as long as macroeconomic policies continue to be cast in the neo-liberal framework and continue to generate inequalities and unsustainable outcomes. The need is to have equity and sustainability as core values governing ‘all’ policies – monetary, fiscal, incomes, et al – so that they are characterised by a ‘redistributive ethos’ including not only intra-generational but also inter-generational considerations. This can enable the achievement of the SDGs and Agenda 2030 which is currently spluttering and weakened due to the poly crisis.

2. Transform norms adopted by multilateral agencies in assessing projects and move towards discount rates that are ‘near zero for net zero’.

Following the above, the imperatives of LiFE require that the preservation of natural capital to be the priority. For this to be a reality, at the operational level, it is essential to adopt norms and evaluation metrics that accord the preservation and restoration of such capital the highest priority. Currently, the norms used by most donors and international financial agencies in cost-benefit analysis -that is deemed to be a ‘scientific’ method for project selection and evaluation- is to use discount rates ranging between 3-7 per cent so as to reflect either the opportunity cost of capital or the social rate of discount. This induces a systemic bias towards longer-duration projects and environmental and ecological restoration is typically a process stretching over 50 years or more. It is therefore imperative that there is a broad consensus and initiative to adopt zero or near zero discount rates in order to move towards net zero greenhouse emissions for projects related to the restoration of the environment and aspects that affect LiFE.

Unlike individuals, society has the explicit responsibility of nurturing the interests of future generations. By adopting near-zero discount rates, the systemic and systematic bias against the interests of future generations is neutralised. Moreover, cost-benefit analysis is a tool that is relevant for decisions at the margin, and is not relevant for decisions concerned with the whole of society and hence needs to be revisited in the context of the current existential crisis.

While the need to adopt near-zero discount rates is imperative at all levels- local, regional and national- we emphasise the global financial institutions as the political will and the resource requirements necessary for such long-term projects are often not available at the local or national levels. There is also a ‘collective myopia’ at the lower levels that leads to a systematic bias against the selection of longer gestation projects due to the compulsions of electoral politics that encourage political parties to focus on immediate gains rather than invest in long-duration projects.

Further, as global financial institutions have the imperative to earn reasonable profits and will find it difficult to adopt this required measure without explicit agreement among member states, innovative financing options will need to be explored in terms of long-term zero-interest financing to enable countries to implement projects of immense value to society and thereby to the world at large.

3. Change the Metric of Measurement of ‘Progress’. 

‘What we value is what we measure’, the famous dictum of the Stiglitz-Fitoussi-Sen Commission, pinpoints the issue of erroneous measurement leading to undesirable consequences. As long as nations and international agencies continue to use GDP per capita as the metric for measuring ‘progress’ of a nation, there will not be a change in the way in which development is delivered. Considering that inequality and environmental degradation have been the direct by-products of the growth-oriented development paradigm pursued thus far, it is imperative if LiFE is to be made a reality, to move towards measures that reflect these values directly. Progress will need to be measured in terms of ‘Green GDP’, and adjusted for planetary pressures and inequality. The Human Development Index is already being adjusted for these two dimensions and it is essential that the core GDP measure be adjusted for these. Inequality-adjusted per capita income and planetary pressures-adjusted GDP would be a huge step forward in advancing the concept of LiFE at the global level.

Institutional backing is essential for all of the above to be a reality. India’s G20 Presidency is a huge opportunity to further these important game-changing ideas to usher in an era of well-being for all.

G20 countries are home to two-thirds of the world’s population, 85% of global GDP, 75% of international trade, and account for around 45% of coastlines and over 21% of the Exclusive Economic Zone. In this context, the collective resolve towards Environment and Climate Sustainability has been rightly recognised as a key priority under the G20, to secure a better future for our planet and people across the planet.

Under its Presidency, India is hosting the 4 th Environment and Climate Sustainability Ministerial meeting today in Chennai. Prior to the fourth and final meeting in Chennai, three meetings of the ECSWG have been held in Bengaluru, Gandhinagar and Mumbai.

The G20 nations participating in the Environment and Climate Sustainability Working Group, have shown an unwavering commitment towards achieving environmental sustainability, since the inception of the Indian Presidency. Across the three working group meetings and various inter-sessional meetings, the vision of the Narendra Modi-led Indian government, which includes the need to focus on solutions in order to address climate and environmental issues in an ambitious and decisive manner, has found resonance. The discussions held during the working group meetings focused on innovative themes and best practices for the restoration of land and maintenance of water security and aimed at fostering collaborative partnerships to combat climate change.

The G20 is a suitable platform for multilateral cooperation, bringing together the world’s major economies to collectively address the interconnected climate and environmental concerns. As a country, we have taken several pro-environment initiatives and actions. Just to list a few, India has banned single-use plastics, notified the Extended Producer Responsibility and E-Waste Management rules, achieved the ethanol blending target ahead of schedule and is working on the development of the Green Credit programme integrating the principles of LiFE into economic activities, among others. On the wildlife conservation front too, there have been notable achievements. Due to the success of Project Tiger, India, is now home to 70% of the world’s tiger population. Similarly, our nation houses 60% of the Asiatic elephant population.

Taking forward the mantra of working jointly and collectively to realise common goals on the environment and climate front, PM Modi envisioned and launched the International Solar Alliance (ISA), Coalition of Disaster Resilient Infrastructure (CDRI), Mission LiFE and the International Big Cat Alliance (IBCA).

The ECSWG meetings build on the precedence set by past presidencies. Our focus on Land Degradation, Ocean 20 Dialogue, Resource efficiency, and Water management, is a testimony to that.

By fostering collaboration among member nations, international organizations, and other stakeholders, the deliberations around Arresting Land Degradation, Accelerating Ecosystem Restoration and Enriching Biodiversity; Pursuing Sustainable and Climate-Resilient Water Resource Management; Promoting a Sustainable and Climate Resilient Blue/Ocean-based Economy and Encouraging Resource Efficiency and Circular Economy, the G20 has displayed a sense of urgency towards battling the severe environment and climate challenges that the world is facing.

During the discussions, focus was given to ways and means of addressing land degradation due to forest fires and mining. The G20 countries came together to share best practices related to the restoration of these landscapes. A compendium of the same is going to serve as a ready reckoner for all countries. Water resource management issues were discussed and the G20 countries came together to discuss sustainable water management and share best practices.

Under the theme of Blue/Ocean-based Economy, discussions have been held to evolve the High Level principles which would help countries transition to a sustainable and resilient Blue/Ocean-based Economy. The principles will guide further development of action-oriented strategies for the Blue/Ocean-based Economy that can contribute to sustainable development, poverty alleviation, and the conservation of marine ecosystems.

The concept of a circular economy is a key driver of sustainable development. India’s G20 Presidency focused on priority areas related to Steel, Extended Produce Responsibility and Circular Bio-economy, under the Resource Efficiency theme. The establishment of Resource Efficiency and Circular Economy Industry Coalition, is envisaged as a global, cross-sectoral and industry led initiative to enhance on-ground action for technical knowledge – based and financial collaboration.

Throughout the working group meeting, G20’s commitment to multilateralism and cooperation was reaffirmed. It was acknowledged that no single nation can address environmental challenges in isolation. Collaboration among member nations, international organizations, and stakeholders is crucial to achieving the larger shared goals. The concept of LiFE or ‘Lifestyle for Environment’ – promoted by the Indian Presidency was highlighted across all the priority areas identified under the ECSWG.

The outcomes from the ECSWG reflect the collective determination of G20 countries to foster partnerships, exchange best practices, and leverage collective action to tackle climate change and environmental concerns effectively.

The discussions and the outcomes represent significant milestones that can potentially be markers to measure progress on initial areas. The development of comprehensive policy frameworks integrates environmental considerations into national and international agendas. By aligning policies with our shared environmental objectives, we can drive systemic change and foster sustainable development. As trustees of the planet, we need to show our collective determination for taking decisive action that alone can safeguard the planet for future generations.

Prime Minister Shri Narendra Modi launched a global initiative ‘Lifestyle for the Environment – LiFE Movement’ today via video conference. The launch will initiate ‘LiFE Global Call for Papers’ inviting ideas and suggestions from academics, universities & research institutions etc to influence and persuade individuals, communities and organisations across the world to adopt an environment-conscious lifestyle.

Addressing the gathering, the Prime Minister said that today is an apt day for the launch of the global initiative ‘Lifestyle for the Environment – LiFE Movement’. He said we begin the LiFE – Lifestyle For Environment Movement. He stressed the need of the hour to solve the challenge faced by our planet using human-centric, collective efforts and robust action that further sustainable development.

The Prime Minister reminded the gathering that this global initiative was proposed by him at COP26 last year. He added that the vision of LiFE is to live a lifestyle that is in tune with our planet and does not harm it. And those who live such a lifestyle are called “Pro-Planet People”. Mission LiFE borrows from the past, operates in the present and focuses on the future. Reduce, Reuse and Recycle are the concepts woven into our life. The Circular Economy has been an integral part of our culture and lifestyle.

The Prime Minister said that thanks to 1.3 billion Indians in the country he was able to do many good things for the environment in our country. He added that India’s forest cover is increasing and so is the population of lions, tigers, leopards, elephants and rhinos. He said that India’s commitment to reach 40% of installed electric capacity from non-fossil fuel-based sources has been achieved, 9 years ahead of schedule. The target of 10% ethanol blending in petrol has been achieved 5 months ahead of the November 2022 target. This is a major accomplishment given that blending was hardly 1.5% in 2013-14 and 5% in 2019-20. He said renewable energy has a very high focus in the government. Way ahead, he said, is all about innovation and openness. When technology and tradition mix, the vision of life will be taken further.

The Prime Minister recalled that Mahatma Gandhi talked about a zero-carbon lifestyle. In our daily life choices, let us pick the most sustainable options, he said. He urged the gathering to follow the principle of reuse, reduce and recycle. Our planet is one but our efforts have to be many – One earth, many efforts. “India stands ready to support any effort for a better environment and to further global wellness. Our track record speaks for itself,” he concluded.

The programme also witnessed the participation of Mr Bill Gates, Co-Chairman of Bill & Melinda Gates Foundation; Lord Nicholas Stern, Climate Economist; Prof. Cass Sunstein, author of Nudge Theory; Mr Aniruddha Dasgupta, CEO and President of World Resources Institute; Ms Inger Andersen, UNEP Global Head; Mr Achim Steiner, UNDP Global Head and Mr David Malpass, World Bank President, among others. Union Minister, Shri Bhupendra Yadav, and CEO NITI Shri Amitabh Kanth were among those present on the occasion.

Mr Bill Gates, Co-Chairman of the Bill & Melinda Gates Foundation said that he was inspired by India’s leadership and efforts to curb rising emissions. “I am excited to learn about the LiFE movement and its potential to draw in the full power of collective action. To eliminate greenhouse gases we need innovative technologies and participation from all. Ensuring that these innovative technologies are widely adopted will not only require large investments and partnerships between private and public sectors but also demands from individuals. Individual actions will send market signals that will encourage governments and businesses to invest in these innovations and create the breakthroughs we need”, he said. Mr Gates said “I congratulate Prime Minister Modi for taking a lead on this global initiative of citizen action to promote pro-climate behaviours. Together we can build a green industrial revolution”. He continued “The necessity for collective global action to address climate change has never been greater and India’s role and leadership are crucial in ensuring that we reach our climate goals.”

Prof. Cass Sunstein, author of Nudge Theory said that India and the Prime Minister have been the world leaders with respect to environmental protection and climate change and human behaviour and ‘many of us are looking at India for inspiration and ideas. The Professor spoke about the EAST framework of behaviour change. EAST stands for Easy, Attractive, Social and Timely. He added a new letter ‘F’ to the framework to make it FEAST. F is for Fun and he said that pro-environment activities are often fun and India has shown this in recent times.

Ms Inger Andersen, UNEP Global Head also spoke on the occasion and welcomed the launch of LiFE by the Prime Minister. “With more than 1 billion people, and home to a thriving generation of innovation and entrepreneurship, India is central to global environmental action”, she said.

Mr Achim Steiner, UNDP Global Head said that countries like India are serving as kinetic energy behind the decisive climate action on the world stage. That includes its work through cutting edge initiatives like International Solar Alliance and Coalition for Disaster Resilient Infrastructure and One Sun One World One Grid.

Mr Aniruddha Dasgupta, CEO and President of World Resources Institute also thanked the Prime Minister for a much needed global movement and conversation on how we live, how we consume and how we take care of the planet.

Lord Nicholas Stern, Climate Economist recalled Prime MInister’s landmark speech at CoP 26 at Glasgow to set out an inspiring vision of a new path of development. ‘It would be the development and growth story of the 21st century both in raising the living standards of the communities and saving the future of our future generations.

Mr David Malpass, World Bank President recalled the words of Indian scriptures on the centrality of the environment in the Indian ethos. He remembered seeing this urgency while working with the Prime Minister on Civil Service capacity building in Gujarat in 2019. He also praised India’s local initiatives like POSHAN, ASHA, and Swachh Bharat people helping in financial inclusion and localising the initiative.

The idea of LiFE was introduced by the Prime Minister during the 26th United Nations Climate Change Conference of the Parties (COP26) in Glasgow last year. The idea promotes an environment-conscious lifestyle that focuses on ‘mindful and deliberate utilisation’ instead of ‘mindless and destructive consumption.

Then we must invest more in a whole-of-government and whole-of-society behavior change. India’s Lifestyle for Environment (LiFE) initiative is one shining example.

We need to strengthen public, private and civil society partnerships, scale up inclusive and circular economy approaches and ensure more sustainable forms of production and consumption.

Through initiatives such as LiFE and its guiding principles, countries can integrate circular economy principles into national and sectoral plans, create green and decent jobs, and accelerate Nature-positive, low-pollution and climate-resilient development, reducing poverty, inequality and fragility.

UNDP is pleased to work closely with the Government of India to implement the Principles on Lifestyle for Sustainable Development at the national and global levels. This includes efforts to integrate these principles into UNDP’s support to NDCs through its Climate Promise and into UNDP’s support to National Biodiversity Strategies and Action Plans (NBSAP) through its Nature Pledge.

We look forward to working together to turn high-ambition commitments into high-impact actions for One Earth, One Family and One Future.

Lifestyle for Environment (LiFE)

On the occasion of the UN Climate Change Conference (UNFCCC COP26), Hon’ble Prime Minister Narendra Modi introduced the mission of “LiFE (Lifestyle for the Environment)” to engage individuals in mitigating the adverse effects of climate change.

This initiative encourages a lifestyle that focuses on mindful and deliberate utilization of resources and aims to change the present 'use and dispose of' consumption habits. The idea behind is to encourage individuals to adopt simple changes in their daily life that can contribute to climate change.

Another part of the LiFE mission is to use the strength of social networks to bring a change in the climate landscape. The mission also plans to create a global army of environment enthusiasts who shall be known as ‘Pro-Planet People’, committed to adopting and promoting environment-friendly lifestyles.

Following are areas that are grouped under the three pillars of LiFE

Focus on Individual Behaviours

Awareness about the harmful effects of single-use plastic; knowledge about sustainable modes of transportation such as bicycles, e-bikes, e-cars; consciousness about wastage of water; knowledge about environment related labels (organic, plastic-free, no harm, energy star labels, etc.); consumption habits and making them greener – assessing personal carbon footprint; use of natural energy (wind energy, solar power, hydraulic energy); knowledge about conscious dressing (giving up leather, fur, animal tested products) etc.

Co-create Globally

Scalable ideas for change on a global level. For example, knowledge about adverse impacts of carbon-polluting industries, awareness about planet-friendly investments, implementing smart energy consumption etc.

Leverage Local Cultures

Awareness about community gardens, knowledge about creating products from waste, literacy about clothes recycling, importance of urban farming (hydroponics farming), reducing food wastage, community strengthening activities, environment lessons to be taught at education institutions, youth involvement etc.

The Group of Twenty, also known as G20, is an international platform for economic cooperation. The presidency of G20 for the year 2024 is handed over to Brazil, which will be held on 18 and 19 November 2024 in Rio De Janeiro. In 2023, the 20 summit was headed by India.

Moreover, after discussing establishing the G20 summit, the Group of Twenty was founded in 1999. It was established in the wake of the Asian Financial Crisis.G20 is a platform in which the Central Bank Governors and the Finance Ministers of many countries participate in the summit to discuss financial and economic issues worldwide.

The G20 summit is held once every year under the leadership of the presidency, which is rotated among all the participating countries. The G20 comprises 19 countries in the current situation. The participating countries are as follows Indonesia, Argentina, Canada, Australia, Japan, Mexico, South Africa, United Kingdom, Türkiye, the United States, the Republic of Korea, Australia, China,  Germany, France, Saudi Arabia, Brazil, Russia, Italy and the European Union. In terms of GDP, 85% of the world GDP is represented by the G20 members. Along with this, global trade of over 75% is also done by the G20 members. The various G20 summits held in the previous years have been stated below:

  • The First Summit was held in the year 2008 and was hosted by the US in Washington.
  • The Second Summit was held in April 2009 and was held in London.
  • The Third Summit was held in September 2009 in Pittsburgh.
  • The Fourth Summit was held in June 2010 in Toronto.
  • The Fifth Summit was held in November 2010 in Seoul.
  • The Sixth Summit of G20 was held in November 2011 in Cannes.
  • The Seventh Summit of G20 was held in June 2012 in Mexico.

The summits mentioned above are the G20 summit held in 2012. However, after 2012 also, the G20 summit was held every year. The 2023 G20 summit will be held in India and this will be the 18th G20 summit. The 17th G20 summit was held in Bali, i.e. the G20 summit 2022.

As we have mentioned earlier, this year the G20 summit will be held in India. The theme of the G20 Summit 2023 will be ‘One Earth · One Family · One Future’ or ‘Vasudhaiva Kutumbakam’.The inspiration for the theme is the ancient Sanskrit text i.e., Maha Upanishad. The theme indicates the importance of life for every creature present on the earth. The objective of the G20 Summit 2023 is as follows:

  • To discuss the policies regarding global economic stability as well as sustainable growth.
  • To discuss the crisis of the climate.
  • Apart from this, the G20 members are expected to discuss the recovery of many nations from the recent pandemic and the impact of the pandemic on jobs.
  • Discussing the Ukraine-Russia Conflict.

Excellencies, colleagues, and friends.

My sincere thanks to India for warmly hosting us in the beautiful city of Chennai and for providing global leadership during the country’s Presidency of the G20.

With control of 84 per cent of the global economy, G20 nations are the world’s driving force for development and growth. This is a good thing. However, while acknowledging the diversity and different development paths within G20 nations, this strength and influence also makes the bloc largely responsible for many of the environmental issues facing the world today.

Unsustainable production and consumption patterns in the G20 are driving the three environmental planetary crises: the crisis of climate change, the crisis of nature and biodiversity loss, and the crisis of pollution and waste. This is indisputable.

Now, the G20 faces a choice. Lead the world down the same high-carbon, resource-hungry path that is threatening to undermine the many gains the G20 has brought and cripple the Sustainable Development Goals. Or lead the world down a new, better path that brings the world into harmony with nature.

By endorsing the high-level principles on Lifestyles for Sustainable Development under the development track, this cycle and the Indian presidency has shown that the G20 is embracing the latter path. My thanks to the Indian Presidency for its commitment.

There are, of course, many areas in which the G20 can lead as it follows the brighter path for humanity it is increasingly committed to. But let us focus on the three themes of this session, which are also UNEP priority areas.

First, climate change.

Climate action is the great unifier. Climate change drives desertification, biodiversity loss, food insecurity, poor human health, water scarcity and overall societal insecurity spurring conflict, strife and so much more. So, if the G20 legislates to make zero-carbon choices the norm – in everything from green and efficient energy and transport to nature-based solutions – the whole sustainable development agenda advances. I ask G20 countries to lead with ambitious climate action plans to reduce emissions and protect vulnerable communities from disasters. Plans that are backed with large-scale investment in domestic solutions and financial mechanisms that support developing countries.

Second, the blue economy.

Healthy and resilient marine and coastal ecosystems are fundamental to sustainable development. But climate change is warming and acidifying oceans, threatening mass species extinction. Climate action is clearly essential to protect the oceans. We also need to look at everything from sustainable fisheries to boosting ocean ecosystems in the restoration agenda. I commend India’s leadership on the blue agenda in its Presidency and the efforts of G20 in developing High-Level Principles for a Sustainable and Resilient Blue/Ocean-based Economy. And I also ask the G20 to do more to ensure the blue world supports humanity for centuries to come.

Third, resource efficiency and circular economy.

As India’s LiFE initiative makes clear, how humanity produces and consumes resources is a major driver of environmental crises. Plastic pollution is a perfect example. This pollution is harming biodiversity. Driving climate change. Damaging human health.

We now have an Intergovernmental Negotiating Committee working on a deal to end plastic pollution. This deal, due by 2024, must be nothing less than a complete redesign of products, packaging and the system – to reduce the amount of virgin plastic used and circulate what remains in the economy. The G20 is engaging with this process. However, I ask G20 nations and businesses to get ahead of the game and start innovating on product design and business models now.

There are many other action areas, from transforming food systems to integrating nature into decision making. UNEP is, of course, here to support the G20 with science and know-how to make progress in all these action areas. I look forward to working with the Brazilian Presidency as we head towards the sixth United Nations Environment Assembly – at which many decisions will be taken on pressing environmental issues of concern.

But I ask G20 nations not to wait for the next meeting, or agreement or crisis. I ask the G20 to act with urgency to secure their own long-term prosperity. To flex its financial muscle to move investments into low-carbon, nature-positive economic models. To support less-wealthy nations to address the environmental crises facing the world. And to play a leading role in a just transition to a world of peace, prosperity and harmony with nature.

Environmental degradation and climate change are global phenomena where actions in one part of the world impact ecosystems and populations across the globe. Estimates suggest that if requisite action is not taken against the changing environment, approximately 3 billion people globally could experience chronic water scarcity. The global economy could lose up to 18% of GDP by 2050.

Over the last two decades, several macro measures have been implemented globally to address environmental degradation and climate change, including policy reforms, economic incentives and regulations. Despite their enormous potential, actions required at the level of individuals, communities and institutions have received limited attention.

Changing individual and community behaviour alone can make a significant dent in the environmental and climate crises. According to the United Nations Environment Programme (UNEP), if one billion people out of the global population of eight billion adopt environment-friendly behaviours in their daily lives, global carbon emissions could drop by approximately 20 per cent.

In this context, the concept of ‘Lifestyle for the Environment (LiFE) was introduced by Prime Minister Narendra Modi at COP26 in Glasgow on 1st November 2021, calling upon the global community of individuals and institutions to drive LiFE as an international mass movement towards “mindful and deliberate utilisation, instead of mindless and destructive consumption” to protect and preserve the environment. LiFE puts individual and collective duty on everyone to live a life that is in tune with Earth and does not harm it. Those who practice such a lifestyle are recognised as Pro Planet People under LiFE.

Changing our lifestyle, however, is not easy. Our habits are deeply ingrained in our daily lives and are continually reinforced through several elements of our environment. Translating our intention to do good for the environment is not always easy to translate into action. However, it is not impossible. By taking one action at a time and making one change daily, we can change our lifestyle and inculcate long-term environment-friendly habits. Studies suggest that practising an action for a minimum of 21 days helps make it a habit.

In that context, the LiFE 21-Day Challenge is launched to enable Indians to take one simple environment-friendly action per day for 21 days and eventually develop an environment-friendly lifestyle. It is a challenge to change one small thing in your life daily and become Pro Planet People.
