जिन्हें राशन कार्ड कहा जाता है. ग्राम पंचायत मुख्यालय पर बनने वाला यह राशन कार्ड जरूरतमंद लोगों के लिए बेहद उपयोगी दस्तावेज है.

साथ ही द्वारा दी जा रही सब्सिडी दर तथा अन्य  पहचान सम्बन्धी दस्तावेजों में राशनकार्ड कारगर विकल्प है. यहाँ आपकों राशन कार्ड बनवाने के लिए किस तरह प्रार्थना पत्र  (Application) दिया जाता है. उसके फोर्मेट के बारे में बता रहे है.

राशन कार्ड प्राप्‍त करने के लिए आपको क्‍या करने की आवश्‍यकता है? (ration card document required)

यदि आप किसी ग्राम पंचायत मुख्यालय द्वारा राशन कार्ड प्राप्त करने के लिए आवेदन फॉर्म लेते है. तो इस फॉर्म में भरी गई जानकारी के साथ आपकों निम्नलिखित दस्तावेज की फोटोकॉपी सलग्न करनी होगी.

• परिवार के मुखिया का पासपोर्ट साइज फोटो
• पहले से राशन कार्ड यदि कोई हो तो उसे बंद करने का प्रमाण पत्र
• अपने निवास स्थान का प्रमाण अथवा उस स्थान पर रहने वाले दो व्यक्तियों की गवाही

[ सरकारी नियमों के मुताबिक़ आवेदन की तारीख के 15 दिन में ग्राम पंचायत द्वारा राशनकार्ड जारी किया जाता है . किसी मूलभूत जानकारी में सुधार के लिए पंचायत के कार्यालय में संशोधन के लिए अर्जी दे सकते है.

जिन लोगों के पास राशन कार्ड उपलब्ध है उन्हें हर महीने गवर्नमेंट की तरफ से सरकारी गल्ले की दुकान से सस्ती दरों पर राशन की प्राप्ति होती है। कोरोना काल में भी गवर्नमेंट के द्वारा निशुल्क राशन कार्ड धारकों को गेहूं, चावल, रिफाइंड तेल और चना तथा नमक बांटा गया था, जो इस बात को दर्शाता है कि राशन कार्ड की वजह से भारत में करोड़ों लोगों का पेट भर रहा है।

राशन कार्ड बनवाने की प्रक्रिया ऑफलाइन भी है और ऑनलाइन भी है। कई बार राशन कार्ड में हमें संशोधन करवाने की जरूरत पड़ती है और कई बार हमें उसमें नए नाम को जुड़वाने की आवश्यकता पड़ती है.

• एप्लीकेशन में आपको यह भी बताना है कि आप राशनकार्ड से किसी पर्टिकुलर व्यक्ति का नाम क्यों कटवाना चाहते हैं। उदाहरण के तौर पर आप मृत्यु, विवाह या दूसरे कारण दे सकते हैं,

साथ ही आपको कुछ जरूरी डॉक्यूमेंट भी एप्लीकेशन के साथ अटैच कर देने हैं जैसे की शादी का सर्टिफिकेट, मृत्यु का सर्टिफिकेट इत्यादि।

राशन कार्ड से नाम हटाने का कारण

किसी भी व्यक्ति के द्वारा जब राशनकार्ड से किसी व्यक्ति के नाम को कटवाया जाता है तब उसके पीछे कोई ना कोई कारण आवश्यक होता है। नीचे कुछ सामान्य ऐसे कारणों का जिक्र हम कर रहे हैं जिसकी वजह से राशन कार्ड में से नाम को कटवाया जाता है।

• किसी व्यक्ति की मृत्यु होना 

अगर किसी ऐसे व्यक्ति का नाम राशन कार्ड में शामिल है, जिसकी अब मृत्यु हो चुकी है तो ऐसी अवस्था में परिवार के मुखिया के द्वारा राशन कार्ड में उसके नाम को कटवाया जाता है।

इसके लिए उसे एप्लीकेशन फॉर्म भरना पड़ता है और उसे ले जाकर के राशन कार्ड ऑफिस में जमा करना पड़ता है, साथ ही मृत्यु को प्राप्त हो चुके व्यक्ति की डेथ सर्टिफिकेट को भी जमा करना होता है। इसके बाद आवश्यक कार्रवाई कर के राशन कार्ड के नाम को काट दिया जाता है।

• शादी हो जाने पर 

अगर किसी ऐसी महिला का नाम राशनकार्ड में शामिल है, जिसकी अब शादी हो चुकी है तो इसके लिए भी महिला के पिता को अपने राशन कार्ड में से महिला के नाम को कटवाना पड़ता है, क्योंकि महिला की शादी जब हो जाती है तब उसके ससुराल में उसके पति का जो राशन कार्ड है,

उसमें उस महिला के नाम को डलवाना होता है। यही वजह है कि महिला के पिता के द्वारा एप्लीकेशन लिखकर के उसमें शादी का कारण बताकर के राशनकार्ड से महिला के नाम को कटवा दिया जाता है। इसके लिए मैरिज सर्टिफिकेट प्रस्तुत करना होता है।

• अन्य स्थिति

अन्य स्थिति में ऐसा भी हो सकता है कि कोई व्यक्ति अपने परिवार से अलग रहता हो या फिर वह अपने अपने पिता से अलग रहना चाहता हो। ऐसी अवस्था में राशन कार्ड से नाम कटवाया जाता है।

इसके साथ ही किसी व्यक्ति को अगर एक ही स्थान से किसी दूसरे स्थान में जाना है तो यह भी राशनकार्ड से नाम कटवाने की वजह हो सकती है। इस प्रकार की स्थिति में एप्लीकेशन फॉर्म और ट्रांसफर सर्टिफिकेट को AFSO ऑफिस में जमा करना होता है।

राशनकार्ड से नाम हटाने हेतु दस्तावेज

राशन कार्ड से नाम को कटवाने के लिए अथवा राशन कार्ड से नाम को हटाने के लिए आपको नीचे दिए गए दस्तावेज की आवश्यकता पड़ेगी।

• किसी लड़की की अगर शादी हो गई है तो इसके लिए मैरिज सर्टिफिकेट की आवश्यकता पड़ेगी।

• किसी व्यक्ति की अगर मृत्यु हो गई है तो इसके लिए उसके मृत्यु सर्टिफिकेट की आवश्यकता पड़ेगी।

• एक जगह से दूसरी जगह जाने की अवस्था में शपथ पत्र तथा ट्रांसफर सर्टिफिकेट की आवश्यकता पड़ेगी।

• राशनकार्ड का जो मुखिया है उसकी पासपोर्ट साइज की फोटो की आवश्यकता पड़ेगी।

• सिग्नेचर या फिर अंगूठे के निशान की भी आवश्यकता पड़ेगी।

ऑनलाइन राशन कार्ड से नाम कैसे हटाए?

भारत के लगभग तमाम राज्यों में गवर्नमेंट के द्वारा राशन कार्ड धारकों को सस्ती दरों पर अनाज दिया जाता है। फिलहाल नीचे हम आपको राशनकार्ड में से नाम हटवाने की ऑनलाइन प्रक्रिया बता रहे हैं। यह प्रक्रिया राजस्थान राज्य के लिए है।

1: अगर आपका राशन कार्ड राजस्थान राज्य का है और आप अपने राशन कार्ड में से किसी व्यक्ति के नाम को हटाना चाहते हैं तो इसके लिए आपको नीचे दिए गए लिंक पर क्लिक करना है।

लिंक पर क्लिक करने के पश्चात आप एक ऑफिशियल वेबसाइट पर चले जाएंगे, जहां पर आपको सर्विस ऑप्शन में से utility वाले ऑप्शन को ढूंढ करके उस पर क्लिक करना है।

2: अब आपकी स्क्रीन पर एक पेज आएगा जिसमें एक बॉक्स होगा। उसके अंदर आपको 

Ration Card Deletion of Name टाइप करके क्लिक कर देना है, जिसके बाद आप rrcc.raj.nic.in वेबसाइट पर पहुंच जाएंगे। वेबसाइट पर पहुंचने के पश्चात आपको सिलेक्ट ऑफिस का सिलेक्शन करके continue बटन दबानी है।

3: अब आपकी स्क्रीन पर एक एप्लीकेशन फॉर्म ओपन होकर के आएगा, जहां पर निश्चित जगह में आपको अपने राशन कार्ड के नंबर को डालना है और तत्पश्चात search ration card ऑप्शन को दबाना है, जिसके बाद आपकी स्क्रीन पर आपके राशन कार्ड की पूरी इंफॉर्मेशन प्रस्तुत हो जाएगी।

4: अब आपको अपनी स्क्रीन पर submit वाली बटन दिखाई दे रही होगी। आपको उस बटन पर क्लिक करना है, जिसके पश्चात आपकी स्क्रीन पर एक एप्लीकेशन फॉर्म आएगा, जिसमें आपको दिए हुए पॉइंट का सिलेक्शन करना है।

5: अब आपकी स्क्रीन पर राशन कार्ड में जितने भी मेंबर का नाम ऐड है, उनका नाम आ जाएगा, साथ ही मेंबर के नाम के आगे आपको delete की बटन भी दिखाई देगी।

6: अब जिस मेंबर के नाम को आप मिटाना चाहते हैं उसके सामने दिखाई दे रहे डिलीट वाली बटन पर आपको क्लिक करना है। अब आपको रीजन फॉर सरेंडर का कारण बताना है।

7: अब आपको संबंधित डॉक्यूमेंट को अपलोड कर देना है और उसके बाद आपको डॉक्यूमेंट को वेरीफाई करने के पश्चात genrate token & send to process वाली बटन पर क्लिक करना है। ऐसा करने पर राशन कार्ड में से व्यक्ति का नाम कट जाएगा।

राशन कार्ड भारत सरकार की तरफ से जारी किया जाने वाला एक महत्वपूर्ण दस्तावेज है, जिसके माध्यम से सरकार लोगों को उचित दाम में राशन उपलब्ध कराती है. इसकी शुरुआत सन 1940 में हुई थी. राशन कार्ड को राज्य सरकार की तरफ से जारी किया जाता है और इसका इस्तेमाल पहचानपत्र के रूप में भी किया जाता है., राशन कार्ड क्या है , राशन कार्ड की शुरुआत कब हुई .

चार रंगों में होते हैं राशन कार्ड

• नीला और पीला - यह गरीबी रेखा के नीचे रहने वाले परिवारों को मिलता है. कई राज्यों में इसका रंग पीला या हरा भी होता है. ग्रामीण इलाकों में रहने वाले लोगों की प्रति वर्ष आय 6400 रुपये और शहरी इलाकों में प्रति वर्ष आय 11,850 रुपये से ज्यादा नहीं होनी चाहिए. कार्ड धारकों को सब्सिडी पर राशन दिया जाता है.
• गुलाबी - यह उन परिवारों को दिया जाता है, जिनकी सालाना आय गरीबी रेखा की सीमा से ज्यादा नीचे होती है. कार्ड पर मुखिया की फोटो लगी होती है. इस कार्ड के जरिये सब्सिडी पर अनाज मिलता है.
• सफ़ेद - यह कार्ड उन लोगों को जारी किया जाता है जो आर्थिक रूप से समृद्ध होते हैं. जिन्हें सब्सिडी वाले राशन की आवश्यकता नहीं होती है. इस कार्ड का इस्तेमाल पहचान पत्र या फिर एड्रेस प्रूफ के रूप में किया जाता है.

राशन कार्ड का उद्देश्य

राशन कार्ड के प्रकार.

• एपीएल कार्ड (Above poverty line Ration Card) एपीएल यानी गरीबी रेखा से ऊपर जीवन यापन करने वाले लोगों का राशन कार्ड. ऐसे लोग जो निम्न वर्ग या माध्यम वर्ग में शामिल होते हैं. इस कार्ड को रखने वाले परिवारों के लिए हर महीने कम दरों पर राशन नहीं दिया जाता है. बल्कि सरकार इनके लिए विशेष पॅकेज बनाती है, तभी ये लाभ उठा सकते हैं. परिवार को 15 किलो तक राशन मिलता है. यानी जब सामग्री ज्यादा हो और बीपीएल कार्डधारक को देने के बाद बच गई है तो वह एपीएल कार्ड धारी को दी जा सकती है.
• अंत्योदय अन्न योजना राशन कार्ड (Antyodaya Ration Card) यह कार्ड सरकार उन लोगों के लिए जारी करती है जो अत्यंत गरीबों की श्रेणी में आते हैं. यानी जिनके पास आय का कोई साधन न हो या ऐसे परिवार जिनके मुखिया की निश्चित आय नहीं हो. इसके साथ ही ऐसे परिवार जिनमें मुखिया विकलांग हो, विधवा हो या सीनियर सिटिजन हो. ऐसे परिवारों के लिए सरकार की ओर से अन्त्योदय अन्न योजना कार्ड जारी किया जाता है. जिसमें एक परिवार को 35 किलो तक अनाज दिया जाता है.
• सफ़ेद राशन कार्ड यह राशन कार्ड भारत का कोई भी नागरिक हासिल कर सकता है. जिसका उद्देश्य राशन प्रदान करना नहीं बल्कि पहचान साबित करना है. यानी नागरिकता प्रदान करना. इसका उपयोग फॉर्म भरने, सरकारी योजनाओं के लिए आवेदन करने, दस्वएज बनाने, या ऐसे किसी भी स्थान पर इस्तेमाल किया जा सकता है जहां मूल निवासी पहचान पत्र की आवश्यकता होती है. यह एक प्रकार का पहचान पत्र है.
• टेम्पररी राशन कार्ड ये राशन कार्ड मुख्य रूप से बंजारों को जारी किया जाता है. जिनके रहने का कोई ठिकाना नहीं होता. इनकी वेलिडिटी केवल 3 महीने की ही होती है.
• डुप्लीकेट राशन कार्ड यदि आपका राशन कार्ड कहीं खो गया है, फट गया है, चोरी हो गया या खराब हो गया है तो आप डुप्लीकेट राशन कार्ड प्राप्त कर सकते हैं. जिसके लिए आपको शुल्क का भुगतान करना होता है.

राशन कार्ड के लिए पात्रता

• राशन कार्ड के लिए आवेदन केवल भारतीय ही कर सकते हैं.
• राशन कार्ड केवल परिवार के मुखिया के नाम पर ही बनता है.
• मुखिया की उम्र 18 वर्ष या उससे ज्यादा होनी चाहिए.
• राशन कार्ड पर परिवार के सभी सदस्यों का नाम लिखा जाता है.
• राशन कार्ड के लिए आवेदन करने वाले सदस्य के नाम पर किसी और राज्य में पहले से राशन कार्ड नहीं बना हो.
• राशन कार्ड में शामिल परिवार के सदस्यों का नाम किसी और राज्य के राशन कार्ड में भी शामिल न हो.
• राशन कार्ड परिवार की वार्षिक आय के आधार पर बनाया जाता है.
• चूंकि राशन कार्ड केन्द्रीय खाद्य विभाग द्वारा जारी किया जाता है. इसीलिए यदि कार्ड जारी होने के बाद या वेरिफिकेशन के समय यदि खाद्य विभाग को ऐसा लगे कि परिवार अपात्र है तो राशन कार्ड को कभी भी निरस्त किया जा सकता है.

राशन कार्ड की आवश्यकता

राशन कार्ड के लाभ.

• सरकार चुकी गई दूकाने का सोसाइटी में गरीबों के लिए अनाज भेजती है. जिसे राशन कार्ड दिखाकर ही लिया जा सकता है.
• क्योंकि हर राज्य अपने नागरिकों के लिए राशन कार्ड जारी करता है. इसीलिए राशन कार्ड के जरिये मूल निवासी की पहचान होती है.
• गरीबी रेखा के नीचे जीवन यापन करने वाले परिवार को कम दरों पर राशन किया जाता है.
• विधवा महिलाएं एवं विकलांग व्यक्तियों को भी राशन के जरिये जीवन यापन करने में सहायता मिलती है.
• एपीएल कार्ड धारकों में निम्न या माध्यम वर्ग के लोग आते हैं. जिन्हें भी राशन मिलता है, लेकिन बीपीएल कार्डधारियों से कम.

• बीपीएल कार्ड के लिए गरीबी रेखा से नीचे जीवन यापन करने वाले परिवारों का आय प्रमाण पत्र. जिनकी आय 27 हजार रुपये से ज्यादा नहीं होनी चाहिए.
• अन्त्योदय राशन कार्ड के लिए विधवा की स्थिति में पति की मृत्यु का प्रमाण पत्र, विकलांगता की दशा में विकलांगता सर्टिफिकेट, सीनियर सिटिजन का प्रमाण पत्र
• आय प्रमाण पत्र

राशन कार्ड के लिए ऑनलाइन आवेदन

• सभी राज्यों में अलग-अलग आधिकारिक साईट के जरिये ऑनलाइन आवेदन किया जा सकता है.
• आपको सबसे पहले अपने राज्य के खाद्य और रसन विभाग की आधिकारिक साईट पर जाना होगा.
• अब भाषा का चुनाव करें.
• इसके बाद जिला, ब्लॉक, ग्राम पंचायत जैसी जानकारी भरें.
• अपनी वार्षिक आय के अनुसार कार्ड का प्रकार चुने.
• अब आपको अपने परिवार की जानकारी भरनी होगी. साथ ही परिवार के मुखिया जिसके नाम पर कार्ड बन रहा है, उनका आधार नंबर, बैंक खाते की जानकारी, वोटर आईडी, मोबाइल नंबर जैसी मांगी गई सारी जानकारियां भरें.
• सारी जानकारियां भरने के बाद फॉर्म को सबमिट कर लें और फिर उसका प्रिंट लें.

• आपको अपने शहर के सर्किल ऑफिस जाना होगा. जहां से आप राशन कार्ड के लिए फॉर्म ले सकते हैं. नहीं तो नगर पालिका से भी फॉर्म ले सकते हैं. या ऑनलाइन साईट से भी फॉर्म का प्रिंट लिया जा सकता है.
• अब फॉर्म को ध्यान से भरें . उसमें मांगे गए सभी दस्तावेज संलग्न करें.
• यदि आपके पास एड्रेस प्रूफ नहीं है तो किन्ही दो पड़ोसियों के दस्तावेज के साथ उनके स्टेटमेंट रिकॉर्ड कर सकते हैं.

• सबसे पहले आपको राष्ट्रीय खाद्य सुरक्षा विभाग की आधिकारिक साईट www.nfsa.gov.in पर जाना होगा. हर राज्य की साईट अलग हो सकती है.
• अब राशन कार्ड के विकल्प का चयन करें.
• इसके बाद आपको राशन कार्ड डिटेल्स ओं स्टेट पोर्टल के विकल्प पर जाना होगा.
• इसमें अपने राज्य का चुनाव करें.
• इसके बाद आपको अपने जेल और विकासखंड जैसी जानकारियों का चुनाव करना है.

• बच्चे का जन्म या नवविवाहिता आने पर राशन कार्ड में नया नाम जोड़ा जाता है. जिसके लिए आपको नीचे बताई प्रक्रिया का पालन करना है -
• सबसे पहले आधिकारिक साईट से या फिर सर्किल दस्फ्त से नाम जोड़ने के लिए फॉर्म लेकर आये.
