On the 26th of May 2014, after receiving a historic mandate from the Indian people, Narendra Modi took the oath of office as Prime Minister of India, writing history in the forecourt of Rashtrapati Bhawan. The people of India see in Narendra Modi a dynamic, determined, and development-oriented leader who has risen as a beacon of hope for the ambitions and dreams of a billion Indians. All around India, Narendra Modi is a well-liked and esteemed leader because of his attention to detail, development-focused mindset, and efforts to improve the lot of the poorest of the poor.
The northern Gujarati town of Prime Minister Narendra Modi is where he was raised. Modi graduated from Gujarat University in Ahmedabad with a master’s degree in political science. He became a member of the pro-Hindu Rashtriya Swayamsevak Sangh (RSS) in the early 1970s and founded a local branch of the student-run RSS, Akhil Bharatiya Vidyarthi Parishad. As he rose through the ranks of the RSS, Narendra Modi’s membership benefited his future political endeavors. After joining the BJP in 1987, Modi was named general secretary by the Gujarat branch of the party the following year. Over the next few years, Narendra Modi played a major part in propelling the party’s dominance in the state.
Narendra Modi helped the BJP win the 1995 state legislative assembly elections, which in March enabled the party to form the first-ever BJP-controlled government in India.Narendra Modi was one of the BJP members who took part in a coalition government in the state in 1990.However, the BJP’s hold on the state administration was only in place until September 1996

After joining the BJP in 1987, Modi was appointed general secretary of the Gujarat branch of the party the following year. In the years that followed, he played a crucial role in significantly bolstering the party’s position in the state. As a member of the BJP coalition government in the state in 1990, Modi also contributed to the party’s victory in the 1995 state legislative assembly elections, which in March enabled the party to form India’s first-ever BJP-controlled government. But the BJP’s hold on the state administration was only temporary; it ended in September 1996.
Three years after taking on the role of secretary for the BJP’s national organization in New Delhi in 1995, Modi was named general secretary. He held that position for an additional three years before replacing fellow BJP member and Gujarat chief minister Keshubhai Patel in October 2001. Patel had been criticized for the state government’s inadequate response to the devastating Bhuj earthquake that had struck the region earlier in the year, which claimed the lives of over 20,000 people. In a by-election held in February 2002, Modi participated in his first-ever election and was elected to the Gujarat state assembly.
After then, Modi’s political career continued to be a blend of intense controversy and self-serving accomplishments. In particular, his position as chief minister during Gujarat’s 2002 sectarian violence came under scrutiny. He was charged of endorsing the violence or, at the very least, failing to intervene to prevent the murder of over a thousand persons, the most of whom were Muslims, that followed the deaths of scores of Hindu passengers in the Godhra train disaster. Because he was involved in the 2002 riots, the United States refused to grant him a diplomatic visa in 2005, and the United Kingdom also denounced his involvement in the disturbances. While Modi himself avoided indictment or condemnation in the years that followed, from both the judiciary and investigative agencies, some of his close colleagues were found guilty of participation in the 2002 events and were sentenced to long prison terms.
Additionally, police and other officials have accused the Modi government of participating in extrajudicial executions, often known as “encounters” or “fake encounters.” In one such instance from 2004, authorities said that a lady and three men who died were members of Lashkar-e-Taiba, a terrorist group located in Pakistan that was implicated in the 2008 Mumbai attacks and was allegedly planning to kill Modi. Premium content, modi’s delicate diplomatic dance between east and west.
Indian Prime Minister Narendra Modi is visiting Ukraine on August 23 in a trip seen as a diplomatic balancing act following Modi’s meeting with Russian President Vladimir Putin in Moscow last month, which raised eyebrows in Kyiv and in the West.
The United States was particularly concerned with Modi’s two-day visit to Russia as it sees New Delhi as an important pillar in its strategy to contain an ascendant China.
Indian analysts say a primary reason for Modi's visit is to offset the damage from the July 8-9 Moscow trip, which coincided with a deadly Russian missile attack on a children’s hospital in Kyiv that elicited harsh international condemnation.
In a rebuke to the Kremlin, Modi said the death of innocent children is “painful,” reiterating India's stated stance that political problems cannot be resolved "on the battlefield."
More importantly, Modi's visit to Ukraine should be viewed as part of India’s multifaceted foreign policy of "strategic autonomy."
In pursuing that goal, New Delhi treads a fine line courting a closer security partnership with the West -- such as its Quad security grouping with Australia, Japan, and the United States -- as a bulwark against leading foe China.
At the same time, India maintains historically warm relations with Russia, relying on weapons and oil from Moscow at a discounted price. For that reason India has taken a neutral stance and neither condemned nor condoned Russia’s war in Ukraine, stating that the conflict should be resolved through dialogue and diplomacy.
New Delhi fears that if it condemned Russia and joined Western sanctions against Moscow it would alienate the Kremlin and push it closer to China and Pakistan, India’s archrivals.
By the same token, India doesn’t want to alienate Ukraine but rather position itself as an impartial stakeholder. In its carefully crafted balancing act, Modi has ruled out the role of India as a mediator aimed at ending the war, Bloomberg reported, citing an inside source. New Delhi has agreed to relay messages between Putin and Zelenskiy, it said.
Expanding Economic Cooperation
Modi and Zelenskiy last met in June on the sidelines of the Group of Seven meeting in Italy. They have also spoken several times by phone since the start of the war.
Apart from talks on geopolitics, which is set against the backdrop of Ukraine’s recent incursion into the Kursk region of Russia, the leaders are due to focus on expanding economic cooperation.
Bilateral trade between India and Ukraine reached $3.3 billion in the 2021-2022 financial year, according to the Indian Foreign Ministry, a fraction of the $65 billion annual trade turnover between India and Russia.
Ukraine wants to strengthen economic ties with India, particularly in the agriculture, aviation, pharmaceutical, and industrial spheres, Zelenskiy said earlier this year.
In turn, India needs defense products from Ukraine, especially aircraft and marine engines.
Modi’s visit to Ukraine could evoke a negative reaction from Russia in a manner similar to how his visit to Moscow drew Washington’s ire.
The challenge for Indian diplomacy is to calibrate its private messaging to assuage concerns from both countries, while also portraying the trip as a bold new initiative, wrote Shashi Tharoor, a former Indian minister and diplomat.
"Pulling this off would be a geopolitical triumph. But if the visit goes awry, it could cause incalculable damage to India’s global standing," Tharoor said in an August 13 commentary for Project Syndicate.
Before Ukraine, Modi visited Poland , a strong ally of Kyiv, on August 22, the first trip by an Indian leader to Warsaw in more than 40 years.

KYIV, Ukraine (AP) — Indian Prime Minister Narendra Modi offered “as a friend” to help bring peace to Ukraine in a meeting with Ukrainian President Volodymyr Zelenskyy during a brief visit on Friday that many in the war-battered country hope will pave the way for an Indian role in peace mediation.
Modi’s trip marks the most prominent wartime visit by a leader from a nation that maintains a neutral position on Russia’s invasion of Ukraine. India’s support is seen as a factor that could bolster efforts toward peace negotiations.
Zelenskyy and Modi discussed at length Ukraine’s peace formula, which prioritizes territorial integrity and the withdrawal of Russian troops, according to the Indian Ministry of Foreign Affairs.
“We say it very loudly and clearly that we support the respect for sovereignty and territorial integrity,” Modi said through a translator during his meeting with Zelenskyy. “It’s our highest priority.”
Modi added that during his visit to Russia last month , he told Russian President Vladimir Putin “that problems cannot be resolved on the battlefield.”
“The only way of resolving problems is through dialogue and diplomacy,” he said, adding that “it must be done without losing any time.”
Zelenskyy called Modi’s visit friendly and symbolic, because it came the day before Ukraine’s Independence Day.
“We chose to stay away from war. That doesn’t mean we are neutral,” said the Indian leader.
“We are on the side of peace,” Modi added. “Personally, as a friend, if there is any role that I can play, I would very much like to play that role toward peace.”
Modi and Zelenskyy spent two and a half hours behind closed doors before they signed cooperation agreements in the spheres of agriculture, medicine, and culture. The joint statement said both countries agreed on the importance of closer dialogue to “ensure a comprehensive, just, and lasting peace.”
Analysts say the visit to Ukraine could also be an attempt by Modi to strike a more neutral stance after what has been seen as his lean toward Russia. Zelenskyy had criticized his visit to Moscow in July, when Modi met with Putin on the day Russian missiles struck across Ukraine, killing scores of people.
Zelenskyy described that meeting as a “huge disappointment and a devastating blow to peace efforts.” He also chided Modi for hugging Putin during their meeting. But on Friday Zelenskyy also hugged Modi, apparently putting aside his criticism.
A Ukrainian analyst said the outcome of Modi’s first visit is likely to be modest, as this is just “the beginning of a complex dialogue between India, Ukraine, and Europe.”
“Establishing relations with India will be challenging and a long process,” said Yurii Bohdanov on his Telegram channel. But he emphasized it was critical Ukraine.
If India were to support Ukraine’s approach to a peace settlement, it could enhance Kyiv’s chances of gaining more backing from other countries in the “Global South,” where “India remains China’s main competitor for influence.”
“This will further increase pressure on Russia,” Bohdanov added.
At the start of their meeting, Modi and Zelenskyy visited a memorial for hundreds of Ukrainian children killed in more than two years of war. Zelenskyy published a video on Telegram showing the two hugging each other after shaking hands.
“Conflict is particularly devastating for young children,” Modi wrote on the social media platform X. “My heart goes out to the families of children who lost their lives, and I pray that they find the strength to endure their grief.”
They laid teddy bears at the memorial at the National Museum of the History of Ukraine in World War II before observing a moment of silence.
Ukrainian media said Modi also met with representatives of the Indian diaspora who gathered around him and cheered “Modi, Modi, Modi.” He also paid tribute at the Mahatma Gandhi Monument in Kyiv.
The chief of Ukraine’s Presidential Office Andriy Yermak said Modi’s visit was historic and emphasized Ukraine’s expectation that India could play a role in ending the war with a “just peace,” referring to Ukraine’s peace formula.
“We respect India as a very big democracy in the world and a powerful country,” Yermak told the India Today newspaper. “But now it’s necessary to say who is the aggressor, who is the victim.”
Before arriving in Ukraine, Modi urged for diplomatic efforts to end the war during a visit to Poland on Thursday , pledging India’s support and saying that no conflict can be solved on a battlefield.
India has avoided condemning Russia’s invasion and instead has urged Moscow and Kyiv to resolve the conflict through dialogue and diplomacy.
Modi’s visit is the first by an Indian prime minister to Ukraine since the two countries established diplomatic relations over 30 years ago.
Associated Press writers Ashok Sharma in New Delhi and Illia Novikov in Kyiv, Ukraine, contributed to this report.

Reporting from Kyiv, Ukraine
Prime Minister Narendra Modi of India visited Kyiv on Friday, furthering a diplomatic effort by Ukraine to engage non-Western nations in potential settlement talks with Russia, even as Ukraine’s military pressed ahead with an offensive into Russian territory.
Ukraine has been pursuing parallel tracks of seeking international backing for its plans for peace talks while capturing Russian territory that Ukrainian officials say could provide leverage in negotiations, if the ground can be held long enough (a notion that President Vladimir V. Putin of Russia has tried to dispel).
The diplomacy has focused on outreach to India and China, exploring possible roles for the countries in settlement talks.
Mr. Modi’s visit is a first by an Indian leader since Ukraine gained independence in 1991. It is the highest-profile wartime visit of a leader of a nation with a neutral stance on the conflict, and leaders in Kyiv have been trumpeting it as a show of diplomatic support for Ukraine and a potentially positive sign for advancing settlement negotiations.
In Kyiv on Friday, President Volodymyr Zelensky of Ukraine greeted Mr. Modi with a hug and the two leaders lay flowers at a memorial for children killed in the war.
In a joint statement, the leaders indicated they had raised their views on various topics with each other. Mr. Zelensky broached the issue of India’s purchases of Russian oil, which helps fund Moscow’s war effort, but reached no immediate agreements. Mr. Modi expressed support for a move toward settlement talks that involve Russia.
