Speech on droughts: effects and control.

Drought is a complex physical and social process. It is said to be occurring at a place when the place does not get as much water as the need, over a significant period of time. Drought is defined in three ways: an extended period of below normal rainfall, a long term depletion of groundwater, or the stunting of vegetation growth due to lack of water.

1. Meteorological drought:

Meteorological drought is often demarked by a period of substantially diminished precipitation duration or intensity. The commonly used definition of meteorological drought is an interval of time, generally in the order of months or year, during which the actual moisture supply at a given place consistently falls below the climatically appropriate moisture supply.

2. Hydrological drought:

It occurs when there is running down of surface water leading to very low stream flow and drying of lakes, rivers and reservoirs.

3. Agricultural drought:

Agricultural drought links various characteristics of meteorological or hydrological drought to agricultural impacts, focusing on precipitation shortages, differences between actual and potential evapotranspiration, soil water deficits, reduces ground water or reservoir levels, and so forth.

Effects of Drought:

The impacts of droughts may be economic, environmental and social:

1. Drought implies a lack of moisture for an extended period of time which in turns causes a deficit of moisture in the soil.

2. It results in crop damage and water supply shortage.

3. People consider drought a natural or physical event, it has both natural and social component.

4. The consequence of drought can be very serious for a country that still depends largely on rain-fed agriculture.

5. A drought also increase pressure on the environment, in terms of falling groundwater tables and reduced tree cover. Industry would have to contend with a power crisis, due to the expected shortfall in hydropower generation. Similarly, even the prosperous irrigated regions would be hit by a fall in dam reservoir levels.

Control of Droughts:

There are some long term measures to ameliorate the severity of drought:

a. Use of water from all sources, i.e., rainfall, surface and underground water.

b. Construction of tanks, ponds, reservoirs and well to provide irrigation facilities.

c. Lining of canals and distributaries to minimise water losses.

d. Introduction of crop pattern that would provide optimum protection from drought and ensure a reasonable and reliable income per hectare.

e. To introduce the dry far-mining techniques.

f. Introduction of water conservation schemes.

g. Development of horticulture and pastures.

h. Expenditures completion of continuing projects.

Drought is a condition of a land which has undergone a period of below average precipitation resulting in prolonged dryness and shortage of water supply whether atmospherically or surface/ground water.

It is a natural calamity although we do not count it like others such as flood, earthquake, storms, etc. Drought does not catch much attention when it occurs in a place of low human habitat. But if it occurs in a large area having human habitat, it has very devastating effect on the whole ecosystem as well as the economy.

Drought is a very serious condition and from the past there are many such examples which show how it affects us. Drought at first place is the condition created due to lack of rain for a long time.

Reasons of drought could be many. Some reasons are beyond human control. If the factors contributing to rain don’t support precipitation volumes sufficient to reach the surface area over a sufficient time, drought occurs. Drought can be triggered by a high level of reflected sunlight and above average prevalence of high pressure systems, winds carrying continental air masses than oceanic air masses, etc. can also reduce rainfall. Humanitarian factors could be those which degrades the land and reduces its water holding capacity, deforestation, increasing soil erosion, etc. Activities resulting in global climatic changes also trigger droughts with substantial impact on agriculture.

Drought causes bushfires due to lack of water. Dry season and heat trigger drought by increasing evaporation of water from water bodies available, increasing transpiration, etc.

The direct impact of drought related conditions on agriculture triggers famine and food shortage. Water shortage also affects all life forms equally. Subsistence farmers have to migrate into some other place in order to feed his family. Drought causes social unrest. Mass migrations from drought effected area to other places increases international refugees all over. People who are stuck due to inability to migrate are affected by malnutrition, hunger, etc. Mainly due to famine generated by crop failure, millions of people have died in the past. Drought in desert areas increases dust storms.

However drought at present is somewhat manageable and it have been lessened by certain steps to whatever extent possible. Earlier due to lack of transportation ease, food was not been able to deliver to the needy areas properly. At least now this problem has been under control up to an extent. Building dams can also provide water at the time of need. Rainwater harvesting is a must and every person can do it in their own ways. Especially in places where such conditions of water shortages prevail, every person must take initiative to preserve rainwater. Drought monitoring can help predict drought beforehand. Desalination of seawater will make water more available for irrigation. Cloud seeding whenever possible will also cause rains when needed.

Though causal effects of drought is not much under human control, but when it occurs, positively it can be handled. But everyone have to come together to help the effected people. And if possible, animals too. They can’t help themselves so we need to take a Little initiative.

A hearty welcome to all the teachers and students present in the auditorium. I am here to convey a speech on Save Water.  We all know that water is the most useful resource on Earth. Also, we all are aware of its immense uses. We cannot imagine our lives without water. Moreover, we use water for household, agricultural, industrial, recreational and other purposes. Also, it is used for environmental purposes. Although, 70% of the Earth’s Surface is covered by water, yet, only 1% of freshwater is available for drinking. Most of our household tasks cannot be completed without water. Also, in industries, it is used for the preparation of goods and products. Furthermore, it assists in transportation too.

Despite its importance, we are facing deterioration in water resources. Although, it is a natural resource, yet we need to conserve the same. We need to save water for the development to take place in a sustainable manner. We must understand that it is the basis of humanity. Our earth is green because of water. There are many places facing the problem of water scarcity. Thus, we must take effective steps for the conservation of water.

Importance of Water in Life

Water is an indispensable component of life. We cannot survive without water. The human body comprises of a huge amount of water. Thus, human beings and animals need much water to drink. Also, plants need water to grow. From drinking to cooking to everything, we need water. We need safe water for all our organs to function properly. Moreover, we can preserve our environment by saving water.  An excellent example of this is the use of water to produce electricity.  The use of hydropower or hydroelectricity helps in controlling pollution.

Furthermore, it prevents the burning of fossil fuels, coal, etc. for producing electricity. Also, it is essential for maintaining the Earth’s temperature. The human body is made up of a huge amount of water. Thus, human beings and animals need much water to drink. Also, plants need water to grow. From drinking to cooking to everything, we need water.

How to Save Water?

Water is the most precious component needed for food and life.  All human beings, animals and plants have a requirement of water. Thus, we need to conserve water resources. To conserve or decrease the polluting factors, we must be aware of the factors that lead to its deterioration. Then, we must take some valuable steps. These include turning off the taps, cut down meat-eating and dairy. Also, we must check for water leakage from hand pumps, shower less to save water. Moreover, we must have a pond to use water. Furthermore, the dumping of sewage and toxins into water bodies is a major reason for water pollution. Moreover, fertilizers require a huge amount of water. Thus, we must minimize the use of fertilizers in the fields. Also, we must check for soil erosion by planting trees.

We need water for thousand of tasks in our lives. It provides beauty to nature and maintains the environmental balance. Since it is the basis of our survival and development we should not misuse it.  We must use wisely this sacred gift of nature. We should teach the society by conducting awareness programs. Also, we must use modern techniques for farming. Moreover, watersheds help to conserve rainwater. We must try to educate our children about the importance of water. Its education must be provided at schools, colleges, etc. Also, through media, this purpose can be achieved. Although water is a natural resource available in abundance, it doesn’t mean we can misuse it. It is not a single person’s responsibility to conserve water. We could avoid the wastage of water only by joining hands.

From thirsty agricultural crops to whitewater rafters contemplating a low river, a lack of water is the most obvious in the summertime. Its impact is particularly clear when many people rely on the same source of water. What happens in the Colorado River’s East River Watershed affects 40 million people from seven U.S. states as well as Mexico. Around the world, similar mountainous areas provide the water that helps feed one to two billion people. In fact, scientists call these regions “the world’s water towers.”

But problems with these watersheds don’t start in the summer or even the spring. In fact, they begin in the winter, when snow isn’t building up in the Rocky Mountains and similar areas as it once did. The snow that falls – or doesn’t fall – in the mountains has huge effects on what’s available for the rest of the year. Future climate change may cause less and less snow to fall in these areas and reliably convert to water downstream.

Researchers supported by the Department of Energy’s (DOE) Office of Science are working to understand the role of snow drought, how to measure it in the future, and how to use such data to inform decision-making.  

Droughts in the winter

In a regular drought – also called a meteorological drought – there’s a lack of precipitation. It often has immediate and obvious effects. In contrast, a snow drought’s effects are delayed. When snow falls in the winter, it builds up as snowpack. In the spring, much of this snowpack melts and moves through the watershed as runoff. It ends up in rivers that provide water to people far beyond the mountains.

But if there’s less snow than usual in a single winter, or if less snow fails to transition to water downstream, there’s less spring runoff. The lack of snow can change both the amount and the timing of the runoff. The situation gets even worse when there are multiple years of low snowfall, as the snowpack further decreases each year.  

Snow drought can happen for three reasons. When temperatures are exceptionally warm, precipitation can fall as rain instead of snow. When overall precipitation is low, there’s less rain and snow. Lastly, when temperatures are warm and precipitation is low, areas end up with less precipitation and a smaller proportion of it as snow. 

Providing water in a warmer future

While the mighty Colorado River often has huge amounts of water, that water comes from many small streams and rivers in the form of snowmelt. In fact, almost three-quarters of the Colorado River’s water comes from runoff from snowfall. Snow drought can take a tremendous toll.

Poor water management can leave communities struggling to have enough water throughout the year. Unfortunately, the unpredictability from snow drought can make it hard for water managers to know how much and when water will be available. 

Future climate change is very likely to make this predicament worse. Higher elevations are already warming faster than lower ones. The hotter temperatures from climate change will result in less snowpack over time. Scientists are already seeing an increase in snow droughts across the world from the late 1980s to the present. 

To understand how much and where these shifts in snow droughts will occur, Marianne Cowherd, a researcher at the University of California Berkeley (UC Berkeley), worked with researchers at DOE's Pacific Northwest National Laboratory to  run scenarios on a number of climate models . Climate models provide a computer simulation of past, present, and future climate and Earth systems. Because each model has its strengths and gaps, the team compared the results from nine different models. 

They conducted two different scenarios. The medium emissions scenario assumed that greenhouse gas emissions will stay at the same level and start to decrease in 2050. The higher-emissions scenario assumes there will be no decrease in 2050 and that the emissions trends will continue. 

The news wasn’t good. Both scenarios predicted snow drought increasing in most areas of the world. In particular, all snowy regions of the Northern hemisphere and the Andes were modeled to have less snow than they do now. Not surprisingly, the higher-emissions scenario was worse. In addition to snow droughts becoming more frequent, both scenarios predicted they will become more severe.

About two-thirds of the decrease would be from higher temperatures alone, with the rest a combination of higher temperatures and decreased precipitation. This is a major shift from the past, when snow droughts were mainly caused by low precipitation. This split from meteorological droughts will make it even more difficult for water managers to predict and accommodate snow droughts.  

Measuring a changing world

On top of all of that, it’s likely that the tools water managers rely on are likely to become less accurate due to climate change. 

Measuring snow drought is already harder than measuring regular drought. Scientists use a combination of climate models and real-time measurements taken in the field to understand what will happen in the future. While climate models can make big-picture estimates, most are not yet precise enough to provide year-to-year predictions. For example,  several models represent mountaintop temperatures as cooler than they are in real life.  

That leaves most of the short-term predictions up to field measurements. Fortunately, there’s already an extensive network of sites around the world. Unfortunately, these sites weren’t designed for a changing climate. Over time, they will become less accurate as the snow line shifts to higher elevations. In particular, these changes will have major effects on the Lower Colorado River Basin and Nevada. 

Cowherd collaborated with scientists from DOE’s Lawrence Berkeley National Laboratory and the University of California Los Angeles (UCLA) to study  and solve this challenge . They determined that we can still use present snow-measurement networks, albeit with a few changes. They also found that it will be important to have additional information about the relationship between temperature, snow, and geographic space. In addition, climate models that are flexible enough to handle new information will be important for understanding these year-to-year differences. 

SAILing towards solutions

It's clear that more information about snowfall in mountain terrain is essential to ensuring people in the American West can have access to the water they need. Thankfully, DOE is helping fill that gap.

The Surface Atmosphere Integrated Field Laboratory (SAIL) campaign was a 21-month effort to collect a  massive amount and variety of data about the conditions above, at, and under the surface of the East River Watershed in Colorado. Scientists used more than 50 instruments from the DOE Office of Science’s  Atmospheric Radiation Measurement user facility, as well as guest and existing regional instruments to collect data on how and when water moves through this landscape. 

Researchers from SAIL and nearby field campaigns that ran simultaneously observed atmospheric, surface, and subsurface changes from season to season. In the winter, they slogged through deep snow. In the summer, they looked out on forested mountains and green valleys. 

SAIL finished collecting data in June 2023. However, the work of SAIL and its related campaigns is far from over. SAIL collected a far more comprehensive, detailed set of data than any previous mountain hydrology campaign had collected. Printing out all the data would generate 15 billion pages of documents.

Right now, researchers are analyzing the data and considering how to use them to make  climate models more accurate and precise. They’re closely collaborating with scientists funded by DOE Office of Science’s Earth and Environmental Systems modeling program.  

There are already useful results. Both the study on snowpack measurement sites and the one describing how models underestimate temperatures on mountaintops used data from SAIL.

Scientists will continue to dig into data from SAIL and related campaigns. This data will help us better understand the “world’s water towers” and how they will change over time. The resulting improvements to climate models will help water managers and others better predict snowpack in the years to come. From the data collected in the past to the present, our scientists are helping us face a future with a changing climate.

It is often exacerbated by unsustainable land use practices, deforestation , overgrazing, and climate variability. Addressing desertification requires integrated approaches that combine sustainable land management, reforestation, soil conservation, and community engagement.

Efforts to combat desertification include the establishment of protected areas, the promotion of sustainable land management practices, and the implementation of reforestation and afforestation initiatives in arid and semi-arid regions. Sustainable land management practices such as agroforestry, terracing, and water harvesting help restore soil fertility, prevent erosion, and enhance water availability , thereby reversing the process of desertification.

Moreover, empowering local communities through capacity building, land tenure reforms, and participatory decision-making processes is essential for ensuring the sustainability of desertification mitigation efforts. Building resilience to drought involves a combination of mitigation and adaptation measures that enhance water efficiency, promote sustainable land management, and improve community resilience.

Investing in water-saving technologies such as drip irrigation, rainwater harvesting, and soil moisture conservation helps improve water use efficiency and mitigate the impacts of drought on agricultural productivity. Additionally, promoting drought-resistant crop varieties, implementing agroforestry practices, and restoring degraded watersheds contribute to enhancing ecosystem resilience and reducing vulnerability to drought.

Furthermore, enhancing early warning systems, strengthening drought preparedness and response mechanisms, and providing social safety nets for vulnerable communities are essential components of drought resilience-building efforts. By adopting a holistic approach that integrates climate-smart agriculture, sustainable land management, and community-based adaptation strategies, we can enhance resilience to drought and ensure the well-being of communities in drought-prone regions.

Conclusion:

Land restoration, desertification mitigation, and drought resilience-building are integral components of global efforts to address environmental degradation, combat climate change, and promote sustainable development. Water is the most found substance on Earth, covering 71% of the planet’s surface. However, despite its abundance, only a small percentage of water on earth is usable for human consumption. The majority of the water on earth is in the form of saltwater, which is not fit for drinking or irrigation purposes. Therefore, we must manage the available freshwater resources efficiently to ensure sustainable development.

Water scarcity is a growing concern globally, and the problem is not only confined to arid and semi-arid regions. Even countries that have ample water resources face challenges in the equitable distribution of water among all segments of the population. The global population is increasing at an unprecedented rate, and the demand for water is also increasing. Water security is a significant concern in many parts of the world, and it is essential to address this issue before it becomes a crisis.

Water is essential for human health, and inadequate access to clean drinking water can cause various diseases and health problems. Water is also critical for agriculture, which is the primary source of food for the world’s population. Without adequate water resources, farmers cannot grow crops, and food shortages can occur, leading to malnutrition and starvation.

Furthermore, water plays a crucial role in the global economy. Industries rely on water for various purposes, including cooling, processing, and manufacturing. Water is a critical input in the production process, and without it, industries cannot function. Southern Africa’s worst drought in years has destroyed crops of the staple food, maize, across the region. Malawi, South Africa, Zambia, Zimbabwe, Botswana, Lesotho and Namibia have all been affected by the drought. Crop failures in South Africa, Zambia and Zimbabwe – the largest maize producers in southern Africa – have destabilised food security in the whole region.

The situation is escalating: the Southern African Development Community (SADC) has now announced that 68 million people need urgent food aid.

The drought is driven by El Niño , an unusual warming of surface waters in the eastern tropical Pacific Ocean that shifts weather patterns. The latest El Niño phase started globally in 2023.

The Conversation Africa has published a number of articles explaining the current drought, its connection to climate change, and what governments can do to avert hunger. Here are five essential reads.

Governments failed to prepare for this year’s El Niño drought

The World Meteorological Organization warned in May 2023 that the chance of El Niño developing later in the year was increasing. This meant governments in southern Africa knew in advance that a drought was coming which would decimate crops of staple foods. But they failed to take the necessary preparatory steps.

Tafadzwanashe Mabhaudhi argues that governments in the region need to set up early warning systems for everyone likely to be affected by El Niño, especially farmers whose crops are at risk. To achieve this, governments and the private sector must prioritise climate action in development plans, and get weather offices up and running.

Smallholder farmers can’t continue to survive on rain-fed maize

Malawi has been particularly hard hit by the drought, declaring a state of emergency in March 2024. By August 2024 , Malawians in 23 of the country’s 28 districts needed food aid to survive.

Maize makes up two-thirds of Malawi’s national calorie intake. Nine out of 10 farming households produce maize and devote over 70% of their land to growing it. Over 90% of farming households rely solely on rain to irrigate their maize plants.

The regional maize supply chain

Elsewhere, Wandile Sihlobo writes that, while restricting exports might seem like a good way for a country to keep some maize for its own citizens, it removes the incentive for production for the next year as farm-level prices are artificially depressed. Governments in southern Africa should therefore avoid export restrictions and maize price caps.

As lakes dry up, income sources dwindle

In April 2024, the government of Zimbabwe declared the El Niño drought a national disaster . Water levels dropped at Lake Kariba, which supports 100,000 people and generates most of Zimbabwe’s and Zambia’s electricity.

Joshua Matanzima, who grew up at Lake Kariba, explains that the drought laid waste to the local economy. Fishers could no longer catch enough to feed their families, tourist numbers decreased, residents had to walk further to fetch water, and poaching rose as people sought ways to earn money.

Tafadzwanashe Mabhaudhi points out that the current agrifood system has not delivered for Africa. The continent cannot continue to rely on wheat, maize and rice as its staple foods. Historically, Africa had 30,000 edible plant species, and 7,000 were traditionally cultivated or foraged for food. Many of these are hardy, drought resistant, nutritious food sources like Bambara groundnut , cowpea, pigeon pea, millet , sorghum and African leafy vegetables such as amaranth and wild mustard. Southern African governments must do more to encourage the production of these crops.

• Rain Water Harvesting

This is the technique of collecting and storing rainwater in tanks and natural reservoirs to use it later. Rain water harvesting must be made mandatory for all. The idea behind this is to put the available water to use.

• Sea Water Desalination

Sea water desalination must be done so that the vast amount of water stored in the sea can be used for the purpose of irrigation and other agricultural activities. The government must make major investment in this direction.

• Recycle Water

Waste water must be purified and recycled for reuse. This can be done in many ways. Small steps such as installing rain barrel, collecting the waste water from RO systems, usage of shower buckets, saving water from washing veggies and creating rain garden can help in this direction. The water collected by these means can be used to water the plants.

• Cloud Seeding

Cloud seeding is done to modify weather. It is a way to increase the amount of precipitation. Potassium iodide, silver iodide and dry ice are some of the chemicals used for the purpose of cloud seeding. The government should invest in cloud seeding to avoid drought in the areas prone to this condition.

• Plant More Trees

Deforestation and the building of concrete structures is one of the causes of scanty rainfall. Efforts must be made to plant more trees. This simple step can change the climatic conditions and also bring about other positive changes in the environment.

• Water Usage

Each one should take it as a responsibility to stop the wastage of water so that there is availability of enough water even when during times of low rainfall. Government must take steps to keep a check on the usage of water.

• Campaigns must be Run

The government must run campaigns stating the benefits of rain water harvesting, planting more trees and other measures that the general public can take to fight drought. This is a good way to spread awareness and control the problem.
