ICMR Scheme for MD/MS-PhD Programme

ICMR being an apex research agency for formulation, coordination and promotion of Biomedical Research in the country is also engaged in promoting critical mass of human resources as well as fostering research temperament amongst medical graduates. Amongst its several Human Resource Development programmes the Council has reinstituted Talent search scheme of providing financial support to selected 'Medical Graduates/ Postgraduates'. The scheme has the approval of its Governing Body (GB) held on 2nd August 2000 and 11th July 2003.

The programme is designed to identify young medical graduates with brilliant academic records for pursuing postgraduate qualifications & to motivate them to opt for career in its research cadre. The selection of the candidates will be made on the basis of a competitive National level examination consisting of a written test conducted at 3 or 4 Centres in the country. The candidate passing all MBBS examination in the first attempt with 60% or more aggregate marks will be eligible for the examination.

Under this programme, the selected medical graduates would be provided financial assistance for 4-5 years and a total of 25 fellowships will be available per year. (Programme is ongoing at three Centres viz., King George's Medical University (KGMU), Lucknow; National Institute of Mental Health and Neurosciences (NIMHANS), Bengaluru and SRIHER (Sri Ramachandra Institute of Higher Education and Research), Chennai .

The highlights of scheme are as follows:

  • The Council will provide financial support equivalent to Junior Resident's salary+ allowances on a running pay scale for 3 years followed by Senior Resident's salary + allowances on a running pay scale for 2 years to selected candidates.
  • Number of Awards: Limited to 25 per year.
  • Eligibility: Medical graduates who are selected and admitted through national level test to the MD/MS-PhD courses in above stated (three) MCI recognized Institute/College and who wish to avail of the ICMR award for pursuing their research project.
  • Upper age limit: Max.45 years.

1. Procedure for Selection

1.1 The scheme would be widely publicized though advertisement in leading news papers, circulars to the medical institutions and ICMR website once a year. This will be the responsibility of the host organization. 1.2 A nominee from Director General, ICMR should be placed in the interview. 1.3 It will be done through written competition followed by interview. 1.4 Selection would be made on the basis of merit. In the event of leaving this scheme without completing the programme the whole amount will be remitted to the Council with suitable justifications. 1.5 The candidate and the guide will indicate their choice of the research topic and will give a brief description of the objectives, methodology, design of the study, expected outcome, relevant and recent literature review, ethical considerations and facilities available at the Host institute for conducting the research study as per the proposed protocol and an undertaking by the Head of the institute that the candidate will be permitted to undertake the proposed research activity (within two years).

2. Financial Support

2.1. The ICMR would provide a total support for five years duration to the selected candidates 'on the condition' that the candidate would submit following documents to the ICMR:   • An undertaking to the effect that the funds received from the Council will be used strictly for the purpose for which it has been released, and in the event of leaving this scheme without completing the programme the whole amount will be remitted to the ICMR with suitable justifications.   • A surety bond will be executed by the candidates entering into the programme on Rs. 100/- non-judicial stamp paper.   • The original certificates will be retained and it will not be returned to the candidates before completion of the course unless he /she deposits a sum of Rs. 50,000/-. 2.2 A copy of the award letter issued by the Vice chancellor / Director of institute. 2.3 A copy of the thesis protocol submitted to the University/Institute as a part of the research programme. 2.4 An electronic copy of the same. 2.5 A short summary of the thesis (2-5 pages) prepared by him, outlining the objectives, methodology, findings and discussion. 2.6 Part-I thesis to be submitted for fulfillment of requirement of MD/MS at two and half years (2½), from the joining date and examination at three years for MD degree after acceptance of thesis by two examiners (for MD+Ph.D.) 2.7 Part-II thesis (final) to be submitted for fulfillment of Ph.D. degree at four and half years (4½) from the joining date and thesis defense at five years after acceptance of thesis by three examiners (for MD+Ph.D.) 2.8 If registered for Ph.D. after completing MD (condition 2.6 & 2.7 is not applicable). However in this case, the total duration of MD-Ph.D. fellowship will be three years only, instead of five years. Final Ph.D. thesis to be submitted after completion of three years. 2.9 If registered for Ph.D. after MBBS (condition 2.6 & 2.7 is applicable) 2.10 The selected fellows will be given Junior Resident's grade salary+ allowances on a running pay scale for three years followed by Senior Resident's grade salary + allowances on a running pay scale for two years & contingency grant of Rs.1,00,000/- per annum (for point no. 2.8 contingency will be for three years only). The financial assistance would be provided in yearly installments. Statement of expenditure will be required for releasing next installment. 2.11 Same rules and regulations will be followed as existent for Junior Residents/Senior Residents in Central Government Institutions/Autonomous Institutes. 2.12 The grant shall be released in the name of the Head of the Institute directly with a copy to the Guide and the candidate. 2.13 The amount will be used by the candidate for pursuance of research and may use the funds for purchase of reagents, preparation of thesis, secretarial assistance or any other activity connected with the research project following fair and reasonable procedure. 2.14 Utilization Certificate has to be submitted to ICMR regarding the manner in which the funds were utilized duly signed by the Accounts Officer and Head of the Institute/college.

3. Monitoring

3.1 The fellowship can be terminated at any time on a month's notice, if the progress of work is not satisfactory or on receipt of an adverse report from the Guide. The fellowship can be terminated forthwith, if the particulars given in the application form for fellowship are found to be incorrect or false. 3.2 The local institutional committee (approved by ICMR) and Guide should review his/her case annually whether extension for another year should be given. The Director-General, ICMR, will make the final decision on grant of extension.

4. Submission/Publication of Thesis/Research Papers

4.1 The preparation and submission of thesis will be the responsibility of the student and his/her guide. Candidate is required to publish minimum five papers/publications in International indexed Journal. The candidate will acknowledge the fellowship provided by ICMR for any publications emerging out of the thesis work. 4.2 The candidate should submit documents listed in item No.2.1 within given period to the institution/organization failing which, the award will be treated cancelled and all financial assistance provided will be reimbursed to the DG, ICMR.

  • Selection of candidates at the sole discretion of Council
  • The scheme can be withdrawn at any time.
  • This scheme is not linked with any other research capacity building schemes under which the students are in receipt of stipend etc.

ICMR-NIE has the principal mandate to develop the sciences of epidemiology and support capacity building in this area under the auspices of ICMR School of Public Health. A recognized qualifying Post Graduate degree with a minimum mark of 55% in the qualifying examination or a second class or equivalent in the qualifying Post Graduate degree. While there is no upper age limit for consideration, admission will depend on the aptitude and ability / capacity to undertake research and will be the criteria for selection.

The above fee should be paid within one month from the date of joining at ICMR-NIE. The fee structure is subject to revision as decided by UNOM from time to time.

Screening of applications for eligibility

Applications will be screened for eligibility as per University guidelines. Eligible candidates will be called for personal discussion at ICMR-NIE.

Personal discussion at ICMR-NIE for candidat​es qualifying the eligibility criteria

While appearing for the personal discussion the candidates have to bring attested copies and originals of the relevant documents (Mark sheets and passing certificates of higher secondary examination i.e. 10 +2 onwards, proof of date of birth and JRF award certificate, if applicable). No TA/DA will be paid for attending the personal discussion. ICMR – NIE Academic Committee will also assess requirement for additional course work in research methods on a case-to-case basis.

The decision of the ICMR-NIE Academic Committee / Director, ICMR-NIE will be final and no correspondence will be entertained in this regard. The decision the Director, ICMR-NIE to assign PhD guide/co-guide will be final. Canvassing in any form and/or bringing in any influence will mount to disqualification. Candidates should note that non-fulfillment of the eligibility criterion will result in cancellation of candidature at any stage of PhD programme.

Any research that impacts the care and well-being of human population come under the domain of clinical research. Clinical research in a broader sense involves epidemiologic studies, clinical trials, translational research, patient-oriented research, behavioral science and, health service research. High quality data and reliable results are key to generate evidence for decision making and to provide impetus for improving patient care. To produce such data, a systematic and multidisciplinary approach is required involving a range of disciplines like basic sciences, biotechnology, pharmacology, clinical medicine, statistics, and public health and behavioral sciences.

Program Contents

The multi-disciplinary curriculum will be covered under the core & elective courses (modules). The core modules include: Basic Epidemiology, Basic Bio-statistics, Clinical Trials-Design and Analysis, Conduct and Operational Issues in Clinical Trials, Bioethics and Regulatory Affairs, Systematic Reviews, Proposal Development and Medical Writing, Data Management, Drug Development, Pharmacovigilance and Project Management. Under elective courses we offer various areas that will fall under Research Methods, Statistics and Laboratory Sciences.   • Communicating research results to a scientific community

Program Administration and Language

The program utilizes a variety of teaching/learning techniques, which include lectures using Audio-Visual aids, demonstrations, group discussions, and presentation by students. Hands-on practice in computer-based applications and statistical software using computers will be imparted in several courses. The main language of instruction would be English. During internship, the students will get an opportunity to engage in research related activities while working in a community set up, a public health research organization, a NGO, a hospital or a laboratory.

Selection Process

All candidates should submit the application form for the Integrated MSc (Clinical Research) & PhD program in the prescribed format. The candidate can apply online or also download the application form from PHFI Website. The application consists of registration form, proof of academic credentials, work experience, contact details of two referees (academic and/ or professional) and a Statement of Purpose (SOP). The applicants will be short-listed based on their academic qualifications, relevant experience and Statement of Purpose. This will be followed by an interview. The selection of candidates will be conducted by a specially constituted screening committee represented by PHFI and AcSIR.

Program Structure

Masters in Clinical Research

The MSc program in Clinical Research is an intensive 2 year, full time program focusing on the scientific, ethical, and operational issues related to clinical research. Four semesters will be completed in 24 months. First three semesters include class room based, face to face teaching, tutorials and practical. The final semester includes 6 months of project work (with dissertation). The student needs to complete 11 compulsory core courses (modules), 4 elective courses (modules) in 18 months and submit the project report to be awarded the MSc degree. Students are encouraged for taking up internships during summer/winter breaks between semesters, or after completion of the project work, only after due formal permission from their respective supervisors. Adequate institutional support will be provided to students for smooth completion of internship.

PhD Program

The students who complete the Master’s program with a GPA of 8 and above will be eligible for the PhD program. A formal application needs to be submitted which will be screened & enrolment will be finalized by the PhD screening committee. This full 􀆟me and project based PhD program is for a minimum of 3 years. The research topic for PhD will be developed under the guidance of mentors from PHFI and AcSIR. The students are free to choose any topic of their interest ranging from basic sciences to community based studies. The student can be allocated to any of the CSIR Labs participating in the collaborative program on mutual consent.

Program Fees

The fee structure for MSc (Clinical Research) program for the candidates admitted in the year 2024-26 is as follows:

For Indian and South Asian Nationals

Tuition Fee:  The annual tuition fee for the students admitted for the academic session 2024-26 is Rs 2,40,000/- per student per academic year (the total tuition fee for the two year program is Rs. 4,80,000/- which includes Rs. 10,000/- admission fees and Rs. 10,000/- examination fees)

For International Candidates

Tuition Fee:  The annual tuition fee for the students admitted for the academic session 2024-26 is USD 7,200 per student per academic year.

Scholarship:  Limited number of scholarships for MSc may be awarded for the deserving and meritorious candidates, subject to availability of funds.

Duration: Two Years for MSc and minimum three years for PhD

The faculty at SNU Chennai were able to garner project funding worth over Two Crore Rupees in its initial year of inception. The details of the projects are listed below:

  • Under the National Language Translation Mission, a project titled “Speech Technologies in Indian Languages” has received administrative approval from the “Ministry of Electronics and Information Technology” with total project outlay of INR 50 Crores, for which IIT Madras is the consortium leader. In this, Dr T Nagarajan, SNU Chennai (as a consortium member) will be implementing a module with the title “Prosody Modelling”, for which the funding allotted is INR 1 Crore.
  • Dr. T. Nagarajan received a project worth INR 50 Lakhs for his research on “Stand alone Domain Specific Speech to Speech Translator for English and Indian Languages”.
  • DST-SERB sanctioned a research project titled ‘Fabrication of periodically poled structures using pure and rare earth doped KTP and RTP single crystals by flux grown method for nonlinear optical applications’ worth Rs. 36 Lakhs for three years. Dr. N.P Rajesh is the principal investigator.
  • A DIR, BRNS project titled ‘Development of real-time fibre coupled luminescent dosimetry system for radiation detection applications’ for Rs 20,47,650 /- has been sanctioned in June 2022 with Dr N.P Rajesh, Dept of Physics, SNU Chennai as PI and Dr Prita Nair as the Co-PI.
  • Vice Chancellor of SNU Chennai. Prof SK Bhattacharyya has been recently elected as the Fellow of the National Academy of Sciences India (NASI) 2021. The National Academy of Sciences, India was founded in 1930, with the objectives to provide a national forum for the publication of research work carried out by Indian scientists and to provide opportunities for exchange of views among them. The Academy now has 1820 Members and 1856 Fellows from all parts of the country; including 17 Honorary Fellows and 106 Foreign Fellows from various disciplines of Science and Technology. The Academy is also recognized as the Professional Body of the DST and SIRO of the DSIR, Ministry of Science & Technology, Govt. of India.
  • Dr Prita Nair has been nominated as Governing Council Member of the Institute of Smart Structures and Systems (ISSS) for a period of 3 years. ISSS is a Professional Society that helps to keep pace with the advances being made and gives impetus to the emerging Smart technology in India. The basic aim of this Society is to foster dedicated research among Indian scientists in this vital, state-of-the-art/cutting edge technology. This Society has access to infrastructure and scientific support of all DRDO, CSIR, DAE, DOS Laboratories, and Academic Institutions in various cities of the country.

The microwave laboratory is equipped with wide Band of bench setups which provide the necessary support for RF and Microwave engineering. This lab also equipped with MIC/Patch antenna pattern measurement setup which provides the necessary exposure for analyzing the radiation pattern of an antenna.

The Microwave Simulation Softwares available include IE3D, CST Microwave Studio, Ansoft HFSS and EMPIRE.

Professor Lebowitz studies and treats childhood and adolescent anxiety and is Director of the Program for Anxiety Disorders at the Yale Child Study Center. His research focuses on the development, neurobiology, and treatment of anxiety and related disorders, with special emphasis on cross-generational and familial influences in these disorders. Dr. Lebowitz is the lead investigator on multiple funded research projects, and is the author of numerous research papers and of books and chapters on childhood and adolescent anxiety. He is also the father of three great boys.

My lab studies behavioral and neurobiological systems relevant to the etiology, course, and treatment of childhood anxiety disorders. We employ a range of methodolgies to identify and research key biomarkers in clinical populations. We focus on markers of childhood disorders and on biomarkers of relevant parental and maternal behaviors. Markers include neurobiological factors studied through brain imaging (fMRI) and blood and saliva based markers.

I developed SPACE, a parent-based treatment for childhood and adolescent anxiety and OCD and the lab conducts clinical research into the efficacy of SPACE as well working to disseminate the treatment to the lay and professional public.

We conduct funded explanatory clinical trials aimes at identifying effective treatments and the mechansims by which the work. We also investigate moderators of treatmet outcome or markers of patients most likel to benefit from particular treatmetns.

We employ technological innovation to address difficult to study questions that are not amenable to conventional diagnostic or assessment tools.

Students in the lab are engaged in all aspects of research including patient evaluation and care and ongoing research projects.

Investigation of mechansims and biomarkers of protective maternal behavior toward childhood fear and anxiety.

Explanatory clinical trial of a novel parent based treatmetn of childhood anxiety disorders.

Study of hypophyseal hormones in anxious children.

Study of behavioral avoidance using motion tracking technology.

Eli Lebowitz, PhD, is a child and adolescent psychologist and director of the Yale Child Study Center’s Anxiety and Mood Disorders Program.

“Anxiety disorders are the most treatable problems in mental health,” Lebowitz says. “I enjoy helping children and families impacted by anxiety problems and discovering new ways to treat these problems.”

His research focuses on the development, neurobiology, and treatment of anxiety and related disorders, with special emphasis on cross-generational and familial influences in these disorders. Lebowitz is the lead investigator on multiple research projects, and is the author of numerous research papers and of books and chapters on childhood and adolescent anxiety.

He also developed a parent-based treatment program for children and adolescents with anxiety, OCD, and related problems called SPACE ( Supportive Parenting for Anxious Childhood Emotions). SPACE has been tested and found to be effective in randomized controlled clinical trials.

Lebowitz says being able to make new discoveries through clinical and neurobiological research and helping children and families is what makes him passionate about his work.
