Blue Cross Blue Shield of Michigan (BCBSM) sponsored Collaborative Quality Initiatives (CQI) are statewide quality improvement programs whose goals are to improve quality, safety, and clinical outcomes for specific healthcare procedures or medical conditions across the state of Michigan (https://www.valuepartnerships.com/programs/collaborative-quality-initiatives/). Each CQI is organized and facilitated by a Coordinating Center, led by Program Directors and Co-directors, and a Program Manager. Michigan Medicine is home to the coordinating centers for 20 of the current CQIs.  The Michigan Social Health Interventions to Eliminate Disparities (MSHIELD) is a CQI focused on addressing health equity as a key component of quality improvement in health care (www.michiganshield.org). MSHIELDs mission is to empower CQIs to lead the future of quality improvement which achieves whole health for all people by integrating social care and clinical care, using data to drive health equity, and fostering a culture of anti-racism.   The Health Equity Data Analyst will support MSHIELD by providing data management and analysis of quantitative data from multiple sources, including national and state-based surveys, electronic health records, claims data, and social needs screening data from health care providers and community organizations. Specifically, the position involves providing independent and collaborative statistical support including: 1) compiling and maintaining a geographic-based dataset of social determinant of health (SDOH) data for Michigan for CQIs; 2) developing and testing algorithms to predict social needs and health outcomes for patients in the CQIs; 3) learning and applying equitable and anti-racist methodologies in the measurement of health outcomes; 4) creating dashboards and metrics for measuring health equity outcomes. The person in this position will also participate in anti-racism learning with the MSHIELD team and will help translate that learning to the practice of health analytics.

Responsibilities*

  • Work with administrative claims data, population-level survey data, and other healthcare data sources to identify appropriate variables for analysis.
  • Compile and maintain a geography-based database of social determinants of health (SDOH) for Michigan.

Work Locations

Under general direction of the Project and Program Supervisor, the analyst will assist CPUC decision-makers in developing high-level policy and oversee programs that are developed pursuant to those policies. The analyst will also support the section related to other climate issues including Cap-and-Trade, climate adaptation, and general equity policies including community engagement. In this regard, the analyst will help to ensure the state’s electric and natural gas systems provide safe, reliable, and affordable service to customers while mitigating and adapting to climate change. This involves coordinating with staff subject matter experts throughout the CPUC, other state and federal entities, and diverse stakeholders.

The analyst will also provide general support to the section including assisting with cross-proceeding work, workshops, developing website content, oversight of a consultant contracts and related RD&D database management, and responding to information requests, both internal and external.

Valiquette has more than 25 years of experience covering the Health Care sector and has been ranked in the top five in Health Care Technology & Distribution in the Institutional Investor’s All-America Research Team survey more than five times. Most recently, he was Managing Director, Equity Research Analyst at Barclays focused on Health Care Technology & Distribution, as well as two other Health Care sub-sectors.
