The Ed. D. in Early Childhood Education provides an in-depth approach to research-based methods and theories in the field of early childhood development and learning. The degree emphasizes developmentally appropriate practices and research-based strategies to promote the learning needs of young children. Students completing the Ed. D. will gain experience as a scholar practitioner with the necessary skills to support other professionals in the early childhood field as well as support educational settings centered on early childhood. This program is not designed for licensure and is best suited for individuals currently in the early childhood profession. The focus of study allows students to select an additional concentration which will support their professional goals. International Transcript Requirements
All applicants must submit, to the Admissions Office, an official evaluation from a NACES-approved organization.
- Transcripts that are international and/or not in English must be evaluated through a NACES -recommended agency.
- Texas applicants may only submit evaluations from agencies approved by the Texas Education Agency .
- International applicants must request the course-by-course evaluation. The evaluation report must show that the non-U.S. education is equivalent to the education/accreditation level required for the program.
English as a Second Language Applicants
All applicants whose first language is not English must demonstrate competence in the English language as demonstrated in one of three ways:
- Submission of an official transcript showing a degree from a United States secondary school or regionally accredited college/university.
- Submission of an official minimum score on the paper or internet-based Test of English as a Foreign Language (TOEFL) or International English Language Testing System (IELTS) exams.
- The minimum TOEFL score required for the internet-based version is 80, and the paper-based version requires a minimum TOEFL score of 20 for each of the three skills: Reading, Listening and Writing.
- The minimum IELTS score required is 6.5. Note: IELTS is not acceptable for Texas programs leading to certification.
- The testing agency must send test scores directly to American College of Education.
- Applicants to the Texas Educational Leadership program whose first language is not English must submit a minimum scaled score of 24 for speaking, 22 for listening, 22 for reading and 21 for writing from the Internet-Based TOEFL (IBT) or evidence of an undergraduate or graduate degree earned at an institution of higher education in a country outside of the United States listed in Figure: 19 TAC §230.11(b)(5)(C) .
Early Childhood Endorsement
P-3 endorsement.
By pursuing your Early Childhood Education endorsement through Monmouth University’s 24-credit program , you’ll benefit from a nationally recognized and accredited program designed to give you the expertise you need to assess and teach children in preschool through third grade. Monmouth’s Early Childhood Education graduate endorsement is for certified teachers who have a standard teaching endorsement in another teaching area or who hold a New Jersey Certificate of Eligibility (CE) Preschool through Grade 3 (P-3).
After completing the 24-credit P-3 endorsement, a student can add two classes, or 6 credits , to fulfill the M.Ed. degree requirement. Those classes are: EDL 536 – Curriculum Development and Design; and ED 624 – Research in Teaching Practice.
The endorsement is offered through an entirely online format. It’s possible to complete the program in just one year by taking two courses each semester (fall and spring) and four classes over the summer.
Earning the P-3 endorsement opens up a world of new employment opportunities. You will be qualified to work as a:

The program is designed to provide expertise in creating developmentally appropriate assessment and instruction in literacy, language development, numeracy, and content areas, designing curriculum and collaborating with families and colleagues in preschool through grade 3 settings.
P-3 Coursework
The P-3 specialized pedagogy is the formal instruction necessary to prepare you to teach at the P-3 level. This formal instruction includes broad topics of child development and learning, understanding the family, and early childhood curricula and assessment. Dr. Kerry Carley-Rizzuto taught early childhood education in New York City public schools for thirteen years, worked as an early childhood staff developer, a Reading Recover teacher, and a school administrator. In addition, Dr. Carley-Rizzuto served for several years as an Assistant Superintendent in New Jersey. Her research interests include working with early childhood English language learners, creating culturally responsive early childhood classrooms, and cultivating social justice dispositions in pre-service teachers.

The Master of Science (M.S.) in Early Childhood and Family Clinical Counseling utilizes a neurorelational (theoretical) framework to prepare competent, transdisciplinary psychotherapists to work with infants, young children, and their families.
The program is designed to prepare students who wish to pursue clinical licensure under the Board of Behavioral Sciences- Licensed Professional Clinical Counselor (LPCC). Additionally, the program provides a specialization to prepare clinicians for practice in the field of early childhood mental health. The LPCC concentration fulfills the coursework and clinical practicum requirements for licensure through the Board of Behavioral Sciences (BPC4999.33).
The program is designed as a 2-year program (12 units a semester and 6-9 units completed during summer sessions). However, students may choose to complete the program part-time with approval from the program graduate adviser. Note that part-time status will increase the length of the degree program.
The Child Development M.S. program accepts applications for Fall admission only.

Master's Degree Program Requirements
To earn the Master’s, the student must complete, an official program of study that includes a minimum of 60 units of 500-, 600- and 700-numbered required and elective courses (up to 15 units can be taken from 500 level courses with the approval of the adviser) that meet the 13 core content area as outlined by the licensure requirements, including six units (2 semesters) of supervised clinical practicum, and a passing score on the department clinical comprehensive exam. These activities are completed under the advisement of the MS ECFC Program Director and Graduate Advisor.
Program requirements include:

- (B) 15 units of advanced content coursework (5 semester courses)
- (C) 6 units of supervised practicum (2 semester courses)

Students must complete a minimum of 15 semester units of advanced coursework to develop knowledge of specific treatment issues or special populations. These units may not be repeated from the above core content areas and must include the three courses below, in addition to 2 additional electives.

Students must complete no less than six (6) semester units of supervised practicum or field study experience, or the equivalent, in a clinical setting that provides a range of professional clinical counseling experience, including the following:
CFD 792 - Advanced Clinical Experience and Group Supervision - 6 units
- A minimum of 280 hours of face-to-face supervised clinical experience counseling individuals, families, or groups. However, students typically gain 500 or more hours during the practicum year.
- Experience in applied psychotherapeutic techniques; assessment; diagnosis; prognosis; treatment; issues of development, adjustment, and maladjustment; health and wellness promotion; professional writing, including documentation of services, treatment plans, and progress notes; how to find and use resources; and other recognized counseling interventions.
Professional Liability Insurance: All students must purchase professional liability insurance, while enrolled in CFD 792, in order to participate in the clinical experience component of the program. A background check clearance, fingerprinting clearance, and a negative TB test are also required.
Successful completion of the department comprehensive clinical exam at the end of the academic program: CFD 799C - Clinical Comprehensive Exam.
Requirements for LPCC Licensure
- Postgraduate Supervised Experience: Upon completion of the degree, students wishing to pursue LPCC licensure need post-degree supervised experience of 3,000 hours over a period of no more than 2 years including not less than 1,750 hours of direct counseling with individuals or groups in a clinical mental health counseling setting and 150 hours in a hospital or community mental health setting.
- Examination: Passing score on the National Clinical Mental Health Counselor Examination (NCMHCE), recently adopted as the licensure exam for California LPCCs, and the California Law and Ethics Exam (CPLEE). Both exams are administered by the BBS (Board of Behavioral Sciences).

Program mission.
The mission of the Master's of Science in Early Childhood and Family Clinical Counseling is to prepare knowledgeable and skilled mental health clinicians to utilize a neuro-relational framework and work with diverse populations. The program prepares competent, transdisciplinary clinicians, with a specialization in early childhood mental health, who recognize the value of self-reflection and cultural humility in their approach to clinical interactions. While candidates will gain the knowledge and experience to work with individuals across the lifespan, the mission of this program is to prepare mental health clinicians who work to support the social-emotional health and development of infants, young children, and their families.
Program Philosophy
Our faculty believe that early supportive relationships and a healthy attachment are the foundation for development. We believe that very young children have unique developmental and relational needs and that all early learning occurs in the context of relationships. Therefore, candidates in our program receive a strong foundation in developmental knowledge with an emphasis on the early years (birth to eight years) to better understand the unique needs of young children.
Family-centered practice is a guiding principle of the MS ECFC program. Since development and learning occur in the context of relationships, working with young children and their families must also be relationship-based. Relationship-based work requires us to engage our emotions as well as our intellect and to consider how a client’s past as well as the clinician’s past affects their present reality. To provide client and family-centered care, we believe that a clinician must reflect on their own values and beliefs to understand how their perspective can influence the care they provide. Through reflective practice, candidates in our program learn how to develop intentional, authentic relationships with their clients.
Our faculty promote an overarching concept of diversity, namely, that diversity is the inclusion, consideration, and respect of varying cultures, religions, ability, sexual orientations, gender expressions, ethnicities, viewpoints, values, and experiences of the individuals who make up our world. Students and faculty in the program come from a variety of backgrounds and subscribe to a wide range of values and beliefs in their personal and professional lives. This program aims to teach students how to hear, reflect on, and value the multiple viewpoints and experiences of diverse populations. Students are expected to show a willingness to develop the skills to work with all types of children, adults, or families and to approach clinical and educational interactions with cultural humility.
The scope of practice for Licensed Professional Clinical Counselors (LPCCs)
The scope of practice for Licensed Professional Clinical Counselors (LPCCs) includes the assessment and treatment of individuals and groups. It does not include the assessment or treatment of couples or families unless the LPCC meets specific qualifications defined in California law (BPC4999.33) as follows:
- Six (6) semester units or nine (9) quarter units specifically focused on the theory and application of marriage and family therapy OR a named specialization or emphasis area on the qualifying degree in marriage and family therapy; marital and family therapy; marriage, family, and child counseling; or couple and family therapy.
- No less than 500 hours of documented supervised experience working directly with couples, families, or children.
- A minimum of six (6) hours of continuing education (CE) specific to marriage and family therapy during each license renewal cycle. The six (6) hours will count toward the required overall 36 hours of CE.
The MS ECFC program of study will fulfill the 6 semester units of coursework covering the theory and application of marriage and family therapy.

Observing Children
To observe the children’s behaviour -0191. The purpose of this course is for students to learn about the behaviour of children between the ages of 0-12 through guided observation in a childcare setting. The course will explain the importance of observation in the educational process and will address the following topics: Preparing for the observation (identifying the subjects and contents of the observation in relation to the components of a childcare service – child, educator, parent, educational program, physical environment); identifying the different observation methods and tools; adapting the observation methods to the needs; collecting and recording data; analyzing the recorded data, and evaluating the observation project.
Child Development 1 (0-5 years)
To identify a child’s needs with respect to his/her overall development -0192. In order to provide a greater familiarity with and understanding of children aged 0-5 years, this course will teach you: – key concepts in developmental psychology and the main theoretical approaches that have marked the study of human development; and – the characteristics of physical, sensory, psychomotor, language, moral, emotional, sexual and social development of a child aged 0-3 years.
Safety in Child Care
To function safely in the workplace -0193. At the end of this course, you will be able to behave in a secure manner in daycare. The course will enable you to recognize situations that pose a risk, take appropriate measures regarding health and hygiene, ensure proper supervision of children and take measures to protect your physical and mental health and that of others. Finally, you will learn how to detect signs of abuse and neglect in children.
Introduction to the Early Childhood Profession
To examine the profession of an educator -0190. This course is designed to acquaint the student with the Early Childhood profession – the tasks and operations related to job function. By the end of the course, the student will be familiar with the various settings such as child care centers, day care centers, home childcare, home childcare coordinating offices, preschools and drop-in centers. In addition, the student will also learn about the conditions of the profession, current terminology and the laws and regulations regarding child care. An overview of the competencies to be attained in the Attestation in Early Childhood Education will be introduced.
Child Health in Child Care
To intervene with respect to a child’s health -0195. This course will enable you to assess the needs of the child in terms of physical health and to determine how to respond appropriately. It will enable you to provide medical care to the child, potty train the child and administer proper medication. It will explain how to work with health organizations and agencies, and will also teach you how and where to record information about the state of child health and any interventions that took place.
Communication Skills for Educators
To communicate in the workplace -0197. This course will help you develop and evaluate your ability to communicate effectively while fulfilling your duties. To do this, you will study: the process and characteristics of effective communication; the formulation of understandable verbal messages; principles of participatory listening and active listening; communication with parents, coworkers and community partners; and basic strategies for presenting and writing documents.
The Development of Autonomy in Young Children
To provide support to a child -019A. This course will help you encourage the development of autonomy in children of various ages. It covers: the definition of autonomy in child care; the qualities and behaviours of a teacher that foster the development of autonomy in a child; the means and tools to gather and share information; strategies to promote autonomy; and the evaluation of the relevance of your educational activities.
Child Development 2 (5-12 years)
To identify a child’s needs with respect to his/her overall development -0192. This course is a continuation of the first course, Introduction to the Overall Development of the Child (0-3 years), where you started studying child development. The characteristics of physical, motor, cognitive, language, moral, emotional, sexual and social development of a child from 3 to 6 years and 7 to 12 years are presented.
The Development of Meaningful Relationships with Children
To establish an affective relationship with children -0194. This course will teach you to consider the emotional needs of children aged 0 to 12 years in order to make connections allowing you to maintain an emotional relationship in individual situations and in group situations. To do this, you will be asked to observe children so as to describe their personality and target their socio-emotional needs. You will also have to analyze various strategies to determine if they are likely to help or hinder the establishment of unconditional and equitable bonding with each child. Finally, you will propose various interventions to create and maintain meaningful relationships with a child or a group of children.
Fieldwork 1 - Initiation
The fieldwork internship, which allows you to translate theory into practice, lasts 6-9 weeks at 2 or 3 days per week and takes place in a daycare governed by the Department of Family and Seniors (schools, CPEs, family environment or daycare). During the internship, you will observe a group of children, participate in their activities and care for them in relation to their basic health and development needs.

Fieldwork 2 - Integration
To intervene with respect to the behaviour of a child or a group of children -019J. This second fieldwork internship is for students who have completed the entire course of the Attestation of Collegial Studies (AEC) in Techniques of Early Childhood Education (TECE). It lasts 35 days and requires four days of work per week in a regulated environment (school, CPE, family environment or daycare). It gives students the opportunity to create a meaningful relationship with children and maintain it through their actions. To do this, students will need to design, organize, conduct and evaluate educational and safe activities while leveraging their creativity. After finishing my studies, I opted to pursue a career in early childhood education. Despite it not being my initial career choice, I discovered a natural affinity for working with children that led me onto a path that has unfolded over a span of 15 years. I couldn’t be happier with my decision.
Throughout my journey as an educator, my involvement extended beyond the classroom, involving actively participating in various committees including the hiring process committee. This experience kindled my interest in management. Motivated to expand my knowledge in this area, I returned to school to study management and human resources. Subsequently, I served as the director of a daycare for approximately five years.
In 2015, I joined the Herzing College team, where I share my passion and expertise, instructing future educators on the foundations, appropriate practices, and ethics of the profession of early childhood practitioner in Québec. This has proven to be one of the most gratifying experiences of my career.
Much like in early childhood education, prioritizing the individual needs of my students has become a central focus for me. My goal is to assist them in achieving success not only academically but also in their future endeavours.

The Early Childhood Education Certificate Program (JEE.0K) A.C.S. is registered at and delivered by Herzing College Montreal. It is only available to residents of Quebec.
This program leads to an Attestation of Collegial Studies (ACS) recognized by the Minister of Education and Higher Education of Quebec.
