1. What do we publish?

1.1 Aims & Scope

Before submitting your manuscript to Educational Management Administration & Leadership , please ensure you have read the Aims & Scope .

1.2 Article Types

Educational Management, Administration & Leadership publishes articles that include original primary research that can be empirical, literature reviews, or new conceptualisations of policy and practice.

Your articles should be no more than 8,000 words, including references.

Authors are also able to provide a translation of their article in a language of their choice. Please indicate at submission if a translation of your article exists. This translated version should be uploaded as Supplemental Material ( see 4.3 ) when uploading the final version of your article. Please note that only the English version will be subject to peer review.

1.3 Writing your paper

The Sage Author Gateway has some general advice and on  how to get published, plus links to further resources. Sage Author Services also offers authors a variety of ways to improve and enhance their article including English language editing, plagiarism detection, and video abstract and infographic preparation.

1.3.1 Make your article discoverable

When writing up your paper, think about how you can make it discoverable. The title, keywords and abstract are key to ensuring readers find your article through search engines such as Google. 2. Editorial policies

2.1 Peer review policy

The journal adheres to a rigorous double-anonymize reviewing policy in which the identity of both the reviewer and author are always concealed from both parties. Each manuscript is subject to initial review by the Editor. All papers are then reviewed by at least two referees.Guidelines for referees are available here . All manuscripts are reviewed as rapidly as possible, and an editorial decision is generally reached within 6-8 weeks of first submission. Translations of articles uploaded as Supplemental Material are not peer reviewed.

2.2 Authorship

All parties who have made a substantive contribution to the article should be listed as authors. Principal authorship, authorship order, and other publication credits should be based on the relative scientific or professional contributions of the individuals involved, regardless of their status. A student is usually listed as principal author on any multiple-authored publication that substantially derives from the student’s dissertation or thesis.

Please note that AI chatbots, for example ChatGPT, should not be listed as authors. For more information see the policy on Use of ChatGPT and generative AI tools .

2.3 Acknowledgements

All contributors who do not meet the criteria for authorship should be listed in an Acknowledgements section. Examples of those who might be acknowledged include a person who provided purely technical help, or a department chair who provided only general support.

Please supply any personal acknowledgements separately to the main text to facilitate anonymous peer review.

2.3.1 Third party submissions

Where an individual who is not listed as an author submits a manuscript on behalf of the author(s), a statement must be included in the Acknowledgements section of the manuscript and in the accompanying cover letter. The statements must:

•    Disclose this type of editorial assistance – including the individual’s name, company and level of input  •    Identify any entities that paid for this assistance  •    Confirm that the listed authors have authorized the submission of their manuscript via third party and approved any statements or declarations, e.g. conflicting interests, funding, etc.

Where appropriate, Sage reserves the right to deny consideration to manuscripts submitted by a third party rather than by the authors themselves.

2.4 Declaration of conflicting interests

Educational Management Administration & Leadership encourages authors to include a declaration of any conflicting interests and recommends you review the good practice guidelines on the Sage Journal Author Gateway .

2.5 Research Data

3.1 Publication ethics

3.1.2 Prior publication

If material has been previously published it is not generally acceptable for publication in a Sage journal. However, there are certain circumstances where previously published material can be considered for publication. 3.2 Contributor's publishing agreement

Before publication, Sage requires the author as the rights holder to sign a Journal Contributor’s Publishing Agreement. Sage’s Journal Contributor’s Publishing Agreement is an exclusive licence agreement which means that the author retains copyright in the work but grants Sage the sole and exclusive right and licence to publish for the full legal term of copyright. Exceptions may exist where an assignment of copyright is required or preferred by a proprietor other than Sage. In this case copyright in the work will be assigned from the author to the society. 3.3 Open access and author archiving

4.2 Artwork, figures and other graphics

For guidance on the preparation of illustrations, pictures and graphs in electronic format, please visit Sage’s Manuscript Submission Guidelines.

Figures supplied in colour will appear in colour online regardless of whether or not these illustrations are reproduced in colour in the printed version. For specifically requested colour reproduction in print, you will receive information regarding the costs from Sage after receipt of your accepted article.

4.3 Supplemental material

With current changes in local, state, and federal policies focusing on the relationship between educational leadership and student achievement, it is no surprise that understanding what is being taught in principal preparation and other educational leadership programs has come under scrutiny. The ever‐changing role and increased pressures placed upon principals has made it imperative that these preparation programs use materials that prepare today's school leaders to meet the new challenges they must face. The book Educational Administration: Theory, Research, and Practice by Wayne K. Hoy and Cecil G. Miskel, serves as a great overview into this changing world of educational leadership. The text, in its eighth edition, takes a conceptual overview that administrators can apply to the field despite numerous ongoing policy changes. Meanwhile revising this particular edition by including new knowledge, a new topic on instructional decision‐making, the inclusion of case studies and highlights at the end of each chapter allows this book to be innovative and updated.

The text looks at a number of different issues directly relevant to school leadership and frames each of these topics within three critical elements of educational science: the role that theory serves in the field, how this theory relates to and guides research, and the complex relationship between these two facets and practice itself. The text focuses on three underlying assumptions about the field of educational administration: first, there is a fair amount of knowledge about educational administration as an organization that is neglected by those in the field; second, that schools should be viewed as open systems to best organize and apply the theory and research relative to schools; and third, that using sound theory and research guides strong administrative practice. These three assumptions present an overview of the elements of educational leadership that allow for effective management, problem‐solving, and decision making.

Each of the chapters tackles a specific concept relative to schools. The authors present both a theoretical and conceptual framework of that particular topic and provide relevant research examples. Each chapter concludes with a case study specifically related to educational leadership, complete with questions to guide your thinking. The overall driving theme of the book focuses on the integration and application of theory‐driven research into practice. Hoy and Miskel (2008) present the chapters in a manner that models this association, focusing on theory and research, and then makes the connection to practice through the use of case studies.

The first chapter, “The school as a social system”, focuses on the school as an organization. It looks at the history of organizational theory, focusing on the social groups within an organization, by looking at three organizational systems perspectives: rational systems, natural systems, and open systems. Hoy and Miskel (2008) view schools as open systems throughout the text, defining open systems as systems that lend itself to the inclusion of elements of both natural and rational features, and that in open systems, organizational behaviors are a combination of the structure of the organization and the individual needs of its members.

Additionally, in this chapter Hoy and Miskel (2008) transition to the premise of the book: looking at the school as a formal organization through a social system model. A social system is (p. 22) “characterized by an interdependence of parts, a clearly defined population, differentiation from its environment, a complex network of social relationships, and its own unique culture”. Hoy and Miskel (2008) highlight the key elements of social systems, including that they are peopled, political, structural, and sanction‐bearing. Of these principles, Hoy and Miskel (2008) identify structure, individual needs, politics, the technical core of teaching and learning, outcomes, and the internal and external feedback loops as the most important elements of the school as a social system. Setting up this background provides the reader with a rationale for the subsequent chapters in this book.

The next chapter, “The technical core”, focuses on the teaching and learning process. According to Hoy and Miskel (2008) , the technical core is the function of organizational actions that produce the outcomes. For example, teaching is the action used to produce learning. This chapter addresses both theoretical perspectives as well as teaching techniques of the behaviorist approach, cognitive approach and constructivist approach.

In chapter three, “Structure in schools”, the authors focus on the patterns of structure that are applied to schools. The authors look at bureaucratic patterns on schools, recognizing that the different elements of a bureaucracy are present in schools. However, the authors speculate that these models neglect important features that are critical to schools as an organization. Instead, Hoy and Miskel (2008) assert that schools are a combination of bureaucratic and professional patterns. They further dichotomize these patterns, claiming that through the various combinations of these patterns four types of schools will emerge: Weberian, authoritarian, professional, and chaotic. The authors make an excellent point in examining how schools fluctuate between these school types, claiming that ideally schools should fall in the professional structures, but likely they will fluctuate between chaotic and authoritarian. This chapter also deals with how structures create schools that are enabling or hindering as organizations. Finally, this chapter looks at Mintzberg's perspectives on structure and how these are applied to schools.

Chapters four and five both focus on the human aspect of the organization of schools. Chapter four, “Individuals in schools” looks at those individuals who are members of the school team, as well as how their individual needs motivate and affect their behavior. Drawing on theoretical perspectives from Maslow and Herzberg and other theories relative to motivation, Hoy and Miskel (2008) discuss the various physiological and emotional needs that the drive the constituents' beliefs about causality, outcomes, efficacy, capability, and goal setting. Additionally, this chapter touches on how these different needs, beliefs, and goals impact intrinsic and extrinsic motivation. Chapter five, “Culture and climate in schools”, expands on this idea of individual needs. This chapter asserts that there is a reciprocal relationship between individual needs and organizational culture. The authors define organizational culture as a combination of shared norms, shared beliefs and values, tacit assumptions, and address the different cultures that are present in schools, including cultures of efficacy, collegial trust, and academic optimism.

Hoy and Miskel would be remiss to overlook the authority and politics present in schools. They address this facet of schools in their chapter “Power and politics in schools”. This chapter focuses not only on the different forms of authority in schools, but additionally looks at administrative behaviors in schools. Perhaps this is one of the most important chapters in the text, as it draws on information from both the different types of authority that administrators can assume (charismatic, traditional, legal, formal, functional, or informal) as well as subordinate responses to these forms of power. Hoy and Miskel touch on the need for balance by administrators, both in the triangulation of authority, ideology and expertise, as well as the balance between politics and power. Finally, this chapter touches on the interaction between conflict management styles and problem solving among organizational culture.

Chapter seven fits nicely with the discussion of internal and external coalitions in the previous chapter. “External environments of schools” addresses the impact of environmental influences on the culture and behaviors of the school. Viewing schools as an open system, Hoy and Miskel put forward that schools are highly dependent on their external environment. Hoy and Miskel (2008) present three theoretical perspectives on the interaction with the environment: information theory, resource‐dependence theory, and institutional theory. Each of these theories is highly relevant to schools, as different schools will be dealing with their environments in a number of different ways. The focus in addressing these theories appears to be talking about ways that the administrator can minimize the impact that these relationships with external environments for minimal impact on organizational autonomy and effectiveness.

“School effectiveness, accountability, and improvement” deals with a topic that is critical to the success of schools: school reform. This chapter focuses primarily on school effectiveness as it is measured by accountability systems. It touches on standards based assessments, professional development surrounding these procedures, and comprehensive, systemic reform. Though this chapter takes a theoretical approach to understanding this prominent aspect of educational administration as opposed to a practical approach, it addresses content that is critical to the success of administrators.

“Decision making in schools” and “Shared decision making: empowering teachers” again are two chapters that go well together. Collectively, these two chapters address the patterns of decision making that leaders, both formal and informal, engage in schools. It speaks to the integration between values, culture, and beliefs and the decision‐making procedures. Additionally, there is a discussion of moving into the shared decision making process by including teachers and other informal leaders into this process. Again taking a theoretical approach as opposed to a practical one, these two chapters focus heavily on the relationship between decision‐making processes and the school as an organization as a whole.

“Communication in schools”, focuses primarily on communication networks that emerge naturally and prescriptively in schools. It is an extremely important chapter, dealing with the different communication techniques that have been successful and the importance of proper communication. Not only focusing on communication within the organization, this chapter also addresses communication with external influences on the organization.

The final chapters, “Leadership in schools” and “One last time: a review of the school as a social system” essentially serve as a culmination of the previously discussed topics. They focus on the role of the educational leader within the school using a social systems perspective. They also address what different things influence the educational leader, and important considerations that the educational leader must address.

Though the book is set up in such a way to include research and practice, this is primarily a theory‐based text. Despite this theory‐driven approach, the authors do a nice job of giving a comprehensive overview of the school as an organization. The inclusion of widely accepted theory equips those interested in educational leadership with both traditional and innovative perspectives necessary for a widespread understanding of the role of the administrator in schools. This book is most suitable for researchers, professors of educational leadership, and students in the field. The authors rely heavily on theory‐based research, and take a somewhat basic approach to ensure thorough understanding of concepts. This book provides an overview of a number of important topics relative to school administration/leadership making Educational Administration: Theory, Research, and Practice a book that ought to be a compulsory addition to any leadership preparation program.

The systematic review delves into the multifaceted landscape of educational leadership and management, highlighting diverse leadership styles, challenges in leadership development, impacts on teaching practices and student outcomes, and gender disparities in leadership roles. Transformational, instructional, and distributed leadership styles emerge as pivotal in shaping educational institutions, with effective practices positively influencing teaching quality and student achievement. However, challenges such as the lack of established qualifications for school leaders and gender disparities pose significant barriers to leadership development and equity. The study emphasizes the need for policymakers and stakeholders to prioritize the cultivation of effective leadership pipelines and support mechanisms to address these challenges. Initiatives to promote gender equity and empower women in leadership roles, such as scholarships and fellowships, are also advocated. While issues of education reform and improving schools have long focused on the decisive role of the teacher, the critical role of the school leader has gained increasing attention in the public sphere, given shifts in federal education pohcy that have focused more explicitly on the importance of great teachers, as well as great leaders. As a result, research on educational leadership affirms that leadership matters and sets the scope, structure, and sequence of student learning and academic programmatic delivery (Brown & Hunter, 2006). The question facing all professional educator preparation programs is, what kind of leaders are we producing? It is important for schools, colleges, and departments of education to demonstrate the effectiveness and utility of their professional leadership preparation programs. The public vilification of schools and student achievement portend a unique opportunity to delineate the complex nature of our work. The piupose of this special issue of the Joumal of School Leadership is to expand the knowledge and research base on issues of educational equity, community engagement, and academic excellence as informed by leadership theory, research, and practice. It does this by featuring the work of students and faculty of the Holmes Scholars® Program and extending both the conversations and the research that deal with issues of equity, engagement, and educational excellence as perceived, valued, experienced, and informed by the educational leader.

The gender of school leaders makes a difference in career paths, personal life, and characteristics of workplace. There is additional evidence that men and women are appointed or elected to lead different kinds of educational jurisdictions. Even if those differences did not exist, equitable access to leadership positions for people of different backgrounds would make this an important issue. This article reports gender-related findings from the American Association of School Administrators 2015 Mid-Decade Survey. Findings confirm many of the trends in research on the superintendency over the past 15 years. The profiles of women superintendents are becoming more like their male counterparts. Both men and women appear to be less mobile than in the past. Men and women are spending about the same time as teachers before becoming superintendents, women and men appear to experience stress similarly, and women are receiving mentoring much more than in the past. There are few data to support the beliefs that women superintendents, more than men, are limited by family circumstance although this survey sheds no light on perspectives of women aspirants. This survey also confirms that there are a variety of paths to the position providing opportunities for women who have not necessarily had the typical teacher/principal/central office administrator trajectory. Nevertheless, significant differences still exist. Most important is that men are still four times more likely than women to serve in the most powerful position in education, and both women and men of color are still grossly underrepresented.

Educational leadership has been supported by an inadequate knowledge base for administrative preparation and an inadequate research base for program improvement. Over the past 40 years, no new programmatic ideas have been produced in this field. This paper reports on trends to improve the quality of research and theory development in the teaching and learning of educational leadership. Columbia college welcomes 11 new faculty for 2024-2025 academic year, august 15, 2024.

COLUMBIA, S.C., August 15, 2024  – Encouraged by continued increasing enrollment, Columbia College is excited to introduce 11 new faculty in the 2024-2025 academic year. The team in Academic Affairs has worked tirelessly throughout the spring and summer to seek out the best and brightest to “prepare every student personally and professionally for success through liberal arts and professional programs emphasizing service, social justice, and leadership development.”

Columbia College Provost Kristine Barnett shared, “We are constantly seeking opportunities to improve the academic experience for our students. This team of new faculty has the professional expertise to provide new educational experiences, fresh perspective, and passion for their respective fields, and we can’t wait to see the impact they have on our student body.”

The Division of Arts and Humanities welcomes Laurel Steckle Archie, M.F.A., James Sullivan, M.F.A., and Lindsey Carman Williams, Ph.D. The Division of Education welcomes Kaitlyn Evans, M.A., Alexandra Jenkins, Ed.D., Rebecca Raab, Ph.D., Julie Porth Smith, MCD, and Leigh Ann Spell, Ph.D., CCC-SLP. Finally, the Division of Health, Mathematics, and Sciences will add Katherine DeVivo, MPH, and Asole TaQue’sa McLeod, Ph.D. 

The Division of Business, Leadership, and Communication will add a new Dean, Lisa Assante, Ph.D., who will also serve as a Senior Lecturer. Dr. Assante has over 30 years of vast international experience in higher education, hospitality and tourism management, and the food and beverage industry, most recently serving as Head of Academics and Research and Associate Professor for Al Rayyan International University College in partnership with the University of Derby (ARIU with the University of Derby) in Doha, Qatar. USDA to Host Two In-Person Listening Sessions for Producers in the RMA Valdosta, Georgia Region to Hear About Crop Insurance Coverage for Prevented Planting

VALDOSTA, Ga. , July 25 , 20 2 3 – The U.S. Department of Agriculture (USDA) is inviting agricultural producers from throughout the Valdosta, Ga. region to participate in one of two special in-person listening session s to provide comments on the Prevented Planting Request for Information published in the Federal Register on May 23, 2023. The event s will give producers the opportunity to meet with members of the USDA’s Risk Management Agency (RMA) and directly comment on their needs and possible changes to prevented planting crop insurance coverage. The first listening session will be held on Aug ust 8, 10 a.m. – 12 p.m. EDT , at the Pee Dee Research and Education Center , Florence, S.C.; the second is on August 9, 10 a.m. – 12 p.m. EDT , Clemson Extension Office , Orangeburg , S.C.

“We are excited to have this opportunity to meet with producers and receive comments about such an important issue as prevented planting and the topics that are being considered,” said Davina Lee , Director of the RMA Valdosta Regional Office. “One of our top priorities at RMA is providing the best risk management tools we can by listening to our nation’s producers. This session helps us accomplish this priority and help our customers the best we can.”

The May 23 request for information on prevented planting outlines several questions for the listening session focusing on topics including:

  • Harvest Price Option – Feedback on whether to allow the prevented planting payment calculations to be based on the higher of the projected price or the harvest price under the revenue protection plan of insurance.
  • “1 in 4” Rule – Input on the challenges or experiences since the rule (to be eligible for prevented planting coverage, acreage must have been planted to a crop, insured, and harvested in at least 1 out of the previous 4 crop years) was implemented nationwide.
  • 1 0 percent additional coverage option – Input on if RMA should reinstate the option to buy-up prevented planting coverage by 10 percent.
  • Contract price – Whether prevented planting costs are higher for contracted crops and how prevented planting payments should be calculated for contract crops.
  • General – Willingness to pay additional premium for expanded prevented planting benefits, recommendations on other prevented planting limitations, etc.

“The direct feedback and input that will come out of this session is vital in improving insurance coverage for prevented planting,” Lee added.

The request for information, which includes specific questions and instructions for submitting written feedback by September 1, is available in this Federal Register notice .

Prevented planting insurance provisions provide valuable coverage when extreme weather conditions prevent expected plantings. Prevented planting is when a producer is unable to plant an insured crop due to an insurable cause of loss in time to grow a viable crop. Final planting dates and late planting periods are detailed in a producer’s crop insurance policy, and they vary by crop and location. Prevented planting coverage is intended to assist with normal costs associated with preparing the land up to the point of seed going into the ground (pre-plant costs).
